Current trends in teacher preparation include performance-based assessment and practical teaching experience. The education curriculum at Upper Iowa University has been designed to meet the changing educational demands of curriculum including literacy development, integrated instruction, higher order thinking skills and practical skills (flexible management, computer technology and early teaching experiences). Field experience is provided in the Foundations of Education course so that students can serve as observers and participants in the regular classroom to help determine if they wish to continue in teacher education. Each student then follows a sequenced series of courses to acquire the theoretical background, management strategies and practical skills needed to be a competent educator.

The head of a national teacher-college association circulated a copy of a confidential teacher-certification exam, undermining a Bush administration initiative to certify professionals without education degrees as teachers.
Education leaders said David G. Imig, president of the American Association of Colleges of Teacher Education, distributed the exam at a March 17 meeting hosted by the Carnegie Foundation for the Advancement of Teaching in Palo Alto, Calif.
The exam was being confidentially field-tested for the American Board for Certification of Teacher Excellence, also known simply as the American Board.
Mr. Imig declined to tell The Times how he obtained the exam.
Suzanne M. Wilson, a Carnegie senior scholar and education professor at Michigan State University who attended the meeting, said Mr. Imig circulated the exam to rally criticism.
"It wasn't good. ... The test for [the American Board] had running through its bones the ideology of traditionalists ... the framework of direct instruction," she said.

Farris, Chairman October 24, 2003 The Myth of Teacher Qualifications by Chris Klicka, Senior Counsel for Home School Legal Defense Association Only the National Education Association and some of the other members of the educational establishment continue to defend teacher certification and high qualification standards for homeschoolers, in spite of the overwhelming research against the need for such teaching standards. Their vested interest in certified teachers may explain their blindness to the facts. Homeschoolers need to remain constantly informed. For example, a few years ago the Kansas School Board Association made an unsuccessful attempt to get House Bill 2392 passed which would have required homeschoolers to be certified. This report summarizes research and opinions of professional educators, confirming the absence of a positive correlation between teacher qualifications and student performance. There is also a clear trend in the legislatures and the courts away from enacting or enforcing certification and other teaching standards to restrict homeschoolers. "It's difficult to find teachers that are certified to teach Latin," said Therese Guedon, a French teacher at West High. "More and more kids are being advised to take Spanish, which is a wonderful language, but that is making French and German diminish. (Iowa City schools) had offered Japanese, but not enough students were taking it so we had to drop it." According to the Modern Language Association of America, which started keeping track of enrollment counts in 1958, more students are taking Latin courses in high schools, and U.S. college enrollment in Latin is at its highest.

Fact Sheet: National Board for Professional Teaching Standards
Background
The National Board for Professional Teaching Standards (NBPTS) is a private, nonprofit organization governed by a 63-member board of directors, the majority of whom are classroom teachers. One Iowa teacher Joel Franken, a National Board certified retired art teacher from Denison, serves on the NBPTS Board of Directors. The Board was created in 1987 to develop standards and assessment programs for teachers.
State Comparisons
Since the program began, 387 Iowa teachers have earned the distinction of being National Board Certified. Nearly 23,930 teachers across the nation have completed this rigorous process.
Requirements
Successful candidates must develop a portfolio that includes documentation of teaching practice and student work, a videotape of classroom interactions with students and a written detailed analysis of teaching reflected in the videotape and student work. Candidates have reported spending over 200 hours developing their portfolios. Candidates must also complete a full day of assessment exercises related to subject matter content. The assessment day typically consists of four 90-minute tests. Any licensed teacher with at least three years of experience is eligible to apply for National Board Certification.
Financial Support
There is a cost of $2,300 for all candidates to register for the NBPTS program. Teachers obtaining National Certification will receive $2,500 per year for 10 years and full reimbursement of the $2,300 required registration fee, as part of a financial incentive package approved by the Iowa Legislature.

First Class Educators
Two ISEA members have been honored with the prestigious Presidential Award for Excellence in Science and Math Teaching. Virginia Swenson , an algebra teacher at Ames High School; and Kevin Brasser , who teaches science in grades 8 through 12 at Paullina, received their awards at a special ceremony in Washington, D.C., in March. Each received $10,000 from the National Science Foundation.
Des Moines teacher Michael Shaffer is one of only 39 teachers nationwide to receive the 2004 DisneyHand Teacher Award from the Walt Disney Company. Schaffer, who teaches advanced placement government and macroeconomics at Central Academy, will be honored during ceremonies in Los Angeles in July. He will receive a $10,000 honorarium and his school will receive $5,000 to be used for professional development.
Lorrie Anderson , a high school art teacher at Adel-Desoto-Minburn, has been awarded a Fulbright Memorial Scholarship to promote cultural awareness. She will take part in a three-week visit to Japan in October.
Charlotte Wetzel, a second-grade teacher at Red Oak, was honored as a distinguished alumnus by the University of Nebraska in recognition of her 55-year career.

School Calendar: Early Start Waiver Request Again this year, school districts that wish to begin the 2002-03 school year prior to a day during the calendar week in which the first day of September falls (pursuant to 281—IAC Chapter 12) shall submit waiver requests on the spring BEDS . At any time prior to the request on spring BEDS, a district must hold a public hearing (which occurs at a Board of Education meeting) which allows the public a chance to comment on the request for early calendar start. Districts no longer complete the early calendar start waiver request on paper through the mail. If your district has sent this request through the mail, it still needs to make this request on spring BEDS—this is the procedure by which the Department will approve the early start waiver request—no paper, please! Persons employed in positions for which licensure is required by the state are required to hold the appropriate license at the time of hire and maintain it throughout their term of employment even when the Iowa Code exempts individuals employed by a state agency from the licensure requirement. 2.1(2) Service specialist for the blind 2 and senior service specialist for the blind 1 (vocational rehabilitation counselor). Certification shall be required of all vocational rehabilitation counselors employed by the department. a. At the time of hire into the position, an individual holding at least a bachelor's degree from an accredited college or university and one year of work experience shall be granted provisional certification. Exceptions regarding education and experience can only be made by the commission for the blind upon the recommendation of the director. Provisional certification shall be recognized for a maximum period of 18 months. b. An individual may obtain full certification as a vocational rehabilitation counselor by demonstrating competency in the following areas.

  • Teaching K-12 Teachers have some of the best opportunities of any profession for working abroad. To better understand these, it is useful to distinguish among three main types of teaching, each of which represents a different labor market in which different credentials are needed. TEACHING ENGLISH ABROAD English is the new "lingua franca" worldwide for commerce, diplomacy, technology and higher education. As a result, there are widespread opportunities for native speakers of English to teach English abroad. Teaching English as a Foreign (or Second) Language is known by many acronyms, including TEFL, TESL, EFL, ESL, or even TESOL (Teaching English to Speakers of Other Languages). Since teaching is usually done in English, exposure to the local language and culture will be on one's own time.

Some states have implemented extensive testing of teachers as a condition for entry into the profession in an attempt to improve the quality of their teaching force. One of the pay plans for Iowa also calls for testing of teachers as they progress through the pay grades. Such testing is, however, extremely costly and ineffective as an indicator of teacher quality. There are several reasons why this is true.
First, teachers are typically tested on low-level content with limited emphasis on teaching skills. Of course, we want all teachers to be competent in the content they teach. The tests, however, do not give us that confidence. The way teachers must know their content to be effective, especially at the high school level, is much more sophisticated. Effective teachers know how to extract from the knowledge base of their discipline those guiding principles that have explanatory power and are, therefore, most worth teaching. Knowing that a teacher understands content at this level of sophistication requires a much more elaborate form of assessment.
