The Integrated Tracking System (ITS) is a database application designed to track and report client activities related to Sexual Assault or Family Violence, for use by victim service agencies in the State of Texas. The primary function of this system is to provide an automated method of calculating and producing required reports for a variety of funding sources, primarily the Office of the Attorney General Sexual Assault Prevention and Crisis Services Program, the Texas Department of Human Services Family Violence Program, and the Office of the Governor. Volume 5, Page 1a: Definition of Hajj The majority of the scholars hold that Hajj was prescribed in the sixth year after Hijrah (Migration of the Prophet (peace be upon him) from Makkah to Madinah) for it was then that the following verse concerning it was revealed: "And complete the Hajj and 'Umrah in the service of Allah" (Qur'an 2.194). This conclusion is based on the understanding that the "completion" in the above verse in fact refers to the time when it was first made obligatory. This view is also supported by 'Alqamah, Masrouq, and Ibrahim An-Nakh'i, who substitute "And establish" for "And complete" in the above verse, as reported by At-Tabarani on sound authority. Depending on the type of job, the examination may be written multiple choice or essay, experience and training, oral, practical, or some combination of these or other types of tests. Written Examinations: These consist of multiple choice and/or essay questions which cover the knowledge, skills and abilities required for the job. These examinations are usually administered in Hartford on Saturdays. The exact date of the examination is indicated on the examination announcement. You will be notified by mail of your scheduled test time and location approximately two weeks prior to the test date. All candidates are expected to attend the examination on the day they are scheduled. Experience and Training Examinations: These examinations require applicants to provide information about their work experience and educational training as it relates to the job they are seeking. In most cases, the examination announcement contains the instructions for applicants to follow when completing the examination. In these cases, the examination information must be submitted along with the completed application form. In other cases, applicants are sent a questionnaire to complete about their background and qualifications. The questionnaire is mailed to those applicants who are determined to meet the minimum experience and training requirements for admittance into the examination. Applicants are generally given two weeks to complete the questionnaire and return it by mail. In a small number of cases, the examination involves a review of only the information provided on the application form.

Media General Reports October Revenues, Updates Earnings Guidance RICHMOND, Va
$86.1 million, a decrease of 5.8 percent from October 2002. By operating segment, Publishing revenues increased 4.9 percent, Broadcast revenues declined 21.2 percent, and Interactive Media revenues were up 51 percent. National advertising revenue was ahead of last October by $490,000, or 15.3 percent, the largest percentage increase of any month this year. The increase was attributable to gains in Tampa and Richmond, mostly driven by strong telecommunications advertising. Circulation revenue was up 0.5 percent over last year, the result of volume and price increases. Broadcast gross time sales decreased $10.4 million, or 25.9 percent. Political revenues were $2.1 million compared with $16.2 million last year. This $14.1 million decrease in political revenues was partially offset by strong increases in local and national time sales. Local time sales increased $2.4 million, or 15.9 percent. National time sales increased $1.4 million, or 15.6 percent.
Automotive advertising spending remained robust both at the local and national level, as car manufacturers, new car dealerships and local dealer association groups continued to promote their vehicles. Strong gains also occurred in the fast food, telecommunications, furniture and services categories. Political revenues were mostly from campaign spending for the Louisiana, Kentucky and Mississippi gubernatorial races, mayoral races in Savannah and Charleston, and issue spending in Florida.

Update: The European Competition Commission report on the Microsoft case has been published in full and quotes Microsoft internal emails attributing its customers' loyalty to the high cost of switching from Windows The European Competition's decision on the Microsoft ruling was released on Thursday by the Wall Street Journal , which obtained a leaked copy of the report that was prepared for Microsoft. The 300-page document, now available on the European Commission Web site , contains some fascinating insights into Microsoft's culture and business practices in the form of direct quotes from internal emails sent by the company's senior executives. On page 126, in a section describing the way that Microsoft's Windows operating system has become a "must-carry" product for client PC vendors, the Commission quotes from an internal memo drafted for Bill Gates by C++ general manager Aaron Contorer in 1997. In the email, Contorer outlines the reason why he thinks that customers have stuck with Windows despite Microsoft's shortcomings. He attributes their loyalty to the high costs of switching away from their existing heavy investment in the Windows Application Programming Interfaces (APIs).

THE FIRST AMENDMENT AND FREEDOM OF THE PRESS

    James C. Goodale served as general counsel to The New York Times when the U.S. Supreme Court decided that the Times could continue to publish the then-classified Pentagon Papers The First Amendment to the United States Constitution provides that "Congress shall make no law...abridging the freedom...of the press." Although the First Amendment specifically mentions only the federal Congress, this provision now protects the press from all government, whether local, state or federal. The founders of the United States enacted the First Amendment to distinguish their new government from that of England, which had long censored the press and prosecuted persons who dared to criticize the British Crown. As Supreme Court Justice Potter Stewart explained in a 1974 speech, the "primary purpose" of the First Amendment was "to create a fourth institution outside the government as an additional check on the three official branches" (the executive branch, the legislature and the judiciary). Justice Stewart cited several landmark cases in which the Supreme Court the final arbiter of the meaning of the First Amendment has upheld the right of the press to perform its function as a check on official power. One of these cases the 1971 Pentagon Papers case lies especially close to my heart.

In 1916 Einstein expanded his Special Theory to include the effect of gravitation on the shape of space and the flow of time. This theory, referred to as the General Theory of Relativity , proposed that matter causes space to curve.

Einstein theorized that smaller masses travel toward larger masses not because they are "attracted" by a mysterious force, but because the smaller objects travel through space that is warped by the larger object. Physicists illustrate this idea using embedding diagrams Contrary to appearances, an embedding diagram does not depict the three-dimensional "space" of our everyday experience. Rather it shows how a 2D slice through familiar 3D space is curved downwards when embedded in flattened hyperspace. We cannot fully envision this hyperspace; it contains seven dimensions, including one for time! Flattening it to 3D allows us to represent the curvature. Embedding diagrams can help us visualize the implications of Einstein's General Theory of Relativity.
