Generosity toward "comfort women" will reap big rewards
W HEN SHE WAS ASKED last year to help raise funds for Asian women forced into sex slavery by the Japanese military during World War II, Mrs. Miki Mutsuko had her doubts. The respected wife of Mr. Miki Takeo, the former prime minister, did not see how the gap could be bridged between the demands of the "comfort women" to be compensated directly by the Japanese government and Tokyo's adamant refusal to do so. She eventually agreed to help, hoping to use her influence to get fair and speedy compensation for the aging victims. Last month, Mrs. Miki resigned from the Asian Women's Fund (AWF), upset by her government's detachment as well as the tepid response to her call for donations. So far, the fund has collected just half its putative target of $6 million. By justifying its stance on a narrow legalistic principle, Tokyo has again fanned the latent resentment among many Asians that Japan simply will not face up fully to its aggression against their nations during the war. This particular chapter of that traumatic saga involved some 80,000 to 200,000 women who were tricked or coerced into becoming prostitutes for Japanese soldiers on the front lines. Most were Koreans, though others came from mainland China, Taiwan, the Philippines and Indonesia. Officially, Tokyo's position is clear enough. "All questions of reparations relating to the war have been dealt with in good faith," a government spokesman reiterated recently. "Legally, this issue has been settled." He was referring to the post-war treaties Japan signed with the United States and other nations, providing for Japanese reparations.

The Ministry of Education, Culture, Sports, Science and Technology (Monbukagakusho) sponsors Japanese Government Scholarships to enable aspiring foreign scholars from all over the world to study in Japan. Japanese proficiency is not required at the time of application unless otherwise noted: however, scholarship recipients are required to take Japanese language classes in Japan. Korean Scandal, or American Scandal?

I n its Working Paper No. 11 (May 1995) on "The CIA and Japanese Politics," JPRI published Norbert A. Schlei's analysis of "Japan's 'M-Fund.'" Several well-informed commentators on that paper wrote to us privately that while they acknowledged the existence of slush funds and uragane (covert money) as a common feature of Japanese politics, they still found it difficult to accept that the size of these funds ran to several hundred million dollars. No one could quite believe that payoffs in the East Asian capitalist systems are that extensiveuntil the arrests of former presidents Chun Doo Hwan and Roh Tae Woo revealed slush funds of truly monumental proportions. In honor of these arrests and the extraordinary window they have opened on the functioning of the political systems of Japan and those modeled on Japan, we at JPRI have initiated a project to report on Korean and Japanese uragane and its uses to lobby the American political, economic, and educational systems. Our intent is to bring up to date the pioneering work of Pat Choate, Agents of Influence: How Japan's Lobbyists in the United States Manipulate America's Political and Economic System (Knopf, 1990) and to be at least as candid as the prosecutors and courts of the Republic of Korea. While the views expressed in these articles are those of the authors, we have invited authors with the highest credentials to report on these subjects. They have documented their information in detail, and JPRI has subjected the articles to serious legal scrutiny. An equally qualified author is writing a forthcoming Working Paper on Japan.

A. INTRODUCTION
After more than 20 years of lobbying by Japanese citizen's groups, opposition political parties and others, Japan's national Information Disclosure Law came into effect on April 1, 2001 ( Joho Kokai Ho , formally titled Gyoseikikan no Hoyu Suru Joho no Kokai ni Kansuru Horitsu ,“ Law Concerning Disclosure of Information Held by Administrative Agencies”). This law creates for the first time a legally enforceable right of access to Japanese national government files. Japan thus joins a growing list of countries with national laws providing a right of access to government information, including in Asia, the Republic of Korea and Thailand. The U.S. Freedom of Information Act (FOIA), which served as a model and inspiration for Japan's law, was enacted in 1966 and has been expanded and improved many times since. FOIA has been used by millions of people to access a vast range of previously confidential information concerning such matters as food and drug safety, the environment, government investigations, and virtually every topic of public interest.

    Japan Introduction Back to Top Japan, constitutional monarchy in East Asia, comprising four large islands, as well as the Ryukyu Islands and more than 1,000 lesser adjacent islands. It is bounded on the north by the Sea of Okhotsk, on the east by the Pacific Ocean, on the south by the Pacific Ocean and the East China Sea, and on the west by the Korea Strait and the Sea of Japan (East Sea). In Japanese the country's name is Dai ("great") Nihon or Nippon ("origin of the Sun"), hence, Land of the Rising Sun. The Japanese islands extend in an irregular crescent from the island of Sakhalin (Russia) to the island of Formosa, or Taiwan. Japan proper consists of the large islands of Hokkaido, the northernmost; Honshu, the largest, called the mainland; Shikoku; and Kyushu, the southernmost. The combined area of these islands is about 362,000 sq km (140,000 sq mi). The total area of Japan is 377,750 sq km (145,850 sq mi). Tokyo is Japan's capital and largest city.
