Ohio duo find the formula for student success FAIRFIELD, Ohio —Mix English literature, world history from the dawn of time until now, 45 teens and two teachers. Watch for sparks. Creative insights. Critical thinking. Flashes of intellectual illumination. Social studies teacher Allison Curran and English teacher Christene Alfonsi run their Classroom of the Future at Fairfield High, in a suburb north of Cincinnati, with the precision, speed and fervor of a volleyball match. Alfonsi, 32, and Curran, 31, both National Board Certified teachers and joint winners of the Governor's Educational Leadership award, even finish each others' sentences. To meld such diverse subjects into one block-period course, Curran says, "we try to find ... the less obvious connections," Alfonsi finishes. The duo started teaming six years ago, a year after Alfonsi started teaching at Fairfield. They noted that the sophomores, most of whom enter Fairfield from a ninth-grade-only school, sometimes had trouble adjusting to the academic rigors and the sheer size of Fairfield, which has 2,200 students. Teaming up gives Curran and Alfonsi a three-hour block of class time in which they can not only nurture each student but also hone analytic skills by delving deeply into subject matter. Their highly scripted thematic approach allows them to "take an idea and trace it from ancient to modern history through literature and then into the students' lives now," Alfonsi says. "We ask, 'What does it mean to you today, and how do we face the future?' "

    Introduction
    On December 18, 2003, members of the Iowa House and Senate Caucus staff, the Iowa Department of Education, the Iowa State Board of Education, the Iowa Board of Examiners, and other state education policy leaders convened in Des Moines to discuss the emerging policy issue of alternative routes to preparation and licensure of teachers. Dr. Ginger Reynolds of Learning Point Associates began the meeting with a brief welcome and overview of the transition of the North Central Regional Educational Laboratory (NCREL) to Learning Point Associates. Learning Point Associates was founded as the North Central Regional Educational Laboratory in 1984. NCREL continues its research and development work as a wholly owned subsidiary of Learning Point Associates. Dr. Reynolds followed the welcome by discussing the agenda and presenting an overview of the day's events. She briefly explained the purpose of the forum and spoke on the challenges and successes of dealing with alternative routes to preparation and licensure of teachers.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    Iowa NBPTS Mentor Program Helps Candidates Succeed
    Sandra Norfolk The first ingredient in this "recipe" is the support of a state university. The College of Education at UNI in Cedar Falls, Iowa began its relationship with the National Board for Professional Teaching Standards (NBPTS) in 1992. UNI became a field test site for the purpose of raising awareness of the National Board Certification process and creating "a pool of teacher candidates from Iowa who would field test the standards" The third ingredient for a successful mentor program are National Board Certified Teachers, themselves, who mentor others. When the mentor program started at UNI in 1998, ten of the first NBCT in Iowa were contracted to provide mentoring services to new candidates on a part-time basis. From that start, the NBPTS mentoring program at UNI has grown, with up to 29 trained mentors at a time providing support to candidates. A mentor does not have to be from the same content area as the candidate. For example, since 2001-2002 was the first year that certification for SLMS was offered, no library media mentors were available. For example, my mentor was, Nannette Gunn, a 4

The goal was to insure a common baseline of equipment in all schools, including multi-media networked computers at all classroom teaching stations, computer labs, school media centers, and administrative offices. All computers feature Internet access, e-mail, and Microsoft Office tools. The successful completion of this multi-year plan was made possible with funds from the state and a local voter-approved Instructional Support Levy. Other 2000-01 technology achievements include:
    • Upgraded to Windows 2000 operating system. Increased the capacity of the district's WAN (Wide Area Network). Served over 1,400 staff members in 225 technology training classes.
    More Improvements In 2000-01
    • Online purchasing for schools and office supplies was extended throughout the district for true just-in-time delivery. Schools benefit from faster deliveries, broader selection, and better pricing. Special Services changed the system for identifying students who receive special education services. The old system labeled students according to their specific disability while the new system is label-free at the mild and moderate disability levels and simply identifies students as "entitled." Curriculum facilitators in math, science, language arts, and social studies continued to work with teachers, emphasizing "best practices" and the use of content standards in instruction and testing.

    Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements.

    The concept of teacher testing has gained wide acceptance, as reflected in its extension to 48 states. All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion.

    • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
    • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.
