Thursday, May 20, 2004; Page A28 SENIOR U.S. COMMANDERS in Iraq insist that they never approved harsh interrogation techniques for Iraqi prisoners. Yet those same commanders now acknowledge that abusive practices were employed against detainees all over Iraq not just at Abu Ghraib prison and in Afghanistan. The International Red Cross has reported scores of incidents, and Gen. John P. Abizaid, the head of U.S. Central Command, said in a Senate hearing yesterday that 75 abuse cases have been investigated, as well as a number of deaths. Some of the methods that the commanders say were never sanctioned in Iraq and that, most experts believe, violate the Geneva Conventions were nevertheless listed on a sign posted at Abu Ghraib under the heading "Interrogation Rules of Engagement." How could this massive breakdown of order and discipline have occurred? The Bush administration still tries to blame a few low-ranking reservists who served at Abu Ghraib. But a more convincing answer can be found in a memo submitted to President Bush by White House counsel Alberto R. Gonzales in January 2002. In the memo, which was first disclosed by Newsweek magazine, Mr. Gonzales explained why he believed Mr. Bush should ignore State Department objections to his decision to exclude Afghanistan detainees from the Geneva Conventions. The presidential counsel derided the conventions as "quaint" and "obsolete" and claimed that setting them aside would, among other things, make it harder for prosecutors to charge Americans under U.S. law for alleged crimes against prisoners something he presented as a "positive." Such contempt for the rule of law pervaded his argument and was endorsed by Mr. Bush.

During the unofficial visit of Mr Mufid M. Al-Jazairi to Denmark, the Danish Minister for Culture, Mr Brian Mikkelsen met with his Iraqi colleague on 17. February 2004. The Iraqi Minster for Culture was attending a conference, organized by United Exhibits Group (UEG), about the reconstruction of the national heritage of Iraq. UEG is planning an exhibition on Iraq’s cultural heritage,’The Nimrud Gold’ which will be shown in museums worldwide. The project can be seen in connection with UNESCO’s efforts to preserve the national heritage of Iraq. Mr Brian Mikkelsen expressed the commitment of the Danish government to the recontruction of Iraq, also in regard to the national heritage, which is particularly threatened by the ongoing events in Iraq.
– We will support the efforts of UNESCO and follow the work on an international exhibition of Iraq’s national heritage’, said the Danish Minster for Culture. Read more...

Baghdad - American troops fired into the air outside the oil ministry on Tuesday to disperse protesters whose complaint focused on a dog, a woman, a holy book and the cultural chasm that divides the United States occupation from ordinary Iraqis.
At one point, fists and rifle butts flew between US soldiers and ministry employees infuriated over what happened to Amal Karim, but no serious injuries were immediately reported.
The confrontation began when the 28-year-old woman showed up for work on Tuesday morning and faced a routine search at the ministry entrance by US soldiers, who have tightly guarded the building since the end of the invasion last April.
When the Americans told her to submit her bag to a sniff-search by a dog, she refused, saying the bag held a copy of the Quran, Iraqi witnesses later reported.
'We don't want the Americans to search us'
Devout Iraqis often carry Islam's holy book with them, and Muslims consider dogs to be dirty, disease-spreading animals.

There was rich symbolism in the way Iraqis celebrated the fall of Baghdad - some hurled shoes while others brandished small clay discs. What do these actions and symbols represent? Hitting with shoes

The shoe equates the person with the dirt people step on The whereabouts of the man himself may be a mystery, but locals vented their anger at Saddam Hussein by attacking effigies of the man - with their shoes. The imagery is strong - shoes are a symbol of "dirt and degradation" in the Arab world, says Professor Faleh Jabar, a writer on Iraqi culture. "Going into someone's house or a mosque, you would always take your shoes off first. Shoes are used to beat servants, thieves, prostitutes; it indicates servility. Were you to beat your children, this would be done with a stick or the hand, but never shoes." Clay discs
The turba: Clay from the soil of Najaf Some of the most fervent celebrants were Baghdad's Shia Muslims, who had been oppressed by Saddam Hussein's regime. The clay discs they were brandishing are called "turbas" and are made from the sacred soil of Najaf, where Imam Ali, one of the most important figures in the Shia movement, is buried.

What do you think of the current graduating class getting less tickets to Commencement than those of previous years? Drexel should cut down on enrollment so that each graduating student will get six tickets for Commencement. Four tickets per student are fine, but that number should not go down further. Until we can get a larger facility than the Daskalaskis Athletic Center for events such as Commencement, enrollment should not be increased any further. It's an unfortunate side effect of the University's increasing popularity and prosperity. We don't need families to come for Commencement. The only one who needs to be there is the graduating senior and no one else. Increase enrollment until we "Pac the DAC" with only seniors on the day of Commencement.

What better way to project the enterprise’s newly redirected mission, not to mention the authority of the new regime? Someone must have been thinking along those lines in Iraq, where the beleaguered interim Governing Council this week unveiled a new flag design. And a handsome design it is: a pure white field representing the freshly reborn nation, a blue crescent standing for Islam, twin blue bands for the Tigris and Euphrates Rivers, and a yellow stripe for the Kurdish population. Iraqis, however, don’t seem to be buying it. “When I saw it in the newspaper, I felt very sad,” said Baghdad supermarket owner Muthana Khalil on MSNBC . “The flags of other Arab countries are red and green and black. Why did they put these colors that are the same as Israel? Why was the public opinion not consulted?” Other Iraqis objected to the deletion of the phrase “God is great,” which had been added to the old flag in an admittedly cynical move to shore up religious support for Saddam Hussein. By SCOTT PETERSON, The Christian Science Monitor BAGHDAD (CSM) - Speaking through masks, the militants in Iraq made their purpose clear. One reason they would behead American captive Nick Berg - an act that appeared Tuesday on an Al Qaida-linked website - was revenge for the torture and "Satanic degradation" of Iraqis by U.S. troops at Abu Ghraib prison. They promised "coffin after coffin, slaughtered in this way." Questions persist about Berg's presence in Iraq, his detention by Iraqi police, and three visits during that time by FBI investigators who apparently cleared him of involvement in terror activities, U.S. officials said Wednesday in Baghdad. Berg was released from custody on April 6, after being told to depart the country, and disappeared April 9. His body was found Saturday in Baghdad.

Karlin Lillington's weblog on whatever comes to mind... 24 March 2003 Excerpts from the interview with London Times war correspondent Christina Lamb on Irish radio today [she is a so-called 'unilateral' journalist rather than an 'embedded' journalist]: Pat Kenny: Why do you analyse that this is the case, because we know that the Shia rose up after Gulf War 1, and of course their rising up was rewarded by indifference by the international community and Saddam was able to crush them. Is it that feeling or is it the sense that they perceive the motivation for coming into Iraq this time to be different? CL: I think it's a mixture; I think they did feel betrayed before but I think they don't like seeing Americans to come in to occupy or what seems like to occupy the country particularly knowing that an American general would be administrator once Saddam has fallen. A lot of these people we saw and this general sort of lawlessness and people going around shooting, the military are telling us that they are Iraqi militia dressed in civilian clothing, which may well be the case. It's very difficult for us to know that. PK: What about the city of Basra, we know they haven't gone in deliberately, they don't want to get involved with house to house and street to street fighting, but what is the situation there?
