The British government became concerned about the consumption of alcohol during the First World War . They feared that war production was being hampered by drunkenness. Other governments involved in the conflict were also worried about this problem. In August 1914 Russia outlawed the production and sale of vodka. This measure was a complete failure, as people, unable to buy vodka, produced their own. The Russian government also suffered a 30% reduction in its tax revenue. Attempts to reduce alcohol consumption were also made in Germany, Austria-Hungary, France and Italy. In Britain, David Lloyd George , the Chancellor of the Exchequer, led the campaign against alcohol. In January 1915, Lloyd George claimed that Britain was "fighting German's, Austrians and Drink, and as far as I can see the greatest of these foes is Drink."

    Italian clubs need government help
    Story Tools MILAN, Italy The Italian federation (FIGC) said that government intervention is needed to bring the majority of professional clubs in line with stricter financial rules. "The FICG council simulated a scenario," said federation president Franco Carraro." (It showed) that if the admission deadline were to be applied today, 60 per cent of the Serie A and Serie B clubs would be out." The figure is believed to be closer to 70 per cent if only Serie A clubs are taken into consideration. Clubs like Roma, Lazio and Parma have long been facing a financial crisis. Europe's governing body, UEFA, had earlier instructed their member associations to ensure that clubs sort out their finances. As a result FIGC and the League of professional clubs (Lega Calcio) passed new rules requiring clubs to have paid their 2003 state taxes to be admitted to the 2004-2005 season. The Italian government is expected to assist clubs by passing a law that would spread the clubs' tax arrears over the next five years without fines or interests.

    Ciampi, right, welcomes the newly elected president of the Senate, Pera ROME, Italy Media magnate Silvio Berlusconi hopes to take the reins of political power in Italy before a NATO summit in mid-June. The apparatus is now in place for president Carlo Azeglio Ciampi to hand over authority following the resignation of prime minister Giuliano Amato and the election of two key parliamentary posts this week. Amato made his ritual resignation on Thursday but is expected to stay on in a caretaker role until a new government is in place, possibly by early June, Ciampi's office said in a statement.     Wednesday, May 5, 2004 Berlusconi sets record for postwar longevity MILAN The government of Prime Minister Silvio Berlusconi on Wednesday will become Italy's longest-serving administration since it became a republic in 1946.
    With 1,060 days under its belt, Berlusconi's center-right coalition has managed to avoid the revolving-door route that characterized Italian politics and gave the country 59 governments in those years.
    But it has not all been smooth sailing. In its three years in power the government has lost several ministers and top-ranking administrators. The latest happened Tuesday, when Lucia Annunziata, chairman of the board of the state broadcaster RAI, resigned after charging that a series of planned appointments amounted to "an occupation" of it.
    She accused the broadcaster's board of bowing to Berlusconi, who is the owner of Mediaset, the country's largest private broadcaster, in its management appointment policies.

    Italian judiciary attacks government
    ROME, Italy The simmering row between the Italian government and the judiciary has heated up after a top prosecutor accused Prime Minister Silvio Berlusconi's centre-right administration of "intervention and sabotage." Interior Minister Claudio Scajola said he was suing over the remarks and analysts warned chances of reforming the legal system were lost. After a day of nationwide protests on Saturday, in which hundreds of magistrates donned black robes and accused the government of meddling in the judiciary, Scajola said he had to act. "The suit...is necessary because you cannot allow one institution to make false assertions about such a delicate topic," Scajola told Corriere della Sera in an interview published on Sunday. In a critical speech before thousands of supporters on Saturday, Milan's prosecutor-general Francesco Saverio Borrelli, a top prosecutor in the "Clean Hands" anti-corruption investigations of the 1990s, urged magistrates to resist "outside intervention and sabotage."

    Berlusconi set to form government
    Berlusconi won the May 13 election ROME, Italy Media magnate Silvio Berlusconi is preparing to officially accept the mandate to form Italy's new government. He will meet with President Carlo Azeglio Ciampi on Saturday to formally accept the reigns of power after winning the May 13 general election with his centre-right coalition. The presidential palace said Ciampi had summoned the billionaire businessman to his office for 7 p.m. (1700 GMT) on Saturday, when he will ask Berlusconi to lead Italy's 59th government since 1945. Ciampi told reporters minutes before the statement was issued.
