American World War II Poster
Millions of photographs document the events of World War II. From President Roosevelt signing the Declaration of War against Japan to General MacArthur making good his promise, "I shall return," national archives and personal scrapbooks are filled with the pictorial record. Much less known, however, are the posters that dominated American life during the war. Created to encourage motivate and caution U.S. military and civilians, many of the posters also send strong messages . Some historians have suggested they were America’s version of propaganda. From the Statue of Liberty in chains (with the subtitle " Never! ") to a suggestion that "foxy foreign ideas brought poverty, suffering and defeat to Europe," posters reminded Americans what the fight was about while they chided members of the military to maintain silence about U.S. plans.

1. History as discipline ... 10. The negation of nuclear disarmament 1. History as discipline The first section of the history textbook, entitled gWhy We Study History,h contains a discussion that denies the scholarly nature of historical research and education, which is a critical issue. Because of criticism from the Ministry of Education and Science, the authors have removed from this section the sentence gHistory is not a scienceh (i.e., history is not a scholarly pursuit) and corrected some errors in its description of George Washington; however, the text retains the same fundamental position on the view of history. Return to top of this page 2. The Japanese foundation myths Concerning the Japanese foundation myths, the authors of the history textbook have made minimal modifications in order to make the text appear not to confuse myths with facts. However, the section remains almost the same in its content and extent, still containing two maps of the eastward expeditions of Prince Yamatotakeru and the Jimmu Emperor. In practice, readers may well confuse myths with facts.

Economy worsening, says Japan
Koizumi answers questions at a budget hearing Monday, as investors wait for reforms In this story: A tough summer ahead Looking to reign in spending Mixed signals in both U.S. and Japan RELATED STORIES By By staff and wire reports TOKYO, Japan Even the Japanese government admits its economy keeps worsening. That spells tough times ahead for Prime Minister Junichiro Koizumi as he tries to push for promised reforms. On Monday, economic and fiscal policy minister Heizo Takenaka downplayed the government's 1.7 growth forecast for this fiscal year. "Whether we reach 1.7 percent this year does not really have much meaning," Takenaka said. Since taking office last month, Takennaka has frequently stated that the forecast is too optimistic. On Friday the Japanese government downgraded its assessment of the economy for the fourth straight month, the worst string of downgrades since February 1998, when it completed a string of six monthly downgrades.

From staff and wire reports TOKYO (CNN) The opposition Democratic Party submitted a no-confidence motion Tuesday against Prime Minister Keizo Obuchi's government in a desperate attempt to block wiretapping legislation that sparked a brawl Monday among lawmakers. The motion a vote on whether to dissolve the government and hold new elections was widely expected to be defeated. The usually staid halls of the Diet, as Japan's parliament is known, erupted in violence late Monday as debate on the wiretapping bills turned physical. The legislation would give prosecutors and some police authority to eavesdrop on phone conversations and monitor faxes and e-mail messages in some investigations.

The JARL NEWS
Vol. 15, No. 4; August 2002 Japan's Government Concluded
It is not suitable to allow HF band for PLC

PLC, a shortened form of the word "Power Line Communications" that intends to implement high rate Internet data transmission on existing electrical power lines, is an extremely important issue for amateur radio as it occurs between 2 MHz - 30 MHz, and HF reception can be seriously disturbed by such radiation.
JARL has been deeply concerned about PLC, and firmly expressed strong opposition to the Ministry of Public Management, Home Affairs, Posts and Telecommunications (MPHPT.)
On April 30, 2002, the Ministry's study group on PLC held its first public hearing with JARL, Association of Radio Industries and Business, and others. At the meeting, the results of collaborated field tests, which were held in January, 2002, were reported. The tests included monitoring leakage of electric waves from power lines specifically in cases of providing Internet access via power lines to homes.
In this way, JARL actively cooperated with the group. Even more, at the group's request, JARL dispatched one of its directors, Mr. Masao Matsumoto, JA1AYC, to Germany to conduct research on the PLC situation in Europe.

The Urgent Appeal for the Japanese Government to
Grant "Special Permission for Residence"
to the Twenty-one Foreign Overstayers
Japanese (Revised on 8 April 2000) We are very pleased to inform those who endorsed our appeal that 16 of the 21 foreigners who applied for the Special Permission for Residence obtained the permit to stay in early February. They are the A, B, D and E families, all of whom have Iranian nationality. We regret to inform you, however, that the C family and Mr. F and Mr. G could not obtain the permit. They are now appealing to the court.
We would like to express our profound gratitude to those of you who supported this appeal. In spite of the time limitation, 593 signatures were obtained in total, with over 100 signatures from abroad. The list of the signatories was submitted to the Ministry of Justice along with our statement and some overseas experts' views supporting our demand on November 11 1999. This meeting was originally scheduled for November 4, but was subsequently postponed for a week. Immediately after the submission of these documents, we held a press conference as well. In order to draw the public attention to this question, we held a following symposium on December 11.
