    And I'm Melissa Block.
    This week, the government of Israeli Prime Minister Ariel Sharon confirmed plans to extend municipal services and security protection to a number of settlement outposts in the occupied West Bank and Gaza. The move calls into question Israel's commitment to the US-backed road map to peace between Israel and the Palestinians. NPR's Julie McCarthy visited one of the outposts and has this report.
    JULIE McCARTHY reporting:
    The Magron settlement outpost, like many in the occupied West Bank, avails itself of a strategic position high on a hill. The view from this craggy, windswept perch is breathtaking, if barren. The storm clouds raging around it are a fitting backdrop for the furor such settlements stir. Many Jewish settlers consider the occupied West Bank to be part of their biblical birthright and no state, not even a Jewish one, will remove them. The Palestinians expect to establish an independent state on this same soil one day and, thus, the most vexing dispute in the search for peace endures. In the wind, the resident manager of Magron nearly gets blown off a trailer rooftop trying to secure a water tank with a fellow resident.

The GPO is responsible for issuing press credentials to all foreign journalists. In an interview with the Israeli newspaper "Kol Ha'Ir" (translated by the Israel News Agency), Seaman claims that journalists coordinated their reporting with terrorist leader Marwan Barghouti. "He used to call them and inform them about what was about to happen. They always received early warning about gunfire on Gilo. Then they shot for TV only the Israeli response fire on Beit Jala. Those producers advised Barghouti how to get the Palestinian message across better." Seaman singled out four correspondents who have recently been removed from their assignments in Israel: Suzanne Goldenberg (UK Guardian), Lee Hockstader (Washington Post), Sandro Contenta (Toronto Star), and Gillian Findlay (ABC).

The Israeli Ministry of Commerce has suspended all governmental contracts with Microsoft, and indicated that the ban will last throughout 2004. The de facto suspension means no upgrades for the duration, at a time when Microsoft is looking to roll out its Office 2003 upgrade; and the Ministry is said to be examining OpenOffice as an alternative. It's a consequence of a much-anticipated legal verdict: Israeli Antitrust Authority director general Dror Strum has finally acknowledged that Microsoft is a monopoly. Register readers play no small part in this remarkable story. Apple users in and beyond Israel have long called for an alternative to the Microsoft monopoly that supports Hebrew. Although Apple has provided operating system-level support for Arabic, Hebrew, Urdu and other right to left languages since the release of Mac OS X 10.2 last year, Apple's largest software vendor has declined to provide support in its applications. Frustrated by lack of movement from either Microsoft or Apple to redress the balance, Apple users in Israel have threatened to sue Israel's antitrust department for failing to enforce its own laws.

But it's the subsequent developments of sweet Thai deals, first reported by YNet, that have implications far beyond the Middle East. Procurement departments in EMEA and the Americas will be watching developments with keen interest. Two factors contributed to the Israeli moves. The Finance Ministry plays a key strategic role, and was responsible for signing a general license agreement with Microsoft. That agreement expires today. Faced with an economic depression, Israeli government departments are looking to implement IT budget cuts of 25 per cent: OpenOffice 1.1 now looks a viable alternative. (It's more of a de facto , rather than an explicit shut-out. Departments can still negotiate their own arrangements, and US aid ensures that some licensees are Microsoft-keen, particularly in the military.)

Issued By In the aftermath of the elections in the state of Israel it has become a commonplace that religious Jews and their parties support a candidate who was in favor of slowing down or stopping the peace process. The impression has been created that ultra-Orthodox Jewry, in accordance with traditional Torah belief are the staunchest supporters of maintaining Israel sovereignty over “territories” and the Temple Mount in Jerusalem. In fact, nothing could be further from the truth. Two thousand years ago, at the time of the Temple’s destruction, the Jewish people were forbidden by the Creator (kesubos 111a) to exercise sovereignty over the Holy Land prior to the Messianic era. They were further forbidden to wage any form of war against other nations during their exile. Rather, the paradigm of Jewish existence in the diaspora is to behave in a civil, honest and grateful manner towards their hosts throughout the world’ For over two thousand years the Jewish people accepted their exile as a Divine decree. Jews never attempted a rebellion against their host nations or other peoples. There were no plans or efforts ever made to wrest the Holy Land from its rulers or inhabitants at any point in the long history of Jewish exile. The sole means employed by Jewry to end their exile, throughout the ages were prayer, penance and good deeds.

The executive committee of the World Council of Churches (WCC) has issued a powerful appeal to the Israeli government demanding that they "stop and reverse the construction of the wall in the Occupied Palestinian Territories".
The "construction and location" of the Israeli wall on occupied Palestinian territory is a "violation of the Charter of the United Nations and fundamental principles of international law", says the WCC executive committee in a statement adopted during its 17-20 February 2004 meeting in Geneva.
It also calls on all member churches and ecumenical partners to "condemn the wall as an act of unlawful annexation", which "should not be recognised by any state".
The statement "strongly condemns the violations of human rights and humanitarian consequences" of the barrier. The resulting obstacles in accessing workplaces, farmland, health services and schools among others, constitute a violation of the rights to liberty of movement, work, adequate standard of living including housing, health care, education and equality before the law.
