Washington The Israeli election has provided Ehud Barak a mandate for change, Assistant Secretary of State Martin Indyk said in a WorldNet discussion with journalists May 26. "The Israeli people are now looking for a way to move forward in the peace process." "It's very important from our point of view that the Wye Agreements be implemented, that the Final Status Negotiations on the Palestinian track resume and on an accelerated basis, with the objective of trying to achieve an agreement within one year. And we want to see a resumption of the long-stalled negotiations on the Syrian and Lebanese tracks," Indyk said. At the same time, he cautioned, it is important to give Ehud Barak "some breathing room, (to) allow him to form his government." Once that is done, he said, Barak is expected to come to Washington to meet with President Clinton and discuss how he wishes to proceed on the Palestinian, Lebanese and Syrian tracks.

Israel's Barak ready to form new peace government

JERUSALEM Prime Minister-elect Ehud Barak told the Israeli Knesset on Wednesday that he is ready to form a government, having secured enough legislators to back his plans to revive the sagging Mideast peace process. Barak spokeswoman Merav Parsi-Tzadok said that the former general had sealed a deal with the ultra-Orthodox Shas party, bringing his coalition to 69 seats out of Israel's 120-seat parliament. "This brings parties from all sides of the political spectrum into Barak's government, fulfilling his pledge to create a wide coalition to heal the rifts in Israeli society," Parsi-Tzadok said.

(Concern about Jerusalem demographics)
June 24, 1998 Washington The Presidency of the European Union stated June 22 the EU's concern regarding "the Israeli Government's endorsement of plans which will alter the demographic balance in the Jerusalem area."
The statement also said, the EU "believes that the final status of Jerusalem should be determined in final status talks."
The United Kingdom currently holds the Presidency of the European Union.
Following is the President's statement:

JERUSALEM: ISRAELI GOVERNMENT PROPOSALS
The Presidency yesterday issued the following statement on behalf of the EU: We are concerned at the Israeli Government's endorsement of plans which will alter the demographic balance in the Jerusalem area. The European Union has repeatedly called for a halt to unilateral activity in Jerusalem. The plans currently under discussion would complicate the peace process at a very sensitive time. The EU's position on Jerusalem is well known. We believe that the final status of Jerusalem should be determined in final status talks. Neither side should pre-empt this.

Mitzna, who advocates the immediate resumption of peace talks with the Palestinians, told reporters that Israeli voters have a choice on January 28: a Sharon government dominated by right-wing parties or one headed by Mitzna that will deal with the Palestinians in an attempt to end terror attacks.     Ultra-Orthodox party rejoins Sharon coalition
    Israeli Prime Minister Ariel Sharon fired Cabinet ministers from two ultra-Orthodox parties after they opposed him on a budget vote. JERUSALEM (CNN) Israeli Prime Minister Ariel Sharon has taken the Shas party back in as a coalition partner in his government after throwing the ultra-Orthodox faction out last month when its ministers defied him on a budget vote. The Knesset voted 54-23 Monday night to allow Shas ministers to retake their seats in Sharon's Cabinet after the four stood at the Knesset podium to swear allegiance to the Sharon government. The decision means that the Sharon coalition which had dwindled to 60 seats in the 120-member Knesset will go up to 77 seats with the return of 17 Shas Knesset members. The Shas members had voted against Sharon's 13 billion shekel ($2.7 billion) emergency budget May 21, saying they opposed a provision that would cut child welfare benefits by 24 percent for families that do not serve in the army. Many of the ultra-Orthodox do not serve in the Israeli military.

    Israel's detailed reservations about the Middle East "road map" finally leaked out on Tuesday after weeks of being kept under wraps by government officials. In the judgment of Western diplomats involved in the peace process, the 14 points raised in a document published by Israeli newspapers could have been worse in terms of keeping the US-backed peace plan on track. Ariel Sharon, prime minister, has provoked the ire of right-wingers by pushing through acceptance of the "road map" at a cabinet meeting on Sunday. The decision was only taken, however, after the US administration promised to address Israel's concerns. The 14 reservations, copies of which were provided - in English - to Israeli ministers and to the US administration, include the government's insistence that the Palestinians must waive the right of refugees to return to Israeli territory. The government says there must be no discussion of established Jewish settlements in the West Bank and Gaza, or of the status of the Palestinian Authority in Jerusalem, until a final settlement is negotiated. Israel also wants monitoring of the implementation of the road map to be overseen by the US. The document additionally reiterates Israel's demand for the removal of any reference to a Saudi-led Arab initiative to normalise relations in return for Israeli withdrawal from all territory occupied in 1967. "These points do take into account the thinking behind the road map," said a Western diplomat, "even though there are elements that we could not include if we want the plan to succeed."

    The following articles deal with the legal petition submitted by Jonathan Pollard to the Israeli High Court of Justice in 1997. The government attempted to ban publication of the details of the petition, but the ban was denied by the High Court. On May 12, 1998, the Israeli Government publicly acknowledged Jonathan Pollard as a bona fide Israeli agent and accepted full responsibility for him.

    Is the Israeli Government Too Representative? Gideon Rahat Can a country have too much representation? Gideon Rahat on Israeli gridlock. Gideon Rahat was a visiting fellow at the Hoover Institution and a research fellow at the Israel Democracy Institute. Currently he is an assistant professor of political science at Hebrew University in Jerusalem. D uring the second half of the 1990s, many observers and scholars of the Israeli polity became worried about its functioning and even about its survival. These worries did not stem from prominent security threats; in those days it seemed that the Israeli-Arab conflict and especially the Israeli-Palestinian conflict were on their way to being settled. Rather, it seemed that the polity was being torn from the inside. The intensity of societal conflicts seemed to be increasing to the point of exploding: The relationship between Jewish and Arab citizens was deteriorating; the conflict between religious and secular Jews seemed more intense than ever; and the relatively calm cleavage between Sephardi Jews (of North African or Middle Eastern origin) and Ashkenazi Jews (of European or North American origin) resurfaced, exacerbated by cleavages between new immigrants from the former Soviet Union (largely Ashkenazi) and veteran immigrants and native-born Israelis (many of Sephardi origin). Illustration by Taylor Jones for the Hoover Digest This dramatic picture resulted from an institutional reform (direct election of the prime minister), not from sudden social developments. Although Israeli society is complex and conflict-ridden, and although internal conflicts might be intensifying, the very nature of societal developments is gradual, meaning that it takes time for them to be expressed in the polity. An institutional reform, however, is a sudden development that can create immediate and obvious consequences. In other words, although all the societal cleavages in the polity have a basis in society, the institutional reform not only opened the door for further politicization but also rewarded political actors who attempted to intensify those cleavages.
