Return to Main page Jamaica is a parliamentary democracy and member of the British Commonwealth of Nations. The island has its own constitution, which took effect when Jamaica became a fully independent state on August 6, 1962. Queen Elisabeth II, the British Sovereign, is also the Queen of Jamaica and is its official head of state. She is represented on the island by a Governor-General whose role is largely ceremonial. Parliament consists of two houses: the House of Representatives with 60 members who are elected every five years; and the Senate with 21 members appointed by the Governor-General from nominations by the Prime Minister (13) and the Leader of the Opposition (8). The government consists of a cabinet of 20 or so ministers headed by the prime minister. The prime minister is the leader of the majority party and is appointed from the House of Representatives by the Governor-General. The prime minister appoints the ministers to the cabinet. For administrative purposes, Jamaica is divided into three counties Cornwall, Middlesex and Surrey — and 14 parishes, namely: St. James, Hanover, Trelawny, Westmoreland, St. Elizabeth, Manchester, Clarendon, St. Ann, St. Catherine, Kingston, St. Mary, St. Andrew, St. Thomas and Portland. Of these, 12 parishes are administered by popularly elected councils, and two are administered by elected commissions.

J amaica is a member-state of the COMMONWEALTH OF NATIONS and is governed by PARLIAMENTARY DEMOCRACY . The official or constitutional Head of State is the GOVERNOR GENERAL , who is appointed by the monarch of Britain based on recommendation from the Prime Minister. The PRIME MINISTER of Jamaica is the leader of the elected majority party in the House of Representatives. There are, at present, three major political parties in Jamaica: the PEOPLE’S NATIONAL PARTY (PNP) , the JAMAICA LABOUR PARTY (JLP) , and the NATIONAL DEMOCRATIC MOVEMENT (NDM) There are also a number of independent candidates who have contested the general elections.

History: The island was inhabited by Arawak Indians prior to the arrival of Christopher Columbus in 1494. A few years later, it was formally colonised by the Spanish whose rule lasted until 1655. They were displaced by the British who turned Jamaica into the most important of the British Caribbean slaving colonies. Within 100 years, virtually the whole island had been divided up into large plantations owned by absentee landlords and worked by forced labour imported from West Africa. After the abolition of slavery in 1834, Jamaica became relatively prosperous under orthodox colonial rule until the early 20th century when a spate of natural disasters, compounded by the depression of the 1930s, sent the economy into decline. The 1930s also saw the rise of black political activity and trade union organisation, forming in the process the rivalries that characterise modern Jamaican politics. Since independence in 1962, the political arena has been dominated by the struggle between the right-wing Jamaican Labour Party (JLP) and the leftist People’s National Party (PNP). The JLP held power throughout the 1960s, but lost the national election of 1972 to the PNP under the leadership of Michael Manley. Manley’s father Norman had founded the PNP and the younger Manley shared the radical socialist agenda of his father. The PNP programme was widely popular throughout the island and despite growing economic difficulties, the PNP were returned to office in 1976 with an increased majority. However, Manley had begun to develop close relations with Cuba, which inevitably brought down the wrath of the US government. The Americans provided substantial backing for the rival JLP and its leader, Edward Seaga.

ESTIMATED 2000 POPULATION Jamaica is the third largest island located in the Caribbean Sea. In general, the island contains a coastal plain and is divided by the eastern New Mountain Range and the central and western limestone plateau as well as the hills of the interior. The principal rivers are the Plantain Garden Hope, Yallahs, Rio Pedro, Rio Minho, Milk, Cabaritta, Rio Grande, Wag Water, White, Martha Brae, Montego, Great and the Black. The island has over 100 small rivers that are narrow and fast flowing. Major Cities (pop. est.); Kingston 587,800, Spanish Town 92,400, Portmore 90,100, Montego Bay 83,400 (1991). Land Use; forested 17%, pastures 24%, agricultural-cultivated 20%, other 39% (1992). CLIMATE: Jamaica has a tropical climate at sea-level and a temperate climate towards the highlands of the interior. There are four seasons, two rainy seasons from May to June and September to November as well as two dry seasons from July to August and December to April. The hurricane season is from May to August or September. Average annual precipitation is 1,950 mm (77 inches) and average temperature ranges in Kingston are from 19 degrees Celsius (66 degrees Fahrenheit) to 32 degrees Celsius (99 degrees Fahrenheit) all year. PEOPLE: Approximately 92% of the population are of Black African descent, of which around 76% are pure blooded and 15% are Mulattoes who are of mixed White and Black African descent. Other ethnic minorities include East Indians and Afro-East Indians who account for 3.4%, Whites who represent 3.2% and Chinese and Afro-Chinese who constitute 1.2%.
