    WHAT does war mean for women and families in Iraq?
    • The Bush Administration has plans to bomb Baghdad, a city of five million people. This would cause a humanitarian catastrophe equivalent to a heavy air bombardment of Los Angeles. A November report by the global health organization Medact estimates that at least 50,000 civilians are likely to be killed in a US attack. Many more civilians are likely to die from longer-term effects of a bombing, including environmental damage and the destruction of food supplies, agriculture and critical infrastructure, such as pharmaceutical plants and hospitals.
    REMIND PEOPLE THAT this war is broader than the attack now being planned. It includes the combined impact of the 1991 Desert Storm bombing and the 12 years of sanctions and bombing since then. US and British forces have bombed Iraq more than 50 times this year alone and killed over 500 people since 1999.

    CRISIS IN IRAQ: TIPS FOR TEACHERS

    Amnesty International urges the President to abide by the United Nations Charter and other international laws as the administration considers US military intervention in Iraq. The UN Charter requires that the UN Security Council may authorize the use of military force only as the last resort and after all peaceful means are exhausted. As the most powerful individual member of the Security Council, the US has a particular responsibility to uphold this obligation. Unilateral military action, in the absence of UN Security Council authorization, is contrary to international rule of law.

    In this time of global conflict, educators should have at their disposal materials and techniques that can help them discuss these issues in the classroom setting. In focusing on Iraq and the potential conflict with the United States, the point is not to take one side or another.     Related Material Iraq: Human Rights and Reconstruction The Iraqi people have suffered the cumulative effects of decades of war, sanctions and a corrupt and repressive government. The United States and its allies have a primary responsibility as the occupying power in Iraq to restore and maintain, as far as possible, public order and safety; they also have a duty to respect the fundamental human rights of the Iraqi people. But as the United Nations Security Council recognized in Resolution 1483, there are many ways in which the international community can assist in the protection and fulfillment of human rights in Iraq. But, as usual, mainstream media outlets in the U.S. are missing the bigger picture. What kind of power will this new government have over the country's military, its laws, and its economy?     Introduction
    A potential U.S.-led military action against Iraq would likely have profound humanitarian consequences for the Iraqi civilian population. Consistent with our established policy, Human Rights Watch takes no position on the legality or appropriateness of such a war. Yet we have concerns with regard to the manner in which it may be conducted. This briefing paper addresses some of the key issues that may arise under international humanitarian law (IHL), also known as the law of armed conflict, with respect to the duty of all warring parties to protect civilians and other non-combatants. These include the use of human shields, the use of weapons of mass destruction, concerns about urban combat, attacks on civilian morale, attacks on dual-use facilities, targeting decisions (target identification and proportionality), the use of certain conventional weapons, the duties of an occupying power, and transparency in the conduct of military operations. The relevant framework consists of the Geneva Conventions of 1949, Protocol I thereto, and customary international humanitarian law relating to international armed conflict, as well as fundamental international human rights guarantees that pertain at all times, including during armed conflict. The United States and Iraq are parties to the 1949 Geneva Conventions. Although neither the United States nor Iraq is party to Protocol I, most potential allies of the United States are parties, and the United States recognizes many Protocol I provisions as expressive of rules of customary international law.

    Rice Likens Iraq to Civil Rights Fight

    National security adviser Condoleezza Rice likened Iraq's halting steps toward self-government to black Americans' struggle for civil rights, imploring black journalists Thursday to reject arguments that some people are incapable of democracy. "We've heard that argument before, and we, more than any, as a people, should be ready to reject it," Rice, who is black, told about 1,200 people at the National Association of Black Journalists convention. "The view was wrong in 1963 in Birmingham, and it is wrong in 2003 in Baghdad and in the rest of the Middle East," she said. "We should not let our voice waver in speaking out on the side of people who are seeking freedom," Rice said. "And we must never, ever indulge in the condescending voices who allege that some people in Africa or in the Middle East are just not interested in freedom, they're culturally just not ready for freedom or they just aren't ready for freedom's responsibilities."

      Since the Civil War , much of the concern over civil rights in the United States has focused on efforts to extend these rights fully to African Americans. The first legislative attempts to assure African Americans an equal political and legal status were the Civil Rights Acts of 1866, 1870, 1871, and 1875. Those acts bestowed upon African Americans such freedoms as the right to sue and be sued, to give evidence, and to hold real and personal property. The 1866 act was of dubious constitutionality and was reenacted in 1870 only after the passage of the Fourteenth Amendment . The fourth Civil Rights Act attempted to guarantee to the African Americans those social rights that were still withheld. It penalized innkeepers, proprietors of public establishments, and owners of public conveyances for discriminating against African Americans in accommodations, but was invalidated by the Supreme Court in 1883 on the ground that these were not properly civil rights and hence not a field for federal legislation. In 1965 the Voting Rights Act was passed, which placed federal observers at polls to ensure equal voting rights. The Civil Rights Act of 1968 dealt with housing and real estate discrimination. In addition to congressional action on civil rights, there has been action by other branches of the government. The most notable of these were the Supreme Court decisions in 1954 and 1955 declaring racial segregation in public schools unconstitutional, and the court's rulings in 1955 banning segregation in publicly financed parks, playgrounds, and golf courses.

Coalition The U.S. war and occupation of Iraq is a disaster for the people there and here, a disaster that the Bush administration wants to escalate. In the first three weeks of April alone, more than 1,000 Iraqis, most of them civilians, and at least 110 U.S. soldiers have been killed. It is not only U.S. troops that are dying but those from Latin America and from other countries in Bush's "coalition of the willing." Thousands more have been wounded. The war is costing more than 300 million dollars ($300,000,000) every day, money that is transferred from working people in the U.S. to the pockets of arms manufacturers and corporate war profiteers. It is a war that is destroying an entire country and the lives of the Iraqi people already victimized for more than a decade by sanctions.
