History: Although Italy has only been unified since 1861, the rich and complex history of the peninsula has, perhaps more than that of any other country, influenced the course of European development, particularly in the fields of culture and political thought. The most important early settlers in the area were the Etruscans, who had established settlements in northern Italy by the sixth century BC. By the third century BC, the city state of Rome, having subdued most of the peninsula, was intent on extending its influence elsewhere. At its greatest extent, the Empire (so called after 30 BC) made the Mediterranean a Roman lake and for several centuries conferred on its inhabitants the benefits of the Pax Romana : culture (mainly Hellenic in origin), law, relative peace and comparative prosperity. By the fifth century, however, internal discord and external pressures resulted in the disintegration of the empires, although the Germanic people who assumed the rule of Italy (at first as representatives of the Eastern Emperor in Constantinople) were more concerned with the continuity of the Roman way of life than has often been supposed. From AD 493, the Ostrogothic Kingdom of Theodoric maintained the unity of Italy, but the region was reconquered by Justinian (AD 535-3). By the late sixth century, however, settlers from northern Europe had established a kingdom in Lombardy and before long, Italy had fragmented into a dozen or so states.

The Italian government has escaped an official dressing down by the European Commission over its public finances.
In Brussels, finance ministers from the 12 countries using the euro agreed to defer until July a proposed warning over the country's budget deficit. The decision raises further questions about the Stability and Growth Pact - rules underpinning the single currency. Under the pact's terms, governments must limit how much their budgets dip into the red. Italy has pledged to keep its deficit on track, said foreign ministers Deficits should be no more than 3% of the country's GDP. But the European Commission - the executive branch of the EU - forecasts that Italy will breach that level this year and had proposed sending the government an early warning - the first step in a process which could ultimately lead to a significant fine. But the 12 eurozone ministers failed to back the Commission's plan.

    Country List World Factbook Home The World Factbook Italy Introduction Italy Background: Italy became a nation-state in 1861 when the city-states of the peninsula, along with Sardinia and Sicily, were united under King Victor EMMANUEL. An era of parliamentary government came to a close in the early 1920s when Benito MUSSOLINI established a Fascist dictatorship. His disastrous alliance with Nazi Germany led to Italy's defeat in World War II. A democratic republic replaced the monarchy in 1946 and economic revival followed. Italy was a charter member of NATO and the European Economic Community (EEC). It has been at the forefront of European economic and political unification, joining the European Monetary Union in 1999. Persistent problems include illegal immigration, organized crime, corruption, high unemployment, and the low incomes and technical standards of southern Italy compared with the prosperous north.
