Mission

Protect the Public by Reducing Juvenile Crime and Delinquency in Florida Vision and Focus
The juvenile justice system must provide strong prevention and early intervention services for at-risk youth and minor offenders. A balanced approach also must supply opportunities for rehabilitation for the more serious juvenile offender.
On May 12, 2004, Governor Jeb Bush announced the appointment of Dr. Anthony Schembri as the Secretary of the Department of Juvenile Justice. Secretary Schembri received his Bachelors and Masters degrees at John Jay College of Criminal Justice and his Juris Doctorate from Pace University School of Law. He is a graduate of the FBI National Academy and Harvard's Kennedy School of Government. Secretary Schembri has had a distinguished career in criminal justice. He served as the 30th Commissioner of the New York City Department of Corrections and Police Commissioner of the City of Rye in Westchester County, New York. He has also served in academic capacities including professor of law and Dean of the Criminal Justice Program at St. Francis College in Brooklyn, New York. Most recently Secretary Schembri was a professor at University of Central Florida and served on the Florida Corrections Commission. HEADLINES Memorial Day Message

PDF version The Department of Justice’s first priority is to prevent future terrorist attacks. Since its passage following the September 11, 2001 attacks, the Patriot Act has played a key part - and often the leading role - in a number of successful operations to protect innocent Americans from the deadly plans of terrorists dedicated to destroying America and our way of life. While the results have been important, in passing the Patriot Act, Congress provided for only modest, incremental changes in the law. Congress simply took existing legal principles and retrofitted them to preserve the lives and liberty of the American people from the challenges posed by a global terrorist network. Justice Department study says juvenile killings decreased
    September 18, 1999
Web posted at: 4:07 a.m. EDT (0807 GMT) From Justice Correspondent Pierre Thomas WASHINGTON (CNN) Although the public remains concerned about juvenile crime, the number of killings by teen-agers dropped by more than a third between 1994 and 1997, according to a new study from the U.S. Justice Department. Key categories of violent crime among teens have declined in recent years, researchers from the Justice Department's Office of Juvenile Justice and Delinquency Protection found. The violent crime rate among juveniles began to rise in 1989, peaked in 1993 and has gone down since then, the study found. The study considered juveniles to be youths 17 years of age and under.

June 9, 2004 Secretary Tom Ridge testified before the Senate Judiciary Committe on the progess of the Department of Homeland Security. "The Department of Homeland Security was envisioned as a means to bring together all of our scattered homeland security entities under one central authority to better coordinate and direct our security efforts. We knew from the outset that our vast scope of protective measures had to build upon our existing strengths but, more importantly, be reconstructed in a way that unified and facilitated speed, openness, and easy access for all those involved in the hard work of securing this country every day. With that in mind, we have worked to build more integrated and coordinated homeland security, intelligence, and law enforcement communities. Communities that connect capabilities and people, that share information swiftly and effectively, that add layer upon layer of security to make our nation safer and stronger. Knowledge is both a fundamental principle and instrumental resource in our efforts to secure our borders and people. The Department has made widespread coordination and information sharing the hallmark of our new approach to homeland security. "

Here at the Department of Juvenile Justice, we believe these youth need every opportunity to turn their lives around and become productive citizens. It is our belief that given the right kind of attention and treatment, many of these youngsters can be redirected and that there is some "hope" for them. While habilitation of these youth is our primary goal, public safety for the citizens of Georgia is paramount, and juvenile crime must not detract from this. We must not take for granted the many victims of juvenile crime and potential victims who deserve a better quality of life for themselves and their families. Part of my vision for our agency includes investing heavily in developing relationships and consensus building with the many community leaders and stakeholders of Georgia. These key people can help us shape and mold public policy as it applies to the management of youthful offenders. We will be evaluating and continuously re-evaluating those programs and services for offenders which have produced good results. We will seek to make a greater investment in these programs and enhance the overall delivery system with the addition of some new programs. Through this, we intend to assure that we (DJJ) are making the absolute best use of available resources and that "the best interest of the kids" will drive every decision we make.
