BELFAST, Northern Ireland (CNN) Rival parties in Northern Ireland endorsed a blueprint Tuesday for a coalition government of Protestants and Catholics. But there was no agreement on a timetable for disarming paramilitaries in the troubled British province. Legislators in the Belfast Assembly voted 77-29 for the new 12-member administration, after months of negotiations and two days of intense debate. As expected, all 40 Catholics and eight "neutral" politicians present voted for the plan, which will transfer some powers from the British government. Protestant leader David Trimble the new government's designated head marshaled exactly half of the Assembly's 58 pro-British Protestant members to vote for the plan.

    By Julie Hyland 13 March 2002 Use this version to print Send this link by email Email the author Ireland and Portugal are the only European Union members that have strict laws against abortion. Terminations are banned on Irish territory, but in 1992 the Irish Supreme Court ruled that a suicidal 14-year-old rape victim was entitled to an abortion. The young girl had to travel abroad, as Irish doctors had no legal guarantee that they would not be prosecuted if they carried out the procedure. A 1995 referendum supported a constitutional amendment giving women the right to information about overseas abortion facilities and the right to travel abroad to terminate their pregnancy. Approximately 18 women leave the Irish Republic every day seeking an abortion, usually in Britain. In its editorial prior to the vote, the

From midnight many decisions about how things are run there will by made by people in London instead. Assembly set up Fact File Who wants what? Unionists , who are mainly Protestants, have traditionally wanted Northern Ireland to stay part of the UK Nationalists , who are mainly Catholics, have wanted it to join the Republic of Ireland and form a united Ireland Four years ago, after years of fighting in Northern Ireland, an agreement to try and make the country peaceful was signed by the Unionists and the Republicans. A special government called the Northern Ireland assembly was set up at Stormont. Here politicians from both sides could work together to control how things in the region were run.

    A meeting was held at No. 10 Downing Street this evening between the Prime Minister, Mr. Harold Wilson, the Foreign and Commonwealth Secretary, Mr. Michael Stewart, the Home Secretary, Mr. James Callaghan, the Secretary of State for Defence, Mr. Denis Healey, and the Minister of State at the Home Office, Lord Stonham, and the Prime Minister of Northern Ireland, Major Chichester-Clark, the Deputy Prime Minister, Mr. J. L. 0. Andrews, the Minister of Home Affairs, Mr. R. W. Porter, and the Minister of Development, Mr. Brian Faulkner.
    In a six-hour discussion the whole situation in Northern Ireland was reviewed. It was agreed that the GOC Northern Ireland will with immediate effect assume overall responsibility for security operations. He will continue to be responsible directly to the Ministry of Defence but will work in the closest co-operation with the Northern Ireland Government and the Inspector-General of the Royal Ulster Constabulary. For all security operations the GOC will have full control of the deployment and tasks of the Royal Ulster Constabulary. For normal police duties outside the field of security the Royal Ulster Constabulary will remain answerable to the Inspector-General who will be responsible to the Northern Ireland Government.
