Yes No VIEW RESULTS MADRID, Spain (CNN) Spain's Foreign Minister Ana Palacio said Tuesday she does not want an "extremist Islamic government" in power in Iraq. Palacio, during a news conference with Tunisia's foreign minister, said she would not "wish" an extremist Islamic government on the people of Iraq and that such a government would not "benefit" Iraqis. Palacio originally said she did not want an "Islamic government" to run Iraq. But apparently she misspoke, because moments after the news conference ended, an aide whispered something to Palacio, and the foreign minister returned to the podium to clarify her statements. "There are Islamic governments and there are Islamic governments," Palacio said. "I meant Spain does not want an extremist Islamic government in Iraq."

The United States invaded Iraq in alliance with Britain on March 20, 2003, gaining a quick military victory and ousting the government of Saddam Hussein. Though the US-UK claimed they acted in accordance with international law, an overwhelming majority of governments and world public opinion opposed thought otherwise. Since then, the US-UK occupation has encountered increasing armed resistance in Iraq and support for the war and occupation has steadily declined in the invading countries. US-UK claims about Iraqi weapons threats and terror links have proven false and the cost of the operation have risen steadily. This section looks at many aspects of the crisis, including the thirteen years of sanctions and other background of the war, the humanitarian situation, the importance of Iraq's huge oil resources, and disputes over a post-war government and reconstruction plan.

Chalabi fights for survival in Iraq government
Iraqi Governing Council member Ahmad Chalabi on Sunday sought to defuse reports that he would be sidelined in the interim government due to take political power in Iraq from June 30, amid mounting concerns in Washington about the long time US ally. "We should be very careful with this man. I think he's partly the solution and a significant part of the problem. He's not trusted in Iraq and yet he's part of the government," representative Christopher Shays told the Fox News Sunday program. Senator Richard Lugar echoed that concern, saying in retrospect the United States probably should not have given Mr Chalabi responsibility for dismantling the Iraqi army. "Now, of course, we come to the point in which Ambassador Brahimi, in trying to name the people, the 29 people for the new government, is pointedly pointing toward the fact that Chalabi will not be one of them," Senator Lugar told CNN.

BERLIN (AFP) May 24, 2004
A transitional Iraqi government must have access to the country's oil resources and a say in its own security when the US-led coalition hands over sovereignty at the end of June, German Chancellor Gerhard Schroeder said Monday. Without access to resources or a decision-making security role, a transfer of power would be meaningless. "We are arguing that the transfer of sovereignty... must be implemented as planned," he told foreign reporters in Berlin. "Responsiblities must be handed over, such as allowing the government access to the country's resources. Without that access, it wouldn't be a transfer of sovereignty." The Iraqi administration must also be given "the opportunity to make decisions on security questions. Without that, it wouldn't be a transfer of sovereignty either." Germany opposed last year's US-led war against Iraq and has refused to send troops to reinforce the coalition forces there, but Schroeder reiterated that regardless of the past, the international community as a whole had an interest in seeing the country return to stability. The chancellor poured cold water on proposals that NATO deploy a security force in Iraq.

Print Article Send Your Feedback Washington is likely to relinquish sovereignty of Iraq to a government formed from the US-appointed Iraqi Governing Council. Deputy Secretary of State Richard Armitage told a US radio station on Tuesday the makeup of the Council might be changed, but power would be handed over to it. Currently, the 25 seats are allocated according to Iraq’s ethnic and sectarian make-up. The Bush administration has said it is going to hand over power by 1 July. Under pressure from the Shia Washington has scrapped its idea for caucuses to elect a government and has left open other alternatives for creating an administration. An expanded version of the IGC seems to be the most seriously considered option.

New Iraq government may have mix of politicians, newcomers, U.N. chief says

UNITED NATIONS (AP) - Secretary-General Kofi Annan said Wednesday that Iraq's new interim government may wind up with a mix of both political professionals and newcomers to government when it assumes power June 30. U.N. envoy Lakhdar Brahimi, who is working on the makeup of a caretaker government, said last month that it should be composed of "honest and technically qualified persons" who are not going to run for office in national elections in January 2005. That proposal drew sharp opposition, especially from some members of the Iraqi Governing Council who want to continue in power and stand for election. But Annan insisted Wednesday that Brahimi was not now "back-tracking" by possibly including professionals, saying a caretaker government of Iraqis without political ambitions was an idea - not a requirement. "The government that emerges, I expect, will be a product of (Brahimi's) discussions," Annan said. "I expect there will be compromises on both sides and we may end up with a mix of people - people who have been in politics and those who are not."

Given the improved security situation in IKR (Iraqi Kurdistan Region), HIA has the potential to be one of the busiest airports in the country. It has already proven itself by handling some of the largest cargo planes (C-17, C-130) and various types of passenger planes (Boeing-727, Boeing-737, Lear, Beech, and others).
HIA's central location makes it ideal in serving not only Erbil but also other major cities in IKR. It's equidistant from many places. Kirkuk and Mosul are close, less than a 1-hour drive. Baghdad is only a 4-hour drive south.
Areas in northern Syria, southeastern Turkey, and northwestern Iran may be closer to HIA than other airports. HIA has tremendous potential as a very active gateway to Iraq. It just needs to be realized, sooner rather than later.

LAW OF ADMINISTRATION FOR THE STATE OF IRAQ FOR THE TRANSITIONAL PERIOD 8 March 2004 PREAMBLE The people of Iraq, striving to reclaim their freedom, which was usurped by the previous tyrannical regime, rejecting violence and coercion in all their forms, and particularly when used as instruments of governance, have determined that they shall hereafter remain a free people governed under the rule of law. These people, affirming today their respect for international law, especially having been amongst the founders of the United Nations, working to reclaim their legitimate place among nations, have endeavored at the same time to preserve the unity of their homeland in a spirit of fraternity and solidarity in order to draw the features of the future new Iraq, and to establish the mechanisms aiming, amongst other aims, to erase the effects of racist and sectarian policies and practices. This Law is now established to govern the affairs of Iraq during the transitional period until a duly elected government, operating under a permanent and legitimate constitution achieving full democracy, shall come into being. CHAPTER ONE – FUNDAMENTAL PRINCIPLES Article 1.
