1. What Is Multics?
1.1. Summary
Multics (Multiplexed Information and Computing Service) is a timesharing operating system begun in 1965 and used until 2000. The system was started as a joint project by MIT 's Project MAC Bell Telephone Laboratories , and General Electric Company 's Large Computer Products Division. of MIT led the project. Bell Labs withdrew from the development effort in 1969, and in 1970 GE sold its computer business to Honeywell , which offered Multics as a commercial product and sold a few dozen systems.

A CHANGING COMMUNITY
For libraries and librarians these are most interesting times. The entire chain of relationships that have sustained twentieth century libraries and librarians from author to bookseller to user is b eing transformed by economics and technology. Increasing costs of information resources and increasing types of information resources that can be acquired by libraries place increasing demands on li brary funding sources that are either stable or declining. Although the growth rate for new books in North America and western Europe has been modest since 1970, the growth in serial publications ha s been more dramatic. In spite of a decrease in new titles appearing since 1980, half of all currently active serial titles were first published in the last twenty years. In the past two decades on line databases have increased from around 300 to over 9000. Electronic information resources currently cost two to four times their print alternatives.

Research on Near Earth Objects (Asteroids or Comets)
A number of minor bodies in the Solar system (asteroids and comets) exist whose orbits intersect or pass close to that of the Earth (Near Earth Objects or NEOs). The possibility therefore exists that some of these bodies may impact on Earth sometime in the future, as has happened a number of times in the past as shown by the geological record. The existence of such a risk is attracting increasing attention from the public and the media. The scientific reality is that the number, orbits, sizes, and physical properties of NEOs are poorly known at this time. Although estimated time scales for impacts with catastrophic consequences range from hundreds of thousands to millions of years, there are good reasons, scientific as well as social, for conducting vigorous research programmes to improve our knowledge of these bodies. Such research has, in fact, already a long history of international cooperation, coordinated by the IAU. The general policy of the IAU with regard to research on and public information about NEOs is formulated in the Policy Statement issued by the IAU Executive Committee. The COUNCIL and the GENERAL BOARD beg leave to report to the University as follows: 2. The recommendations in the General Board's Report, dated 17 January 2001, on the ownership of intellectual property rights generated by externally funded research ( Reporter p. 429 ) were approved by Grace 6 of 21 March 2001. The policy set out in this earlier Report both strengthened and clarified the University's policy and described enhanced revenue sharing arrangements. The resources available in the Research Services Division to assist staff and students with technology transfer have also been very considerably increased. These changes were made to ensure effective transfer of technology, rather than to increase short-term revenues for the University, although the expectation is that such revenues will increase in the long term. In addition, the University has won funds to promote technology transfer from the Government's Science Enterprise Challenge and University Challenge initiatives which have been used to set up the Cambridge Entrepreneurship Centre and the University Challenge Fund. 3. OVERVIEW
Following the Commission's conclusion that the establishment of an international court to try persons charged with genocide or other crimes of similar gravity was both desirable and possible, the General Assembly established a committee to prepare proposals relating to the establishment of such a court. The committee prepared a draft statute in 1951 and a revised draft statute in 1953. The General Assembly, however, decided to postpone consideration of the draft statute pending the adoption of a definition of aggression. Since that time, the question of the establishment of an international criminal court has been considered periodically. In December 1989, in response to a request by Trinidad and Tobago, the General Assembly asked the International Law Commission to resume work on an international criminal court with jurisdiction to include drug trafficking. Then, in 1993, the conflict in the former Yugoslavia erupted, and war crimes, crimes against humanity and genocide in the guise of "ethnic cleansing" once again commanded international attention. In an effort to bring an end to this widespread human suffering, the UN Security Council established the ad hoc International Criminal Tribunal for the Former Yugoslavia, to hold individuals accountable for those atrocities and, by so doing, deter similar crimes in the future. Shortly thereafter, the International Law Commission successfully completed its work on the draft statute for an international criminal court and in 1994 submitted the draft statute to the General Assembly. To consider major substantive issues arising from that draft statute, the General Assembly established the Ad Hoc Committee on the Establishment of an International Criminal Court, which met twice in 1995. After the General Assembly had considered the Committee's report, it created the Preparatory Committee on the Establishment of an International Criminal Court to prepare a widely acceptable consolidated draft text for submission to a diplomatic conference. The Preparatory Committee, which met from 1996 to 1998, held its final session in March and April of 1998 and completed the drafting of the text.

General Dynamics was probably the only major aerospace firm that could have bought Spectrum Astro without setting off antitrust alarm bells, both in the Justice Department and at the Pentagon. The industry is over-consolidated enough as it is. Unlike some, General Dynamics is not known for making acquisitions just to get its name in the papers or to provide fat fees for bankers and lawyers. So the question arises: what are they up to? They could be trying to build themselves a real space business. Since they sold off their space division years ago, they have made at least one small space oriented acquisition, but after bringing the unit up to speed and making it profitable, they sold it. Could they employ a similar strategy with Spectrum Astro? Government procurement regulations and corporate bureaucracy have drained almost all the excitement out of designing and building new air and spacecraft. Where there remains some excitement and originality, such as with the Mars rovers, American industry can still hit home runs. But, when it take more than 30 years to try, and then fail, to bring something as simple as a light attack helicopter into service, then its time to recognize that something is seriously wrong. The questions for General Dynamics leaders are hard ones. Do you intend to make Spectrum Astro the heart of a new and innovative space systems division, which will revolutionize the industry and put the US back in the forefront of space technology? Do you have the combination of deep pockets, patience and guts to do this?

The best-known items associated with the Nagoya Castle are the golden dolphins, or kinshachi. It is said that the first dolphins (shachi) to adorn the main ridge of castle roofs, added when the basic construction of the castle was completed as good luck charms against fire, appeared in the Muromachi Era (1334-1400), and subsequently evolved into symbols of the feudal lord's authority.
Although Nagoya's golden dolphins shared the fate of the donjon (castle), being consumed by flames in the Second World War, they reappeared along with the rebuilt donjon in 1959 to the delight of the people of Nagoya.

General User Research
General Users are scientists interested in using the NSLS for experimental programs. Access to the NSLS is generally obtained through a peer-reviewed proposal system. Proposals are rated by the Proposal Review Panels (PRPs) and beam time allocations are made by the NSLS Allocation Committee. Proposals are generally active for a two-year period.   • General User Proposal Submission
The NSLS accepts proposals for programs as well as for single experiments through the online Proposal, Access, Safety and Scheduling (PASS) system. General users must contact beamline personnel prior to submitting a proposal to ensure the experiment may be performed on the beamlines requested.
  • Submissions Deadlines
The same submission deadlines apply for proposals for proprietary research and general user research.
  • Proposals Review and Ratings
The Proposal Review Panels (PRPs) are responsible for rating General User Proposals for scientific or technical merit and innovation. Proposals are rated on a scale of 1 to 5 (1 being the highest rating and 5 being the lowest). Proposals with ratings between 3 and 5 may wish to submit a new Proposal that addresses the PRP comments in order to improve the rating and thus improve chances of receiving beam time. Proposals with ratings between 4 and 5 are automatically inactivated and should not expect to receive beam time. The user will receive email notification of the rating.

What type of star is the Sun?
The Sun is a typical G2 star. G stars are classified as having a temperature in the range of 5000 to 6000 K, and a color ranging from white to yellow. Spectrally, G stars show most predominantly the lines of ionized calcium. Lines from ionized and neutral metals are present. Lines from ionized hydrogen show up weakly.
What are the physical characteristics of the Sun?
What we see as the surface of the Sun, the photosphere, has a temperature of about 5780 K. The interior of the Sun probably has a temperature around 16 million K, and the extended outer atmosphere of the Sun, the solar corona, has a temperature around 2 million K. Between the photosphere and the corona is a layer called the chromosphere. It is in this region where most of the temperature rise from the surface to the corona takes place. The rapid heating from the surface of the Sun to the chromosphere and then of the corona, is one of the very interesting problems in solar physics.
