Civil society response to Bush declaration on right of return
RoR Congress, Report, 6 May 2004
Galilee, October 1948, expelled Palestinians on their way to Lebanon (Photo: PalestineRemembered
In a resounding response, more than 1,250 organizations, networks, coalitions, grassroots activists, community leaders, and intellectuals from across the world have joined in few days the “International Response” to the declaration made by President George W. Bush supporting the policies of Ariel Sharon.
The Palestinian Right to Return movement in its entirety and organizations representing Palestinian refugees and those exiled took the lead in standing firm and unified in their collective demand to exercise the inalienable right to return. Grassroots activists from all walks of life joined with influential intellectuals and organizations from across the glob to echo the very same demand.
On May 15, 2004, this response and signatories will be sent to all members of the United Nations General Assembly and other relevant parties.

It is important to understand that occupation does not imply an assumption of sovereignty over the territory; the Occupying Power is simply administering the area it has captured. That said, various attributes of sovereignty are suspended or limited during an occupation. Most notably, the Occupying Power temporarily assumes many of the executive functions of the former government, as well as some of its legislative and judicial responsibilities. In administering the occupied territory, any discrimination on the basis of race, political opinion, nationality, language, religion, and social origin is now forbidden as a matter of both treaty and customary international law. Maintaining Law and Order Crime and Punishment War crimes, crimes against humanity, genocide, and aggression committed prior to or during the course of the conflict are prosecuted in accordance with the principles of international criminal law. Although case-specific, judicial bodies with jurisdiction may include domestic courts in the occupied territories, courts of any State for crimes of universal jurisdiction

Chair: Rep. Lincoln Diaz-Balart policy.house.gov/freedom/ According to a recent Freedom House survey: · 85 “free” countries recognize basic political rights and civil liberties—representing 41% of the global population, or 2.5 billion people. · 59 “partly free” countries have only limited respect for political rights and civil liberties—representing 24% of the world’s population, or 1.5 billion people. · 48 “not free” countries lack basic political rights and deny basic civil liberties—representing 35% of the people on earth—2.2 billion human beings. More than half of the world’s people live under governments that do not respect freedom. The Subcommittee on Freedom, Civil Liberties, and Human Rights is working to advance the founding Republican principles of individual freedom, human equality, and civil rights at home and abroad. It is continuing the work of the Americas Subcommittee of the 107th Congress to combat dictatorship in the Western Hemisphere, to promote free trade among free peoples, to protect and consolidate threatened democracies, and to spread political and economic freedom around the world where democracy does not exist. It is working with all Republican Representatives to ensure that GOP legislation is fully consistent with these fundamental principles, to develop new legislation, and to recommend appropriate oversight. Why Are We at War?

You might think this book out of date since the war in Iraq is essentially over, but Mailer is not discussing Iraq per se but the on-going (and apparently ne'er-ending) war against terror.Bleak and somber, Mailer makes many excellent points and a few silly ones. I don't buy his idea that right-wingers hated Clinton because Clinton thwarted Bush the Elected's "New World Order." My recollection is that many on the right-wing were deeply suspicious of Bush I and the idea of an American Empire. N...

Voicing "serious concern" following reports of torture of Iraqi detainees by United States and British military officers, a United Nations human rights group today called on the Coalition Provisional Authority (CPA) and the Iraqi Governing Council to respect international human rights law and grant them access to courts.
The Working Group on Arbitrary Detention of the UN Commission on Human Rights urged both bodies to allow the clarification of the legal status of each detainee and apply the rules and norms enshrined in Articles 9 and 10 of the Universal Declaration of Human Rights and 9 and 14 of the civil and political rights Covenant.

    Kerry needs civil rights agenda
March 23, 2004 BY JESSE JACKSON
George W. Bush didn't wait a day to go negative in the presidential campaign. If he has his way, the campaign will wallow in gutter politics distortions, lies and personal attacks, all designed to drag the Democratic nominee into the muck. As the president demonstrated in his empty State of the Union address, he has no positive agenda for his second term offering only more debt at home and war abroad. So it's no surprise that he thinks an ugly, negative campaign is his best chance for re-election. When you're hit below the belt, the natural instinct is to strike back. But before John Kerry descends into the mud fight the president wants, he should offer Americans a real agenda on jobs, real security, and a commitment to stand with working and poor people against the special interests that now run wild in Washington. Part of that should be a new civil rights agenda starting with guaranteeing the right to vote. Americans are shocked to learn that we have no constitutional right to vote for our president. But it's true. Our Constitution prohibits discrimination, but gives no citizen the federal right to vote in presidential elections or to control the selection of presidential electors. Instead, it delegates voting rights to the states. State legislatures can appoint the electors who vote for president in the Electoral College any way they want. Of course, states generally mandate that their Electoral College delegations be chosen on the basis of the popular vote, but
