Government The National Diet Building (House of Councillors) A plenary session of the Diet (House of Councillors) Japan's Constitution, which came into force in 1947, is based on three principles: sovereignty of the people, respect for fundamental human rights, and renunciation of war. The Constitution also stipulates the independence of the three branches of government - legislative (the Diet), executive (the cabinet), and judicial (the courts). The Diet, Japan's national parliament, is the highest organ of state power and the sole law-making organ of the state. The Diet comprises the 480-seat House of Representatives (lower house) and the 242-seat House of Councillors (upper house). All Japanese citizens can vote in elections once they reach the age of 20. Japan has a parliamentary system of government like Britain and Canada. Unlike the Americans or the French, the Japanese do not elect a president directly. Diet members elect a prime minister from among themselves. The prime minister forms and leads the cabinet of ministers of state. The cabinet, in the exercise of executive power, is responsible to the Diet. Judicial power lies with the Supreme Court and lower courts, such as high courts, district courts, and summary courts. The Supreme Court consists of a chief justice and 14 other justices, all of whom are appointed by the cabinet. Most cases are handled by district courts. There are also summary courts, which deal with problems like traffic violations.

Time.com People Fortune EW Japan government not to seek leprosy appeal Koizumi's decision has come as a surprise TOKYO, Japan Japan's prime minister has announced his government will not appeal a court ruling ordering compensation for banishing former leprosy patients from society under a draconian law. The unexpected announcement brought cheers from former patients, some weeping with joy. The government of Prime Minister Junichiro Koizumi also expressed its regrets for suffering caused by a 1953 law that forced leprosy patients into colonies on small islands or remote mountains and broke apart families. Koizumi's decision on Wednesday which came after he met with plaintiffs in the compensation suit for longer than expected was a surprise. News reports throughout the day had said the government had all but decided to contest the May 11 verdict, with intense pressure reportedly on Koizumi, who gained power last month after promising widespread reforms, to appeal. "From tomorrow I'll be able to stick my chest out with pride and live as a human being again," said Yuji Kodama, 79, a leader of the 127 plaintiffs, all former residents in the remote leper colonies.

Cogeneration and On-Site Power Production O N- L INE M AGAZINE Cogeneration and On-Site Power Production IS PUBLISHED BY 'NEW ENERGY' FOR JAPAN government sets targets for 2010 Reprinted from Volume 4 Issue 5 September-October 2003 As Japan continues to either deregulate or decentralize sectors of its economy, major opportunities for cogeneration and on-site power are beginning to emerge. A combination of policies related to power sector deregulation, climate change mitigation and pollution control in the form of waste recycling, means that up to 20,000 MW of new decentralized energy (DE) capacity could be installed by 2010 - reports Tim Sharp Opportunities for decentralized energy (DE), however, face possibly severe constraints. First, as the policy cluster just mentioned suggests, decentralized energy is not yet a policy focus in its own right. Its development could therefore be affected by entirely extraneous considerations. Second, such considerations could easily take effect as powerful vested interests fiercely resist the changes the policies are promoting. A particular difficulty is that Japan must achieve maximum energy security at minimum economic cost almost entirely from imports, a dilemma that provides opponents to change with their most powerful ammunition. From this perspective, prospects for Japanese DE growth therefore face over the foreseeable future a definite and perhaps quite low ceiling.
