Community Colleges Overview
Iowa has a statewide system of 15 community colleges. These public, postsecondary, two-year institutions are organized as comprehensive community colleges. Each college serves a multi-county merged area which may vary in size from four to twelve counties; all of Iowa's 99 counties are included in one of these merged areas.
Community colleges are governed by locally elected boards of directors that consist of from five to nine members who are elected for terms of three years. Each community college offers a comprehensive educational program. All Iowans of postsecondary school age are eligible to attend any of the community colleges. Community colleges also offer special programs for students who attend local secondary schools.
Community colleges have an "open-door" admission policy which guarantees Iowans an opportunity for educational assistance and career development regardless of previous educational attainment. To implement this policy, community colleges offer: assistance in developing skills necessary for success in preparatory career and college parallel programs; supplementary services to disabled and disadvantaged students; and a variety of other support services designed to help students succeed.

IVCCD has served the residents of Hardin, Marshall, Poweshiek and Tama counties (14 school districts, 95,041 residents) since 1967. The District operates Ellsworth Community College in Iowa Falls, Marshalltown Community College in Marshalltown, Iowa Valley Continuing Education, and Iowa Valley Grinnell. The two colleges provide one-year and two-year career programs as well as Associate in Arts (AA) and Associate in Science (AS) transfer degrees so students may complete two years toward a baccalaureate degree. Iowa Valley Continuing Education offers training for business and industry, and hundreds of non-credit programs and services in cooperation with community school districts and other organizations. Iowa Valley Grinnell is a satellite center offering both college credit and non-credit programs and services in Poweshiek County.
In addition to college credit and non-credit programming, IVCCD offers services that meet the unique needs of residents and the business community. Among these are economic development assistance, customized training/ retraining for business and industry, the Workforce Development Center, Career Development Centers for individuals with disabilities, three alternative high schools, Adult Basic Education/high school completion (ABE/ GED), fiber optic telecommunication technologies, and educational television.

Federal and State Grants
Pell Grant Federal Pell Grants are considered to be “need-based” gift aid. The Pell Grant is the foundation of many students’ financial aid packages. Grants do not have to be repaid. The maximum Pell Grant for the 2004-2005 academic year (July 1, 2004, to June 30, 2005) is $4,050. The actual amount of the award is determined by a standard formula and funding established by Congress. To apply, the student must submit a FAFSA.
Supplemental Educational Opportunity Grant (SEOG)
The Federal SEOG program provides up to $400 per academic year to students with exceptional need. Awards for this program are limited to the funds available. To apply, the student must complete a FAFSA
Iowa Vocational-Technical Grant
The Iowa Vocational-Technical Grant Program provides need-based financial assistance to Iowa residents enrolled in career education (vocational-technical) and career option programs at Iowa community colleges. Grants range from $600 to $1200, depending on the length of program, financial need and available funds.

Scholarships Grants Various state, regional, and local scholarships are available to students interested in pursuing higher education. Scholarships are awarded to students who meet the qualifications established for individual programs. Competition for these awards is usually intense because these funds need not be repaid. Deadline: NOVEMBER 3 (Date by which electronic application should be completed)
The Iowa Legislature established the State of Iowa Scholarship Program in 1965 to give recognition and monetary awards to Iowa's top students. Each Scholar is eligible to receive a one-time monetary award of up to $400. Awards are determined by academic standing (class rank and ACT/SAT score) and may be used only at eligible Iowa colleges and universities. To be eligible to apply, a student must:
  • rank in the upper 15 percent of the graduating class at the end of your junior year, and
  • take the American College Testing Program (ACT) examination or the Scholastic Aptitude Test (SAT) by October of your senior year.
How to apply: Complete the online State of Iowa Scholarship application form in September or October of your senior year in high school.

The purpose of this articulation agreement is to provide an instrument that will enable students enrolled in vocational/technical and or applied academic high school courses to transfer to Northeast Iowa Community College and receive college credit for mastering identified competencies. Definition of Articulation:
Articulation is the process of mutually agreeing upon core competencies and performance levels transferable between institutions (school district and NICC) and courses for college credit. Articulation enables students enrolled in high school courses to receive college credit for the competencies achieved. Things to consider before you enroll in a private vocational school:
Is the school promising you a job when you graduate?
It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
Is a course necessary to get a job?
Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is.
Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

Since some vocational education programs include courses that prepare students to take the General Educational Development (GED) examination for high school equivalency, the impact of a GED certificate on workers' wages is also analyzed. The surveys on which this analysis is based are the 1992 National Adult Literacy Survey (NALS) and the 1991 Workplace Literacy Assessment Survey. NALS, a national survey conducted by the National Center for Education Statistics and the Educational Testing Service, sampled 14,900 adults aged 16 and older in the United States (with African Americans and Hispanics over-sampled). The overwhelming majority of the vocational education programs that persons in the NALS sample participated in were traditional ones with relatively little emphasis on academics.

According to the Constitution governing the Republic no one shall be deprived of the right of learning education. Further-more, primary education is compulsory and free in state schools. Except in specially licensed institutions Turkish must be taught as the mother tongue and religions instruction is a compulsory subject in the primary and secondary school curriculum.
