    Jamaica is a parliamentary democracy governed under the constitution of 1962. It has a bicameral legislature made up of a 21-member senate and a 60-member house of representatives. The executive branch consists of a cabinet, which is headed by the prime minister. The official heads of government are the governor-general, appointed by the British sovereign, and the prime minister. The country has two main political parties: the Jamaica Labor Party (JLP) generally favors private enterprise, while the People's National Party (PNP) advocates a moderate socialism.     Wednesday, September 17, 2003 KINGSTON, Jamaica, CMC — The Jamaica government has approved a billion dollar plan for the development of the tourism sector over the next seven years. The key targets of the plan, which is geared towards improving economic growth and increasing foreign exchange earnings, will entail an increase in stop-over arrivals from 1.3 million to 2.2 million persons; cruise ship passengers from 908,000 to 2,000,200; visitor expenditure from US$1,333 to US$2,934, Tourism Minister Aloun Ndombet-Assamba said. It will also seek to increase employment from 75,000 to 130, 000 and increase Gross Domestic Product (GDP) contribution from eight per cent to 15 per cent. Focus will be placed on diversifying the tourism product by moving away from the traditional sun, sand and sea offerings, to expanding attractions in heritage tourism, music and entertainment, retirement, health and sports, Ms.Assamba said.
    Ms. Assamba said that a budget of US$1.6 billion has been set to implement programmes, with the private sector expected to contribute US$1.4 billion through the development of hotels and attractions. The first phase of the plan is expected to get under way in time for the start of the winter season on December 15 and will entail the beautification and clean up of resort towns. “Clean-up and beautification projects will achieve quick wins at this point. They will enhance the experience of visitors and locals, consolidate the upturn shown in the market so far, and signal the government’s commitment to the Master Plan,” she added.

    News From Our Region Jamaica Government may seek international flood aid The Jamaica government said that it may have to seek more international aid to help pay for the damage left by Tropical Storm Lili, whose destructive thumping of Jamaica came four months after unseasonal rains wreaked havoc across the island, according to the Jamaica Observer. The newspaper said Prime Minister P J Patterson signalled the likely new trek to institutions like the Inter-American Development Bank (IDB) and the Caribbean Development Bank (CDB) after chairing a meeting of the National Disaster Committee (NDC) to review the damage left by Lili that pummelled Jamaica over the weekend and into Monday. Patterson told reporters that it was still too early to fully quantify the cost of the impact of the storm on Jamaica, but said: "There may be need for seeking external assistance or asking for some adjustments to finance assistance that was already made available or committed as a result of the May/June floods." The rains in May and June left more than J$1 billion worth of damage to infrastructure and agriculture and the IDB quickly approved a US$20 million rehabilitation package for the island. The CDB also approved a US$5 million loan.

    Jamaica inherits its political institutions from Britain. It is a stable parliamentary democracy within the Commonwealth. Although Jamaica is independent, its titular head of state is Queen Elizabeth II of England. She is represented by a Jamaican-born governor general (often referred to as 'GG' by islanders), who is appointed on the advice of the prime minister and a six-member Privy Council. The governor's duties are largely ceremonial and include appointing the prime minister, who is always the leader of the majority party after each national election. Executive power resides with a cabinet appointed and led by the prime minister, and which is responsible to Jamaica's Parliament . Parliament consists of a bicameral legislature - a 60-member elected House of Representatives and a nominated 21-seat Senate, of which 13 members are appointed by the prime minister and eight by the leader of the opposition. The Senate's main function is to review legislation sent forward by the elected House. The House may override a Senate veto, but a two-thirds vote in both houses is required to change Jamaica's constitution. A full parliamentary term is five years. The governor, however, may call a national election at any time the prime minister requests.
