Regular newsletters will be published on line and related articles will also be published. Details of national and local based partnership projects, supported by the Local Authority National Partnership Advisory Group (LANPAG) are outlined in the Projects section and there is also a profile of partnership related work in individual local authorities. ANGLO IRISH TREATY ARTICLES OF AGREEMENT AS SIGNED on December 6th, 1921
1. Ireland shall have the same constitutional status in the Community of Nations known as the British Empire as the Dominion of Canada, the Commonwealth of Australia, the Dominion of New Zealand and the Union of South Africa, with a Parliament having powers to make laws for the peace, order and good government of Ireland and an Executive responsible to that Parliament, and shall be styled and known as the Irish Free State. 2. Subject to the provisions hereinafter set out the position of the Irish Free State in relation to the Imperial Parliament and Government and otherwise shall be that of the Dominion of Canada, and the law practice and constitutional usage governing the relationship of the Crown or the representative of the Crown and of the Imperial Parliament to the Dominion of Canada shall govern their relationship to the Irish Free State. 3. The representative of the Crown in Ireland shall be appointed in like manner as the Governor-General of. Canada and in accordance with the practice observed in the making of such appointments.

Ian Pearson said the money would be spent on public services Government departments in Northern Ireland have failed to spend more than £400m from their budgets in the last year. It is the third year in a row there has been an underspend, with £365m left in the government kitty after the previous 12 months. Finance minister Ian Pearson said the underspend was not a problem but pledged the government's financial planning would be improved. But with plans to introduce water charges well advanced, there has been criticism of the way the government calculates its future spending. The government insists that water charges and job cuts are essential to fund improvements to the service but trade unionists have questioned the plans. Jim Walsh from the public service union NIPSA claimed a third of all rates already went to the water service. He said: "All this talk about water charges at a time of a significant underspend - I think it is unfortunate that they won't admit the problems."

The peace process is deadlocked over lack of progress on paramilitary disarmament BELFAST, Northern Ireland Northern Ireland's coalition government is set for collapse unless a new leader is elected by midnight on Saturday. Following the resignation of first minister David Trimble in July, the laws which created the power-sharing Northern Ireland Assembly demand it must be suspended and power handed back to London if it goes more than six weeks without a leader. A cornerstone of the 1998 Good Friday peace accord to end 30 years of sectarian conflict, the Assembly now has less than a day left in which to start leadership elections, or face collapse. Trimble quit as first minister in July in protest at the Irish Republican Army's failure to fully disarm. He has said he will not run for re-election unless the IRA starts handing over weapons. The peace process is deadlocked over lack of progress on paramilitary disarmament BELFAST, Northern Ireland Northern Ireland's coalition government has been suspended ahead of a deadline to elect a new leader. John Reid, Britain's minister with responsibility for Northern Ireland, said the move was to allow another review of progress in the troubled peace process for the area. It means control of Northern Ireland returns to London. But it is expected that, using part of the legislation which set up the assembly under the Good Friday peace agreement, the suspension will last for 24 hours, with power restored on Sunday. That would allow another six weeks of negotiations. Reid said: "I hope to be able to complete the review which is required under the Northern Ireland Act 2000 so that the operation of the devolved institutions can be restored very quickly."
