he area that would become Wisconsin was originally claimed as part of New France by French fur traders and missionaries in the 1600's. Jean Nicolet, who reportedly was the first European to reach Wisconsin, landed on the Green Bay shore of Door County in 1634. French influence was greatest at the fur trading posts along Wisconsin waterways, but actual control remained largely in the hands of local Indians during this period. Great Britain acquired Wisconsin at the conclusion of the French and Indian War in 1763. The British built first and made the area part of Quebec Province.
The American Revolution forced Britain to cede the area to the United States in 1783. Actual British control of the area did not end, however, until 1814, following the conclusion of the War of 1812. As a U.S. territory, Wisconsin was initially governed by the Northwest Ordinance of 1787, and then by the laws of Indiana Territory, Illinois Territory, Michigan Territory and finally, on July 4, 1836, Wisconsin Territory, as surrounding territories broke away to become states and join the Union. Initially, Wisconsin Territory included all of modern Wisconsin, Iowa, Minnesota and the eastern Dakotas. The first legislature met at Belmont and the second at Burlington, Iowa. Shortly thereafter, the portion of the territory west of the Mississippi River became Iowa Territory, and Madison became the capital of Wisconsin Territory.Wisconsin was admitted to the Union as the 30th state on May 29, 1848. On May 29, 1998, Wisconsin marked the sesquicentennial of its statehood.

Goal #1:
Distance Education in Iowa using the fiber optic telecommunications network will be conducted in a COORDINATED and systematic manner. Activities:
1.1) Identify a project director and establish a project office to manage the activities of the project. 1.2) Establish a system of Regional Partnerships to coordinate the planning and delivery of distance education courses within the 15 educational regions of the state and between the regions. 1.3) Establish a Teacher Education Alliance that coordinates the preservice preparation of teacher education students, the inservice/staff development activities for teachers and administrators, curriculum reform efforts, and research and evaluation activities. 1.4) Establish a Communication and Resources Clearinghouse to coordinate the collection of dissemination of information and data related to distance education and the project and to link Iowa to other computer and telecommunications networks. Goal #2 Instruction using a statewide two-way full motion interactive fiber optic telecommunications network will be UNDERSTOOD and ACCEPTED by Iowans.

Energy Efficiency Tools Go to School
A variety of energy efficiency tools are making their way into engineering school curricula around the country. Developed with the support of the DOE's Industrial Technologies Program and in partnership with industry associations, these tools are exposing students to energy efficiency best practices techniques that may influence their careers. "Our idea was to make DOE's assessment tools the focal point of the class," said Dr. Glenn T. Cunningham, associate professor of Mechanical Engineering at Tennessee Technological University. Glenn distributed copies of system assessment tools to each of the 22 students enrolled in his energy conversion and conservation class, then set them to work evaluating systems around the Cookeville, Tennessee, campus. Glenn's students used MotorMaster+, the Pump System Assessment Tool, 3E Plus, the Steam System Scoping Tool, and the Steam System Survey Guide in their class work. Later, students formed teams and fanned out across campus to evaluate a variety of systems. One group used an infrared camera to look for degraded insulation in a steam system. Another group used a portable power meter and an ultrasonic flow meter to evaluate pumps. A third group measured voltage levels and speeds of various motors around campus. Data gathered from each effort was fed back into one of the BestPractices assessment tools. For example, in one university building, students found a chilled water pump that was designed to run at 310 gallons per minute and 160 feet of head. The pump was actually operating at 440 gallons per minute and 133 feet of head. "It was overpumping by a large amount," Glenn said. Using the Pump System Assessment Tool, students learned that by adjusting the motor and the pump they could achieve energy savings.

Subject: Internet access In 1994, the HLV School District was awarded an RUS Distance Learning grant of $230 thousand for the construction of two distance learning classrooms in Victor and one in the neighboring school district in Brooklyn. A network of 40 computers in classrooms are connected to the Iowa Communications Network (ICN) and Kirkwood Community College (KCC) in Cedar Rapids, Iowa. Cooperative Telephone Company provided the fiber optic transmission and Internet connection to the ICN and KCC at no cost to the school district. The RUS grant will provide the local medical community with the means, through advanced telecommunications, to deliver more timely and cost effective health care to local residents. The Orange City Hospital and Clinic will organize a new Telemedicine Department that will develop an interactive video patient consultation program with specialists at major hospitals throughout Iowa which will enable patients to be treated by out-of-town specialists without leaving Orange City.

    DESCRIPTION
    The Iowa Association for Counseling and Development (IACD) is the state chapter of the American Association for Counseling and Development. The Iowa association received its branch charter in 1956 and has since grown. IACD has been known by this name only since April 7, 1984. Previous to this date, the organization was called the Iowa Personnel and Guidance Association (IPGA). IACD first deposited its papers at the UNI Special Collections and University Archives in 1979. Since that time, more materials have been added to the collection. The collection currently consists of 58 archival boxes. The types of materials present include financial information, newsletters and journals, president's files, correspondence, reports, and audio cassettes and reels. The overall arrangement of the papers is chronological, with one variation. The main collection, Boxes 20 through 57, contains miscellaneous association materials from the 1960s through 1990. The financial records from the 1960s through 1980 have been separated from this main group and are located in Boxes 1 through 16. In addition to paper documents, materials in different formats are also in this collection. Box 57 contains a collection of framed certificates and awards, including the branch charter. Boxes 39 through 42 contain audio cassettes, reel-to-reel tapes, and a film. Each is described in the finding aid.

    Date: March 25, 1970 Dr. Charles T. Leavitt, Professor of American Historv and Economics, passed away at Sartori Hospital on Tuesday, March 24, following a lengthy illness. Dr. Leavitt was born in Cedar Falls in 1902. He attended the University of Northern Iowa, received the B.A. degree from Beloit College, and the M.A. and Ph.D. degrees from the University of Chicago, the latter in 1931. Prior to joining the staff at the University of Northern Iowa in 1946 as Assistant Professor of History, he taught in the public schools of Iowa and Wisconsin, and at Dakota Wesleyan University, Clarion State Teachers College, and Junior Vocational College of Milwaukee. He was advanced to the rank of associate professor in 1953 and to the rank of professor in 1961. He had been a member of the American Historical Society, Mississippi Valley Historical Society, American Economic Association, American Association of University Professors, Mid-West Economic Association, Iowa Education Association, and Iowa Council on Economic Education. Dr. Leavitt rendered significant service on university committees and in community affairs.
