1. A teacher, as defined in section 272.1, who a national board for professional teaching standards certificate and is by a school district in iowa shall be

A teacher, as defined in section 272.1, who registers for a national board for professional teaching standards certificate and is employed by a school district in Iowa shall be eligible for a registration award as provided in subsection 2, and upon achievement of a national board for professional teaching standards certificate, is eligible for an annual award of ten thousand dollars for each year the certificate is valid as provided in this section. To receive a partial registration award in the amount of one-half of the registration fee charged by the national board for professional teaching standards, the teacher shall apply to the department of education within one year of registration, submitting to the department any documentation the department requires. A teacher shall receive a final registration award in the amount of the remaining registration fee charged by the national board if the teacher notifies the department of the teacher's certification achievement and submits any documentation requested by the department. To receive a five-year annual award for achieving certification by the national board of professional teaching standards, a teacher shall apply to the department within one year of eligibility. Payment for awards shall be made only upon departmental approval of an application or recertification of eligibility. A nonrenewable term of eligibility shall be for five years or for the years the certificate is valid, whichever time period is shorter. In order to continue receipt of payments, a recipient shall annually recertify eligibility.

Awareness
In the early 1990s, awareness of paraeducator issues in Iowa was limited. Some individuals expressed concerns about the changing role of paraeducators. There were pockets of uncoordinated activity. Several area education agencies, local school districts, and community colleges provided training. As the numbers of paraeducators grew and their assignments changed from working primarily in special education settings to working increasingly in general education classes, more administrators and parents became aware of the critical importance of paraeducators.
Deborah Hansen, a consultant for the Iowa Department of Education, provided special leadership and advocacy within the department and throughout the state for paraeducator training and recognition. She provided technical assistance to local and area education agencies and community colleges, held forums for discussions, created pilot projects, and supported sharing of materials and training techniques in statewide and regional conferences. She also spoke to policymakers.
Needs Assessment
In 1995, the Iowa Department of Education conducted focus group meetings surveying paraeducators, general and special education teachers, administrators, support and related services personnel, and parents. The groups represented individuals from rural and urban areas in a variety of educational settings across Iowa. According to the

    MEET THE DIRECTOR ... APPLYING FOR A JOB Certification It is required by law that public school teachers obtain certification in the state where they are employed. A teaching canidate does not need to be certified in any state except the state where she/he will be teaching. However, we strongly recommend applying for an Iowa teaching license upon graduation. Many school administrators will not consider a candidate for employment until the candidate has a teaching license from some state. Since all the courses necessary for Iowa licensure have been taken by Cornell teaching candidates, licensure in Iowa is assured. YOU MUST MAKE APPLICATION FOR LICENSURE IT DOES NOT HAPPEN AUTOMATICALLY . The procedure is as follows:
  • Three blocks prior to graduation, go to the Education Office (College Hall, room 103) to obtain the Iowa Licensure Application Form, a fingerprint card, and the waiver release form.

Jerry Jesness is a special education teacher in a south Texas elementary school. His email address is: jjesness@hiline.net The Thomas Fordham Foundation just gave Iowa's teachers an "F," while we Texas teachers got an "A." As a Midwestern transplant teaching in Texas, I find that strange. The numbers just do not add up. Iowa, for instance, ranked second nationally this year in SAT scores, while Texas was tied for 47th. Iowa was tied for eighth in ACT scores, while Texas was tied for 39th. Although Texas' fourth graders made a good showing in the most recent mathematics National Assessment of Educational Progress (NAEP) test, most Texas NAEP scores have been middling. Iowa's NAEP scores are near the top in all grades and categories. As far as teacher quality goes, Texas is one of the few states to let individuals with only high-school diplomas or general-equivalency diplomas to substitute teach, sometimes for a year in the same classroom. Regular Texas teachers need not major in the subjects they teach.
