Introduction:
MSF is the radio signal which broadcasts the national time standard for the UK. The MSF service broadcast from Rugby is the principal means of disseminating the UK national standards of time and frequency which are maintained by the National Physical Laboratory. Transmission is 24 hours a day, and the carrier frequency is maintained at 60 kHz to within 2 parts in 10 What do the letters MSF stand for? Well, they do not stand for anything. MSF is simply a call sign which uniquely identifies the broadcast. M is one of three prefixes (2, G or M) allocated to the UK by international agreement for station identification. There is speculation that SF was intended to represent the words 'standard frequency', but NPL has no evidence for this.
Provision of the Service:
The MSF 60 kHz standard time and frequency service is funded by the Department of Trade and Industry (DTI) as part of its provision of time and frequency measurement standards in the UK. The maintenance and development of those standards is carried out by the National Physical Laboratory (NPL), with the MSF 60 kHz signal being transmitted from the Rugby Radio Station by BT Radio Engineering Services under contract from NPL. The signal is generated at Rugby using the atomic clocks and time code equipment provided by NPL. The broadcast signal is monitored and controlled relative to the national time standard at the NPL site in Teddington.

The tangent vectors at p form a vector space called the TANGENT SPACE; in other words, we can add them and multiply them by real numbers. Suppose we work in a local COORDINATE SYSTEM with coordinates (x ,x ,x ,x ). (Since we are working in 4d spacetime there are 4 coordinates; we may think of x as the time coordinate t and the other 3 as x, y, and z, but we don't need to think of them this way, since we're using an utterly arbitrary coordinate system.) Then we can describe a tangent vector v by listing its components (v ,v ,v ,v ) in this coordinate system.     Allen Telescope Array General Overview
    It's one of the most persistently enticing sirens to beckon the SETI community: a major telescope that can be dedicated to the search. Despite the seductiveness of this idea, construction of an instrument designed to meet the requirements of full-time SETI has always foundered on the large costs. In the next few years, that situation is going to change. Thanks to the far-sighted benevolence of technologists Paul Allen (co-founder of Microsoft) and Nathan Myhrvold (former Chief Technology Officer for Microsoft), a new telescope will be constructed that will allow a targeted SETI search to proceed 24 hours a day, 7 days a week. The new instrument, appropriately called the Allen Telescope Array, known formerly as the One Hectare Telescope, or 1hT, is a joint effort by the SETI Institute and the University of California, Berkeley. Because of its novel construction - an array of inexpensive antennas - it can be simultaneously used for both SETI and cutting-edge radio astronomy research. It will be built at the existing Hat Creek Observatory, run by the Radio Astronomy Lab at Berkeley, and located in the Cascades just north of Mt. Lassen (California). The donors have given $12.5M to the Institute to underpin continued tests of the technology intended to establish the instrument's final design parameters and cost.

    General relativity (GR) or General relativity theory (GRT) is the theory of gravitation published by Albert Einstein in . The conceptual core of general relativity, from which its other consequences largely follow, is the Principle of Equivalence , which describes gravitation and acceleration as different perspectives of the same thing, and which was originally stated by Einstein in 1907 as:
    We shall therefore assume the complete physical equivalence of a gravitational field and the corresponding acceleration of the reference frame . This assumption extends the principle of relativity to the case of uniformly accelerated motion of the reference frame.
    In other words, he postulated that no experiment can locally distinguish between a uniform gravitational field and a uniform acceleration. This principle explains the experimental observation that inertial and gravitational mass are equivalent.     Government Adopts New Standard for Openness
    WASHINGTON, D.C. President Bill Clinton and Attorney General Janet Reno today took action to substantially increase the amount of government information that is made available to the public. They rescinded a 1981 rule which encouraged federal agencies to withhold information whenever there was "a substantial legal basis" for doing so. In its place, the Attorney General said, a "presumption of disclosure" should be applied. She said the Justice Department would defend agencies that are sued tor non-disclosure only when it was "reasonably foreseeable that disclosure would be harmful" to an interest protected by the law, and only when it need be. In a statement issued at the White House, President Clinton called upon all federal departments and agencies to renew their commitment to the Freedom of Information Act and to its underlying principles of government openness. The President said this was an appropriate time for them to take a fresh look at how they comply with the law, and to reduce backlogs.

    What can the Agency do for the air travel consumer?
    Air travellers can complain to the Agency about any issue in respect of an air carrier's service that they have been unable to resolve with the carrier. The Agency's Air Travel Complaints Commissioner will review and try to resolve these complaints either directly or in cooperation with other parts of the Agency and other government bodies.
