Members on both sides of the House in congratulating the hon. Member for North Essex (Mr. Jenkin) on securing this morning's debate. We all welcome the opportunity to discuss what is undoubtedly one of Britain's most important industries. The hon. Member for North Essex highlighted the industry's importance for employment. We have been liaising closely with the industry on the Government's proposals for the new deal to get young people off benefit and into work. Tourism is extremely important in my constituency of Rossendale and Darwen. When my right hon. Friend the Prime Minister appointed me to this post, I was very encouraged when the Manchester Evening News visited one of my local tourist information centres in Rawtenstall and said what a wonderful service it provided. Other hon. Members raised important constituency matters. My hon. Friend the Member for Morecambe and Lunesdale (Miss Smith) rightly referred to the plight of many seaside resorts around the country. Huh! Dodgy Dossier they call it! That is just so unfair! I put quite a lot of effort into that dossier, and I don't think it's dodgy at all! On the day the whole fiasco started I was called to a meeting by my boss, I tore myself away from a hectic game of Solitaire sauntered down the stairs, threw my hat on the coat stand outside his office, nodded to his personal assistant, knocked and went in. "Oh! Hello Perkins" he blustered, as I walked over his polar bear skin rug, and presented myself in the traditional stooped and submissive fashion at his old leather covered desk with the dodgy drawers. He spun round in his chair, and in his own special style which I've become a bit tired of lately, he stroked his pussy and said "hello Perkins, I've been expecting you". I've learned not to rise to it when he makes these jaded old jokes because when I say something out of line he always ends up getting his own back, sending me on a research mission to Afghanistan, or worst of all, making me buy a round of cakes for all the girls in the typing pool. They always taunt me so, and I come away from the "cake sessions" as they call them, with a hurt ego and bruised pride. I nodded sagely, and gesticulated toward his little side table in the corner of his office that is surrounded by a pair of ancient leather high backed chairs and a standard lamp which has a dim old bulb.

Dr Kelly arriving to give evidence to MPs this week A body matching the description of Dr David Kelly - the weapons expert at the centre of the Iraq dossier row - has been found at a beauty spot close to his home in Oxfordshire. The government says an independent judicial inquiry will be held into the circumstances of his death if the body is confirmed to be that of the MoD adviser. The discovery was made at 0920 BST by a member of the police team searching for Dr Kelly in a wooded area at Harrowdown Hill, near Faringdon. Dr Kelly, 59, had been caught up in a row between the BBC and the government about the use of intelligence reports in the run-up to the war with Iraq. Eyewitness: Village in mourning amid media crowds
On Tuesday he told the Foreign Affairs select committee he had spoken to BBC reporter Andrew Gilligan but denied he was the main source for a story about claims that a dossier on Iraq had been "sexed up". Dr Kelly left his home in Southmoor, Abingdon, Oxfordshire, at about 1500 BST on Thursday and his family reported him missing at 2345 BST the same day.

Iraq: Plans For Iraqi Government In Disarray As UN Prepares Election Recommendations By Charles Recknagel
Who or what will take over power from L. Paul Bremer this summer? The UN may make recommendations as early as 20 February regarding how to form a sovereign Iraqi government. Meanwhile, earlier plans for the handover of power appear to be in disarray. Many members of the U.S.-appointed Iraqi Governing Council say they no longer accept the original U.S. proposal for a caucus system and are suggesting a host of alternatives of their own. RFE/RL correspondent Charles Recknagel looks at the widening debate ahead of UN Secretary-General Kofi Annan's report.
Prague, 18 February 2004 (RFE/RL) The UN has yet to say precisely when it will give its assessment of how the U.S. should hand over political power to a sovereign Iraqi government. But there are strong hints it could be by the end of this week.

Iraq: Powell Acknowledges Limited Sovereignty For New Government Polwell (right) with Kofi Annan Prague, 27 April 2004 (RFE/RL) U.S. Secretary of State Colin Powell has indicated that the new Iraqi government will get less than full sovereignty in the handover of power set for 30 June.
Powell, speaking yesterday to the Reuters news agency, said the still-undefined government set to take power in Iraq will have to "give up" some of its sovereignty to allow U.S. forces to operate freely in the country. He said this is necessary to provide security.
"It's sovereignty [that the Iraqis will get], but part of that sovereignty they are going to allow us to exercise on their behalf and with their permission. It is not as if we are seizing anything away from them. It is with the understanding that they need our help, and for us to provide that help we have to be able to operate freely, which in some ways infringes on what some would call full sovereignty," Powell said.
Powell's comments are the clearest indication yet that the Iraqis will be getting less than full control over their country on 30 June. That's the date of the expected handover of power from the U.S.-led Coalition Provisional Authority to a new Iraqi transitional authority.

Photographs of Abused Iraqi Prisoners
Screen captures from the CBS 60 Minutes broadcast of photographs of abused Iraqi prisoners at Abu Ghuraib prison are available at memory hole . Others are floating around the internet that are even more explicit. There was also apparently coerced male on male sexual activity. ' The proposed plan to turn over control of the Fallujah security situation to an Iraqi force under the command of four retired generals is much more significant than might at first be apparent.
Strangely, George W. Bush does not seem willing yet to acknowledge this obvious defeat for his policies. One cannot attribute this merely to bad advice from his mentors, unless one is to believe that the neocons have a complete monopoly on all in-put to his mental processes. That is not a credible explanation. It seems more likely that his stubborn adherence to simplistic explanations of all anti-American sentiments and actions is another sign of his worrisome inability to comprehend the subtleties of this and other similar international challenges falling within the broad title of "the war on terror". Perhaps his intellectual mind-set ("there is no common ground between freedom and terrorism") simply makes it impossible for him to see the world as anything other than a zero-sum conflict between good and evil. That is very troubling quality, especially in the leader of a superpower.

Kurds Threaten to Walk Away From Iraqi State (June 9, 2004)
In a letter addressed to US President George Bush, Kurdish leaders Massoud Barzani and Jalal Talabani warned that failing to include the “Transitional Administrative Law” (TAL) in the UN Security Council resolution would result in the withdrawal of its members from Iraq’s Government. US officials left out reference to the TAL after Shiite cleric Grand Ayatollah al-Sistani threatened serious repercussions should it form part of the proposal. The UN Electoral Assistance Mission to Iraq is working to ensure that food ration cards, issued under the Oil-for-Food programme, represent Iraqis who are alive and currently living in the country. BAGHDAD, Iraq (CNN) An Iraqi government newspaper alleged Sunday that the slaying of the country's senior Shiite Muslim cleric was the work of outside powers "motivated by the devil." While not naming any country directly, a commentary in the al-Jumhuriya newspaper implied that Friday's assassination of Grand Ayatollah Mohammed Mohammed Sadiq al-Sader was the work of Western nations and Israel "Iraq will not be shaken by these types of attempts that are created by imperialism, Zionism and those who serve them," the paper said. But Iraqi opposition groups continue to accuse President Saddam Hussein 's regime of murdering al-Sader.

Saturday, April 26, 2003 Institutional investors have begun wagering that an occupied Iraq can pay the hefty bills Saddam Hussein has rung up during the past two decades. They have been buying the country's debt for as much as 100 percent more than they paid for it as little as a year ago. In the next three to six months, they expect to resell it for twice that or more.
Individual investors can't buy the debt directly. But they can buy funds that own the debt.
Emergent Alternative Fund, Aberdeen Asset Management and Argo Capital Management Ltd. all offer funds that dabble in Iraqi debt. Other funds also hold Iraqi and other exotic embargoed debt they bought from Middle Eastern and European banks who wrote the debt off years ago after it became clear that the Saddam regime would not pay the money back.
Iraqi debt is relatively illiquid: Trades can take two to three weeks to complete. And many of these funds can be hard even for the professional investor to find because their managers have been trying to keep a low profile.

Wednesday, May 5, 2004 Limiting the damage PARIS The outline of a policy to get the United States out of Iraq, limiting further damage to Americans and Iraqis, is now becoming visible.
Unlike proposals that some American analysts and former diplomats have made for dividing Iraq into ethnic or religious federal entities - which the United States today is scarcely in a position to attempt - this plan would keep the country together.
It relies on Iraqi national interest and Iraqi nationalism. The latter is often dismissed, with the comment that Iraq "only became a nation in the 1920s." The implication is that several loose and ethnically incompatible bits of the old Ottoman Empire were stuck together by British imperial officials, and could easily be taken apart today by their American successors.
The modern Iraqi state is roughly coterminous with Mesopotamia, the oldest of the Middle Eastern civilizations. It emerged 3,000 to 5,000 years ago in the fertile land along the Tigris and Euphrates rivers, and remained a coherent cultural and political entity over the millennia, through the brilliant era of the Arab Abbasid caliphate and its successors in Baghdad, continuing through the Ottoman Empire that followed, lasting until 1918.
