Israel boycotts International Court on West Bank barrier: Why the wall is being built
By Chris Marsden 24 February 2004 Use this version to print Send this link by email Email the author The Likud-led coalition is not attending the three-day hearing and has mounted protests outside the court by various Zionist groups claiming that the fortified wall is solely to prevent suicide bombings and other terrorist activities. Almost one third of the 720-kilometre (480-mile) barrier has already been built, consisting in parts of a massive eight-metre-high concrete wall and in others of a razor-wire fence that has been built on land cleared by demolishing houses and destroying cultivated land. It often reaches several kilometres into the West Bank, incorporating many of the illegal Jewish settlements into Israel while cutting off Palestinian villages and towns from each other. Its construction will leave one-and-a-half million Palestinians in a ghetto made up of just 42 percent of the West Bank and would cut them off altogether from East Jerusalem, which the Palestinian Authority wishes to become its capital. Over 200,000 Palestinians would be denied access to employment and social services, and would be forced to move in what amounts to a form of ethnic cleansing. The land lost is often the most fertile and productive.

The Public Committee Against Torture in Israel aims at strengthening democracy and the rule of law by defending human and civil rights.
It is possible to expose, document and debate the violation of human rights with relative freedom. This is a result of the work of human rights organizations and contributes much to the improvement of the Israel's public standing in the world.
The Public Committee Against Torture in Israel believes that the use of torture as a method undermines the foundations of democracy in an enlightened state, is contrary to the Basic Law: Dignity and Freedom and also to the Penal Law, the laws of evidence and the UN international convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment which was signed by the state of Israel in 1991.
In spite of its unique circumstances and the constant threat of terror, the state of Israel can not allow itself to be the only nation in the world which permits the use of torture by law. International dialogue rooted in human rights will help keep Israel more democratic and moral.

Abstract
Contemporary suicide terrorists from the Middle East are publicly deemed crazed cowards bent on senseless destruction who thrive in poverty and ignorance. Recent research indicates they have no appreciable psychopathology and are as educated and economically well-off as surrounding populations. A first line of defense is to get the communities from which suicide attackers stem to stop the attacks by learning how to minimize the receptivity of mostly ordinary people to recruiting organizations.
Recent History
Suicide attack is an ancient practice with a modern history. Its use by the Jewish sects of Zealots and Sicarii (“daggers”) in Roman-occupied Judea [1] and by the Islamic Order of Assassins ( hashashin ) during the early Crusader times are legendary examples.[2] The concept of “terror” as systematic use of violence to attain political ends was first codified by Maximilien Robespierre during the French Revolution. He deemed it an “emanation of virtue” that delivers “prompt, severe, and inflexible” justice, as “a consequence of the general principle of democracy applied to our country’s most pressing needs”. [3]The Reign of Terror, during which the ruling Jacobin faction exterminated thousands of potential enemies, of whatever sex, age, or condition, lasted until Robespierre’s fall ( July 1794). Similar justification for state-sponsored terror was common to 20th-century revolutions, as in Russia (Lenin), Cambodia (Pol Pot), and Iran (Khomeini).

Commissioner Paul Steven Miller of the U.S. Equal Employment Opportunity Commission (EEOC) will make his second trip in as many years to the Middle East next week to share his expertise on the Americans with Disabilities Act of 1990 (ADA), the Rehabilitation Act of 1973, and related disability issues during a conference in Amman, Jordan. The two-day conference on October 20-21 is entitled "Roundtable Expert Dialogue on Regional Consultation on Issues Related to the Drafting of an International Convention on the Rights of People with Disabilities." Under the patronage of HRH Prince Raed Bin Zaid, and in cooperation with the Jordanian National Disability Council, the roundtable will be hosted by the Jordan office of the Landmine Survivors Network. Terrorism is a frightful and immoral thing. It takes innocent lives and, by its nature, it violates the most fundamental human right of all: the right to life. As Amnesty International puts it: "A fundamental principle of international humanitarian law is that parties involved in a conflict must, at all times, distinguish between civilians and combatants, and between civilian objects and military objectives." It is not permitted to target civilians, that is, people who are not members of the armed forces of either side. This principle, known as the "principle of distinction," is codified in the four Geneva Conventions of 1949 and their two Additional Protocols of 1977. What happens, though, when someone's life is controlled by an overwhelmingly superior power that denies them the basic conditions of life? What happens when the right to life of the members of the oppressing society clashes with the fundamental rights of the oppressed: their right to an identity, to a country, to self-determination, their personal well-being and the well-being of their families, to a home, to property, to personal safety, to respect and, in the end, to life without the threat of violence by the dominant power?

NGOs Condemn Israel for Citizenship Rules, Ignoring Context and Impact
In recent weeks, three NGOs Human Rights Watch, Amnesty International, and Adalah (based in the Israeli Arab sector) have embarked on a major campaign to condemn the Israeli Knesset's adoption of an amendment to Israel's citizenship law. In their barrage of press releases and email "alerts" on this issue, these organizations continue to exercise selective morality in their use of politically loaded terms such as "racist", "discriminatory", and "scandalous". Similar terms were used by the NGO community in the infamous Durban Conference on Racism in 2001, and continue to be part of the systematic distortion of legitimate Israeli concerns related to security and survival in a very hostile environment. The purpose of the legislation, which was passed for a one-year trail period, is to control the inflow of Palestinians qualifying for Israeli citizenship. As serious analysts have noted, this issue arose against the background of the decades long ethno-national conflict and the extreme violence of the past three years. In the past decade (since the beginning of the Oslo process), 200,000 Palestinians have received citizenship under family unification provisions. This constitutes an increase of approximately 20% in the Arab population of Israel in this period, and a major change in the politically and culturally sensitive population balance.

Nevertheless, officials from the two operating networks (Fastlink and Mobilecom) have been quoted in the press as casting doubt on the need for another GSM operator. Nevertheless, the two operators have been gearing up for the new competition through an aggressive marketing campaign, presenting new offers to the corporate sector, a lucrative source of business for mobile service providers.

Eleven Israeli soldiers were killed in two bomb attacks on armored personnel carriers in different areas of the Gaza Strip on Tuesday and Wednesday. The combined incidents one of the worst blows to Israel's military during the last three-and-a-half years of the intifada has revived arguments about Israel risking its soldiers' lives in dangerous ground missions when the same results could be achieved from the air. Civil rights groups insist on ground missions as a better way of protecting Palestinian lives. At least 17 Palestinians were killed in this week's battles, however, as Israel responded to attacks on its ground troops. Those troops were in the Gaza Strip to destroy equipment and factories used to manufacture Kassam rockets launched at Israel; and to prevent the weapons smuggling into the Gaza Strip through tunnels under the Egyptian-Israeli border.

Supporters of Israel have always expressed pride in Israeli democracy, pointing out, correctly, that it is the only democratic country in the Middle East. With a well-established parliamentary and electoral tradition unquestioningly respected and adhered to by all and an independent judiciary, Israel comes very close to emulating the democratic regimes of the West.
But as we have seen in this country since September 11, civil rights and civil liberties are easily sacrificed on the altar of national security. In Israel, where national security has been a paramount concern since before the establishment of the state, civil rights and civil liberties-the third leg of the stool of democratic rule-have never been legally protected. They have been upheld only by custom, and sometimes sporadically. For the most part, the right to freedom of speech, freedom of assembly, freedom of religion, freedom of movement, the public's right to know and other basic rights are only granted as a matter of custom but not of law.
During the past two years, as the Palestinian resistance and the Israeli response to it have grown increasingly violent and as Israelis have felt their personal security ebbing, protection of civil rights and civil liberties has assumed an even lesser place in the order of public and political priorities.
