LYNDON B. JOHNSON
Just as the Fourteenth Amendment in 1868 had failed to secure full legal rights for the freed slaves, so the 1964 Civil Rights Act did not ensure the slaves' descendants their rightful place in society. In the 1860s, Congress had felt compelled to propose the Fifteenth Amendment to prevent states from restricting the ballot on the basis of race. Now, a century later, the time had come to make that promise a reality. Civil rights leaders understood that laws and court decisions prohibiting legally enforced discrimination would never, by themselves, make African Americans full participants in the nation's political life. Blacks would have to gain greater access to the voting booth if they were to achieve greater economic and political equality. Title I of the 1964 Civil Rights Act did attack state discrimination in voter registration, but despite its tough language, it changed little in the South. The Justice Department just did not have the personnel to monitor every county, and intimidated blacks were often afraid to employ the act's remedies. The continuing resistance of southern leaders kept black registration low; in Mississippi, for example, less than 6 percent of eligible blacks were registered to vote. But time was running out on the South. The summer of 1964, known as Freedom Summer, not only saw the passage of the great civil rights bill, but it also saw unparalleled violence that, in the end, convinced the rest of the country that the time had come to act. In the most infamous case, three civil rights volunteers who had come to Mississippi to help register black voters two whites, Andrew Goodman and Michael Schwerner, and one black, James Chaney were murdered, and their bodies hidden in an earthen dam. FBI investigations found that local law enforcement officials had been involved in the crime.

Lyndon B. Johnson (1908-1973) became 36th president of the United States less than two hours after the assassination of John F. Kennedy on November 22, 1963. His escalation of American involvement in the Vietnam War caused much national dissension. When World War II began in September, 1939, as a member of the House Naval Affairs Committee, Johnson helped plan a naval air training base, a Naval Reserve Officers Training Corps, and ship building sites, all at Texas locations. During the 1940 election campaign, Johnson headed the Democratic Congressional Campaign Committee, and in that same year, won reelection to the House. On December 7, 1941, the Japanese bombed the Pearl Harbor Naval Base in Hawaii, and the next day, Johnson became the first member of Congress to enter active duty, sworn in as a lieutenant commander stationed in New Zealand and Australia. General Douglas MacArthur ultimately decorated him with the Silver Star for gallantry in action while attacked by Japanese fighter planes during a flight over enemy territory. In the spring of 1942, while still overseas, Johnson's supporters entered him as candidate for reelection, and he won without opposition. In July 1942, Roosevelt recalled to Washington all congressmen serving in the armed forces. During the 1940s, Mrs. Johnson, an intelligent, ambitious woman, developed a profitable business venture while her husband occupied himself in public office and the war. With an inheritance from her parents she bought a failing radio station in Austin. In the years to come, the LBJ Company, Inc. grew to control several radio-television stations, a bank, and real estate holdings. Johnson served five successive full terms in the House. During this time he also studied at Georgetown University Law School. In 1948 and 1954 he was elected to the United States Senate, establishing himself as an effective and persuasive party leader. Accustomed to working 18 hours a day, he suffered a severe heart attack in the summer of 1955. But by the next session of Congress, five months later, he was back at work.

Johnson's foreign policy, of course, remains best known for his handling of the Vietnam War. Throughout his presidency, he remained faithful to one basic goal: doing the minimum possible to ensure that South Vietnam did not become a Communist state. Unfortunately for the President, the "minimum possible" grew to dangerous extremes-U.S. troop totals, around 16,000 when Johnson entered the White House, peaked at 532,000 in early 1968. Johnson's policies brought the United States no closer to victory in Vietnam, but badly divided the liberal movement at home, paving the way for his decision not to run for reelection in 1968.
