Report on International Religious Freedom Israel
Section I. Freedom of Religion Israel has no constitution; however, the law provides for freedom of worship, and the Government generally respects this right in practice. The Government recognizes 5 religions, including 10 Christian groups. Each religion recognized by the Government has its own religious court system, which has considerable authority over issues of personal status. Government recognition is limited to religions present in the country before 1948. Approximately 80 percent of citizens are Jewish (with a significant secular majority), while approximately 16 percent are Muslims, 2 percent are Christians, and 1.5 percent are Druze. The non-Jewish population is concentrated in the north, east-central, and southern parts of the country. The population includes small but growing numbers of adherents of nonrecognized evangelical Christian groups and members of other faiths, such as Jehovah's Witnesses. The overwhelming majority of non-Jewish citizens are Arabs and they are subject to various forms of discrimination. It is not clear that whatever discrepancies exist in the treatment of various communities in Israeli society are based on religion per se. Israeli Arabs and other non-Jewish Israelis are, in fact, free to practice their religions. The Government does not provide Israeli Arabs, who constitute 20 percent of the population, with the same quality of education, housing, employment opportunities, and social services as Jews. In addition, government spending and financial support are proportionally far lower in predominantly non-Jewish areas than in Jewish areas. According to the press, an Interior Ministry report released during 1998 notes that non-Jewish communities receive significantly less government financial support than their Jewish counterparts. Israeli-Arab organizations have challenged the Government's "Master Plan for the Northern Areas of Israel," which listed as priority goals increasing the Galilee's Jewish population and blocking the territorial contiguity of Arab villages and towns, on the grounds that it discriminates against Arab citizens.

Some 3,000 NGO delegates from around the world termed their conference in Durban, South Africa a success story. Most of the western media, however, characterized it as a missed opportunity or outright failure. The discrepancy between the two evaluations lies not in the deliberation of the conference but rather in its coverage by the western media. After more than a year of preparation and seven days of discussions, the NGO delegates in 44 regional and interest-based caucuses adopted the NGO forum declaration. They focused on topics such as the treatment of refugees and immigrants, anti-Semitism, the caste system in India, persistent slavery in Africa, and the impact of racism on HIV/AIDS and other health care issues. Out of the hundreds of paragraphs adopted in the final declaration, few addressed Israel/Palestine. Palestinian Success, Conference Failure: The conservative right-wing of the Republican Party would have exploded if the administration had to apologize for past slavery and commit to repatriations, in an international UN-sponsored forum no less. Any compromise, regardless how meager, could translate into a victory for the civil rights movement and a Democratic Party gain. Creating Conflicting Interests: Prior to and during the conference, influential friends of Israel lobbied African countries to drop the Palestinian issue in the official and NGO WCAR, offering to help them raise the question of repatriation, hence creating a conflict of interest between the two issues. Certain African states, including the South African government, were enticed by the offer, especially when considering the alternative: torpedoing the conference all together.

Most recently, the foundation announced a major grant of an additional $20 million to the New Israel Fund From 1948-1985, Israel's unique pool of research talent presented an unusual opportunity to facilitate scientific and technical research that could contribute not only to the development of Israel, but could also be of potential benefit to other countries in the Middle East and Africa. Grant making focused on supporting university-based scholarship and research, primarily through competitions organized by the foundation-sponsored Israel Foundation Trustees (IFT). To date, nearly $10 million has been distributed through the IFT, making the foundation one of the leading international funders of scholarly research in Israel. Since 1995, grant making addresed three major challenges confronting Israeli society: the need to protect civil and human rights; glaring inequities faced by the country's minority population; and ongoing conflict between Israel and its neighbors.

Conference After four days of deadlocked negotiations, the US and Israel made a decision that efforts to negotiate a compromise on anti-Jewish and anti-Israel language in the Conference Draft declaration had hit a wall.
