Iowa is the least populous state in the Midwest region, with 2,926,324 million people; nearly 640,000 school-age children are served in 371 public school districts. Over 46,000 licensed staff served Iowa's schools during the past school year, of which over 39,000 were teachers. Key Issues in Iowa Accountability
  • Iowa submitted its Consolidated State Application Accountability Workbook to the U.S. Department of Education in January 2003. The workbook outlines Iowa's response to the federal Annual Yearly Progress (AYP) requirements under the No Child Left Behind (NCLB) Act. Approval is expected before June 2003. The plan relies on the Iowa Tests of Basic Skills and the Iowa Tests of Educational Development for the "single statewide accountability system" that is required by federal law.
Teacher Quality and Professional Development
  • In January 2003, the Department of Education completed the Iowa Professional Development Model for use by Iowa school districts. The plan focuses on instruction and curriculum, includes the study of its implementation, focuses on student learning, and must include all site and district personnel who are responsible for instruction. Each participating district must submit a district career development plan as part of its comprehensive school improvement plan (CSIP) in September 2004.
    Teacher shortages already exist in a number of areas, including science, math, special education, music, industrial technology, and counseling. The situation is likely to worsen as 40 percent of Iowa's current teaching force becomes eligible to retire within the next several years. Low salaries and lack of support have resulted in an alarmingly high turnover rate among Iowa's newest teachers - 17 percent of teachers leave the profession after their first year. Almost twice the national rate. Nearly 30 percent of teachers leave the profession within their first three years. (Remarks made by Lt. Governor Sally J. IOWA ARMY NATIONAL GUARD LEADER TO BE PROMOTED TO BRIGADIER GENERAL DECEMBER 3, 2003 Major General Ron Dardis will officiate at the formal promotion ceremony for Iowa National Guard Assistant Adjutant General, Jodi S. Tymeson, on Saturday, December 6, 2003. The ceremony will be held at the Joint Forces Headquarters (STARC Armory Complex) Enhanced Classroom at Camp Dodge, commencing at 3:30 p.m. General Tymeson was informally promoted and federally recognized as a Brigadier General on October 20, 2003 with the same date of rank. She is the first female General Officer in the history of the Iowa National Guard.
Brigadier General Tymeson was born and raised in Boone County, Iowa and graduated from Ogden High School in 1973. She received a Bachelor of Arts Degree in Elementary Education from the University of Northern Iowa in 1988 and a Master of Public Administration degree from Drake University in 1997. She is a State Representative in the Iowa House and chairs the House Education Committee, serves on the Human Resources and Ways and Means Committees, and is a member of the Education Appropriations Subcommittee.
Brigadier General Tymeson has received numerous awards and decorations to include: the Legion of Merit, Meritorious Service Medal, Army Commendation Medal with 2 Oak Leaf Clusters, Army Achievement Medal, Army Reserve Component Achievement Medal with 1 Silver and 1 Bronze Oak Leaf Cluster, National Defense Service Medal, Armed Forces Reserve Medal with Silver Hourglass Device, Army Service Ribbon, Army Reserve Components Overseas Training Ribbon, Iowa Meritorious Service Medal, Iowa Commendation Medal, Iowa Leadership Ribbon with Torch, Iowa Active Duty for Training Ribbon, Force Support Package Ribbon, and Iowa State Service Ribbon with Silver Oak Leaf Cluster.
