    Treasury Minister Given Mandate To Form New Center-Left Coalition
    By Alan Friedman International Herald Tribune ROME - Former Prime Minister Giuliano Amato, a onetime Socialist who is highly respected in international financial circles as a free-market liberal, was set to return to power Friday as the leader of Italy's 58th government since World War II. Mr. Amato, 62, who served as treasury minister in the outgoing government of Prime Minister Massimo D'Alema, accepted a mandate Friday night from President Carlo Azeglio Ciampi to form a new government. He is expected to present his list of ministers after the Easter holiday ends Tuesday and could go before Parliament to seek a confidence vote as early as Wednesday. The aim of Mr. Amato, as the designated leader of an unwieldy coalition of a dozen political parties ranging from former Communists to former Christian Democrats, is to govern until the legislature's term ends in April 2001. On Friday night, as he emerged from a meeting with the president, Mr. Amato said he was optimistic that he would win the parliamentary votes needed to govern. He also signaled that his top priorities include stable economic management of Italy, tackling its bloated bureaucracy, fighting unemployment, improving the judicial system and above all pushing through electoral changes as soon as Italians express themselves in a referendum next month.

    Berlusconi officially becomes PM once Ciampi approves choices ROME, Italy Italian prime minister-designate Silvio Berlusconi has officially formed the country's 59th post-war government. In a ceremony at Rome's presidential palace on Sunday, the media magnate submitted a list of the cabinet ministers who will form the new government to President Carlo Azeglio Ciampi. The constitution was promulgated on January 1, 1948. The Italian state is centralized. The prefect of each of the provinces is appointed by and answerable to the central government. In addition to the provinces, the constitution provides for 20 regions with limited governing powers. Five regionsSardinia, Sicily, Trentino-Alto Adige, Valle d'Aosta, and Friuli-Venezia Giuliafunction with special autonomy statutes. The other 15 regions were established in 1970 and vote for regional "councils." The establishment of regional governments throughout Italy has brought some decentralization to the national governmental machinery, and recent governments have devolved further powers to the regions. However, many regional governments, particularly in the north of Italy, are seeking additional powers.
