Iran Government and Politics THE IRANIAN ISLAMIC REVOLUTION of 1979 resulted in the replacement of the monarchy by the Islamic Republic of Iran. The inspiration for the new government came from Ayatollah Sayyid Ruhollah Musavi Khomeini, who first began formulating his concept of an Islamic government in the early 1970s, while in exile in the Shia Islam learning and pilgrimage center of An Najaf in Iraq. Khomeini's principal objective was that government should be entrusted to Islamic clergy (see Glossary) who had been appropriately trained in Islamic theology and jurisprudence. He referred to this ideal government as a velayat-e faqih, or the guardianship of the religious jurist. Khomeini did not, however, elaborate concrete ideas about the institutions and functions of this ideal Islamic government. The translation of his ideas into a structure of interrelated governmental institutions was undertaken by the special Assembly of Experts, which drafted the Constitution of the Islamic Republic during the summer and fall of 1979. Subsequently, this Constitution was ratified by popular vote in December 1979. The political institutions established under the Constitution have been in the process of consolidation since 1980. These institutions have withstood serious challenges, such as the impeachment and removal from office of the first elected president and the assassination of the second one; the assassination of a prime minister, several members of the cabinet, and deputies of the parliament, or Majlis (see Glossary); an effort to overthrow the government by armed opposition; and a major foreign war. By 1987 the constitutional government's demonstrated ability to survive these numerous crises inspired confidence among the political elite.

GOVERNMENT
The president of the republic is elected by universal suffrage to a 4-year term by an absolute majority of votes and supervises the affairs of the executive branch. The president appoints and supervises the Council of Ministers (members of the cabinet), coordinates government decisions, and selects government policies to be placed before the National Assembly. The National Assembly consists of 290 members elected to a 4-year term. The members are elected by direct and secret ballot from among the candidates approved to run by the Council of Guardians. All legislation from the assembly must be reviewed by the Council of Guardians. The Council's six lawyers vote only on limited questions of the constitutionality of legislation; the religious members consider all bills for conformity to Islamic principles.
In 1988, Ayatollah Khomeini created the Council for Expediency, which resolves legislative issues on which the Majles and the Council of Guardians fail to reach an agreement. Since 1989, it has been used to advise the national religious leader on matters of national policy as well. It is composed of the heads of the three branches of government, the clerical members of the Council of Guardians, and members appointed by the national religious leader for 3-year terms. Cabinet members and Majles committee chairs also serve as temporary members when issues under their jurisdictions are considered.

Iran's government slams 'crimes' of vigilantes, bans further protests A senior government official on Monday flayed vigilantes for 'crimes' committed during their recent raid of a university hostel west of Tehran, but said Iran had banned further demonstrations outside universities, IRNA reported from Tehran. Government spokesman Abdollah Ramezanzadeh told reporters that he hoped the judiciary would "legally deal with all those who disrupted the public peace and security during recent riots". Asked whether the government would allow students to take out protest rallies during next month's anniversary of July 9, 1999 unrest, he said that any protest outside universities was banned. "... Interior Ministry is opposed to any gathering outside university campuses and such a permit has not been issued by the government," Ramezanzadeh said. He, however, stated that "the government will not interfere in any gathering held inside universities".

    A 'great venture':
    overthrowing the government of Iran
by Mark Curtis From Lobster 30 This is a slightly abridged version of part of chapter four of Mark Curtis's book The Ambiguities of Power: British Foreign Policy since 1945 (Zed Press, 1995). In August 1953 a coup overthrew Iran's nationalist government of Mohammed Musaddiq and installed the Shah in power. The Shah subsequently used widespread repression and torture in a dictatorship that lasted until the 1979 Islamic revolution. The 1953 coup is conventionally regarded primarily as a CIA operation, yet the planning record reveals not only that Britain was the prime mover in the initial project to overthrow the government but also that British resources contributed significantly to the eventual success of the operation. Two first-hand accounts of the Anglo-American sponsorship of the coup - by the MI6 and CIA officers primarily responsible for it - are useful in reconstructing events. Many of the secret planning documents that reveal the British role have been removed from public access and some of them remain closed until the next century - for reasons of 'national security'. Nevertheless, a fairly clear picture still emerges. Churchill later told the CIA officer responsible for the operation that he 'would have loved nothing better than to have served under your command in this great venture'. In the 1950s the Anglo Iranian Oil Company (AIOC) - later renamed British Petroleum - which was managed from London and owned by the British government and British private citizens, controlled Iran's main source of income: oil. According to one British official, the AIOC 'has become in effect an
