Special Report WASHINGTON (CNN) A U.S. Army Black Hawk helicopter was shot down by small arms fire Wednesday night in south-central Iraq, military officials said, but there were conflicting reports on casualties. The Pentagon said seven soldiers were killed and four others wounded and rescued. A statement from U.S. Central Command headquarters in Qatar said only six people were on the Black Hawk and that casualties could not be confirmed. The Central Command statement said the chopper crashed around 7:30 p.m. (10:30 a.m. EST). Col. Tom Bright, the Marine Corps chief at the U.S. Central Command's joint operations center in Qatar, said an investigation has been launched into what happened. "We do have a helicopter that went down and unfortunately there are some casualties," he said. "It's very unfortunate." The crash happened near Karbala, about 50 miles from Baghdad. The city has seen heavy fighting in recent days between coalition forces and Iraqi Republican Guard units.

A Report on United States War Crimes Against Iraq to the Commission of Inquiry for the International War Crimes Tribunal
by Ramsey Clark and Others Incinerated body of an Iraqi soldier on the "Highway of Death," a name the press has given to the road from Mutlaa, Kuwait, to Basra, Iraq. U.S. planes immobilized the convoy by disabling vehicles at its front and rear, then bombing and straffing the resulting traffic jam for hours. More than 2,000 vehicles and tens of thousands of charred and dismembered bodies littered the sixty miles of highway. The clear rapid incineration of the human being [pictured above] suggests the use of napalm, phosphorus, or other incindiary bombs. These are anti-personnel weapons outlawed under the 1977 Geneva Protocols. This massive attack occurred after Saddam Hussein announced a complete troop withdrawl from Kuwait in compliance with UN Resolution 660. Such a massacre of withdrawing Iraqi soldiers violates the Geneva Convention of 1949, common article 3, which outlaws the killing of soldiers who "are out of combat." There are, in addition, strong indications that many of those killed were Palestinian and Kuwaiti civilians trying to escape the impending seige of Kuwait City and the return of Kuwaiti armed forces. No attempt was made by U.S. military command to distinguish between military personnel and civilians on the "highway of death." The whole intent of international law with regard to war is to prevent just this sort of indescriminate and excessive use of force.

Story Tools DAMASCUS, Syria (AP) Iraq's neighbors opened a conference Saturday on the impact of the U.S.-led war that ousted Saddam Hussein, but Baghdad's interim government insulted by a last-minute invitation snubbed the talks and vowed to reject any decisions made there. Iraqi officials planned to use the forum in the Syrian capital, Damascus, to demand an end to cross-border infiltration by foreign fighters believed to be participating in a recent upsurge of violence in Iraq. The meeting was attended by foreign ministers of Syria, Iran, Turkey, Saudi Arabia, Kuwait and Jordan, plus the largest Arab country politically influential Egypt. They discussed ways to restore stability to Iraq and reviewed the war's effects on the region, according to a statement released by the ministers. The ministers also contacted Iraqi Foreign Minister Hoshyar Zebari to renew an invitation to attend Sunday's talks, the statement said. It was unclear whether he accepted.

Special Report LONDON, England A British army officer has been cleared by the Ministry of Defence of mistreating prisoners of war in Iraq. No criminal proceedings will be brought against Col. Tim Collins, the former commanding officer of the 1st Battalion, Royal Irish Regiment, the ministry said Monday. A ministry spokeswoman said: "I can confirm that the investigation into allegations against Col. Collins has now concluded and that no criminal proceedings will be taken against him." Collins, 43, a father of five, categorically denied claims he broke the rules of conduct during the conflict in Iraq. The ministry ordered an investigation following a U.S. major's allegations of abuse of captured Iraqis. Collins was often seen during the war with a cigar clenched between his teeth and wearing a pair of sunglasses.

Thames Valley Police LONDON, England (CNN) Police have found a body matching that of UK official David Kelly, who denied being the "mole" in the Iraq weapons of mass destruction dossier row. On Friday Prime Minister Tony Blair's officials said an independent judicial inquiry would be held into the circumstances leading up to the scientist's death, if confirmed. Kelly, a former U.N. weapons inspector and microbiologist who had visited Iraq dozens of times under Saddam Hussein, went missing from his home on Thursday afternoon after telling his wife he was going for a walk, police said. His family, who live in Abingdon, Oxfordshire, about 80 km (50 miles) northwest of London, alerted police when he failed to return by 11:45 p.m. The body was discovered at Harrowdown Hill, Oxfordshire, about five miles from Kelly's home. No formal identification is expected until Saturday.

Security Council have come significantly closer to agree a resolution on Iraq in recent days, Russia's foreign minister has said. But Igor Ivanov admitted that "significant differences remain," the Interfax new agency reported. "We insist that if inspectors face problems and if Iraq is found to be in violation of the U.N. Security Council resolutions, the Security Council will take up the issue again to decide what to do next," Interfax quoted Ivanov as saying. According to the report, Ivanov said the decision must be adopted "in line with the U.N. Charter that provides, in particular, for use of force in such cases." The United States accuses Iraq of having chemical and biological weapons and working to develop nuclear weapons in violation of U.N. resolutions dating back to the 1991 Persian Gulf War.

But some delegates insisted Wednesday's vote at the convention at Bournemouth, southern England, was meaningless, as it did not address the burning issue of whether or not the war was justified. (CNN) As U.S. war planners consider possible military action against Iraq, their blueprints partly hinge on the logistical support of Saudi Arabia a country that has backed past U.S. military action in the region but may be more reluctant this time around. Saudi Arabia's Prince Sultan air base is the centerpiece of U.S.-Saudi military relations. It is home to 5,000 U.S. Air Force personnel and some 100 U.S. and coalition aircraft. Prince Sultan also houses the critical air operations center, which is used to run U.S. military operations in Afghanistan and would be needed for any action in Iraq. F-15s and F-16s based at Prince Sultan conduct regular patrols in the no-fly zone over southern Iraq, supported by AWACS and RC-135 surveillance aircraft.

UNITED NATIONS (CNN) The U.S. ambassador to the United Nations said Thursday there is an "emerging convergence" over a resolution on Iraq, but other key members of the Security Council seemed to disagree. France and China, two of the permanent Security Council members, said the resolution is inadequate. Germany, also a member of the council, but without veto power, said it viewed the resolution as "a step forward" but that it still needs work. Russia is studying the plan. "There are some changes in the text, but on the essential points I would say little [change]," said Jean-Marc de La Sabliere, the French ambassador.

Kelly's committee testimony LONDON, England (CNN) An inquiry has opened into the circumstances surrounding the death of the UK government scientist David Kelly. Lord Hutton outlined the remit of his official judiciary inquiry being held at the Royal Courts of Justice, London. The leading UK judge is to hear from top politicians, including prime minister Tony Blair and defense secretary Geoff Hoon, as well as the BBC in his attempt to discover the events leading up to the scientist's death. A question he is to ask is who leaked Kelly's name as the "mole" in the argument between the BBC and the government over the September dossier and the intelligence case for war against Iraq. He stressed Friday the inquiry will be conducted by him "and not at all by conflicting parties."

Sources say Baghdad may be years from making a device
Barbara Starr CNN Washington Bureau WASHINGTON (CNN) U.S. sources with knowledge of Iraq's military capabilities said they are unaware of new information about the Baghdad government's efforts to develop nuclear weapons but added that United States intelligence may be reassessing that threat. President Bush hinted Wednesday that the urgency behind recent calls for a "regime change" in Iraq are based on signs that Iraqi leader Saddam Hussein has not made good on promises to disarm and disavow weapons of mass destruction assurances dating back to the end of the Persian Gulf War. Bush summoned top lawmakers to the White House on Wednesday and told them that he would "seek approval" from Congress "at the appropriate time" on what to do about Saddam. The Bush administration has accused the Iraqi leader of amassing weapons of mass destruction in violation of U.N. resolutions ending the Gulf War.
