Hunt turns to intelligence
Washington, London and their "coalition of the willing" said they went to war in Iraq to eliminate Saddam Hussein's weapons of mass destruction. The former Iraqi president has been captured, but no such weapons have been found. And the man who led the U.S. team scouring Iraq, David Kay, now says "we were all wrong, probably" about the Iraqi threat.
Under political pressure, U.S. President George W. Bush says he will appoint a presidential commission to review prewar intelligence on Iraq. In London, UK Prime Minister Tony Blair also announces the government will set up a committee to review all intelligence on WMD, including Iraq.

The nature of the post-Saddam authority is slowly taking shape but it is a vexed process with different factions jostling for power, writes Mark Oliver. The US has named five Iraqis, including three exiles and two Kurdish leaders, as figures it wants to form the nucleus of a provisional government. Up to eight opposition parties are expected to convene a transitional national assembly of about 350 delegates by the end of May. This body will then choose an interim government and prepare for elections within two years.

Bremer: U.S. would leave if Iraqi government asks
Associated Press BAGHDAD, Iraq The U.S. governor of Iraqi told regional officials today that the United States would leave Iraq if requested to do so by the new Iraqi government although he thinks such a move is unlikely. L. Paul Bremer told a delegation from Iraq's Diyala province that American forces would not stay where they were unwelcome. "If the provisional government asks us to leave we will leave," Bremer said, referring to an Iraqi administration due to take power June 30. "I don't think that will happen, but obviously we don't stay in countries where we're not welcome." The United States plans to keep substantial military forces here after the June 30 handover, prompting critics to question whether Iraqis will gain genuine sovereignty.

Thursday, November 6, 2003; Page A33 There has been a series of allegations and innuendos recently to the effect that government contracts for work in Iraq and Afghanistan are being awarded in an atmosphere redolent with the "stench of political favoritism and cronyism," to use the description in a report put out by the Center for Public Integrity on campaign contributions by companies doing work in those two countries. One would be hard-pressed to discover anyone with a working knowledge of how federal contracts are awarded whether a career civil servant working on procurement or an independent academic expert who doesn't regard these allegations as being somewhere between highly improbable and utterly absurd. The premise of the accusations is completely contrary to the way government contracting works, both in theory and in practice. Most contract award decisions are made by career civil servants, with no involvement by political appointees or elected officials. In some agencies, the "source selection official" (final decision-maker) on large contracts may be a political appointee, but such decisions are preceded by such a torrent of evaluation and other backup material prepared by career civil servants that it would be difficult to change a decision from the one indicated by the career employees' evaluation.

Special Report WASHINGTON (CNN) An attempt to install a post-Saddam Hussein government in Iraq might begin before the war is over, perhaps as soon as next week, a senior U.S. defense official said Thursday. "I think you'll see in the next week an organizing event that will start to bring that into focus," the official said. Asked where that would occur, the official said, "In Baghdad." A rough design for an interim Iraqi government is "on the drawing board," but major decisions have yet to be made, a senior official involved in national security told CNN. There are many uncertainties, such as how much of the existing bureaucracy can be incorporated into the new structure, the official said. However, even as the military is "solidifying" control in Baghdad, some of the people working with the United States to form a new government "will be called on to take early steps in the transition," the official said. Those steps might include helping the coalition use Iraqi television or other means to communicate with the Iraqi people.

Powell doubts Iraq govt will ask troops to leave
The United States, Britain, Italy and Japan would pull their troops out of Iraq if the new interim authority that takes control after June 30 says they should, according to the foreign ministers of the four countries. US Secretary of State Colin Powell said, however, that it was highly unlikely they would be asked to leave. "Were this interim government to say to us, we really think we can handle this on our own and it will be better if you were to leave, we will leave," Mr Powell told a joint news conference after chairing a foreign ministers' meeting of the Group of Eight industrial countries. Mr Powell said he had no doubt that the interim Iraqi government would welcome the continued presence and operation of the US-led coalition's military forces.

March 20, 2003 Executive Order: Confiscating and Vesting Certain Iraqi Property
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), and section 301 of title 3, United States Code, and in order to take additional steps with respect to the national emergency declared in Executive Order 12722 of August 2, 1990, I, GEORGE W. BUSH, President of the United States of America, hereby determine that the United States and Iraq are engaged in armed hostilities, that it is in the interest of the United States to confiscate certain property of the Government of Iraq and its agencies, instrumentalities, or controlled entities, and that all right, title, and interest in any property so confiscated should vest in the Department of the Treasury. I intend that such vested property should be used to assist the Iraqi people and to assist in the reconstruction of Iraq, and determine that such use would be in the interest of and for the benefit of the United States.

Where Iraq Fits in the War on Terror

The president made a strong case for international action that results either in Iraqi compliance with its obligations or the establishment of a new and, ultimately, democratic government in Baghdad. There should be bipartisan backing for such a policy here at home, and the president wisely has chosen to solicit global support instead of attempting to go it alone. I hope, however, that the president will not be pushed by his hard-line advisers into an unwise timetable for military action. We should pick this fight at a moment that best suits our interests. And right now, our primary interest remains the thorough destruction and disruption of Al Qaeda and related terrorist networks. Earlier this week, the International Institute of Strategic Studies released a summary of Iraq's military capabilities that foreshadowed the president's words yesterday. Iraq likely has significant quantities of biological warfare agents and some chemical munitions. It is striving to acquire or develop nuclear weapons, but there is no evidence it has succeeded. It may have a dozen missiles that could be used to threaten nearby states. Saddam Hussein is the enemy we know. Since the administration of former President George H.W. Bush, each time Mr. Hussein has pushed, we have pushed back. Today, American and British planes enforce no-flight zones over 40 percent of his country and a maritime force prevents weapons from reaching Iraq by sea. Saddam Hussein's military is far weaker than it was a decade ago. And he must surely be aware that if he ever again tries to attack another country he will be obliterated. All that is grounds for calm, but not complacency.
