A Brief Overview of School Funding in Iowa
At one time there were over 1,700 school districts in Iowa. In the 1950's, the General Assembly adopted a reorganization law that required all areas of the state to be in a school district offering a kindergarten through grade 12 (K-12) education program, and that reorganizing school districts have no less than 300 pupils. Iowa Code Chapter 275.1,.3. School districts continued to be governed by a school board. The operation of school districts was supported by property taxes. A few subjects were mandated to be taught, but the school districts were relatively free to offer the education program they desired. A major use of property taxes was to fund the school district. The method of fully financing school districts through property tax remained in place until the mid- 1960's. At that time, Iowa taxpayers sought the state's assistance in reducing the property tax burden. Property wealthy areas of the state had the resources to provide for an education that was often times better then in other less fortunate areas. The result was inequality of educational opportunity for children within Iowa's borders. In 1971, the first state foundation program was adopted. With the adoption of this state foundation formula, state aid to school districts was substantially increased. The goals of the state foundation formula were "to equalize educational opportunity, to provide a good education for all the children of Iowa, to provide property tax relief, to decrease the percentage of school costs paid from property tax and to provide reasonable control of school costs."

http://www.bestbuddiesiowa.org/history.asp
The mission of Best Buddies Iowa is to enhance the lives of people with intellectual disabilities by providing opportunities for one-to-one friendships and integrated employment.
About Us
History of Service
Best Buddies is a non-profit 501(c)(3) organization dedicated to enhancing the lives of people with intellectual disabilities by providing opportunities for one-to-one friendships and integrated employment. Founded in 1989 by Anthony K. Shriver, Best Buddies has grown from one chapter on one college campus to a vibrant, international organization involving participants annually on more than 900 middle school, high school and college campuses in the United States, Canada, Colombia, Cuba, Egypt, Ireland, Mexico, the Philippines and Sweden; with additional programs under development in Australia, Austria, Denmark, Hong Kong, New Zealand, Saudi Arabia, South Africa, Spain, Turkey and the United Kingdom. Best Buddies began when Founder Anthony K. Shriver realized the lack of opportunity people with developmental disabilities had to socialize with non-disabled peers. As a college student, Shriver also knew that students had the energy and commitment to positively transform their communities. His inspiration to bring both groups together created Best Buddies. Since its founding, Best Buddies has impacted the lives of more than 500,000 volunteers and people with developmental disabilities. Today, Best Buddies offers six programs: Best Buddies Middle Schools, Best Buddies High Schools, Best Buddies Colleges, Best Buddies Citizens, e-Buddies and Best Buddies Jobs.

about us news sports features ... community Friday, April 23, 2004 Ten ways legislators failed Iowa After four months in Des Moines, the 80th General Assembly approved a $4.6 billion budget for 2005 then adjourned Tuesday. Legislative leaders were quick to pat themselves on the back for a job well done. They might want to temper their self-congratulatory tone. Balancing the budget without raising taxes in 100 days isn't that difficult - thousands of everyday Iowans balanced their family budgets this last year without seeing an increase in their salaries, after all. The primary problem with this General Assembly was that it didn't think about Iowa's future - meaning they didn't consider our economic strength, our children and our quality of life. Such shortsightedness is frightening.

2004 Major League Baseball previews White Sox look foward to a new season Slugger Frank Thomas and the White Sox haven't been to the playoffs since 2000. Chicago, IL (Sports Network) - After squandering a September lead in the AL Central last season, the White Sox finished as the runner-up in the division by four games to the Minnesota Twins. Then came the changes in the offseason. Jerry Manuel was fired as manager and replaced by former White Sox shortstop Ozzie Guillen. Starting pitcher Bartolo Colon, reliever Tom Gordon, second baseman Roberto Alomar and outfielder Carl Everett were then all lost to free agency. The White Sox haven't been to the playoffs since 2000 when they won the AL Central. They went 13-1 during a stretch right after the All-Star break last season. A victory over Minnesota on September 9 had Chicago two games in front of the Twins for first place. However, the wheels proceeded to fall off as the White Sox lost six of eight games with five of those defeats coming to the Twins. AL Central Chicago WSox Minnesota Kansas City Cleveland ... Detroit Guillen's team has a strong nucleus going into this season. Although it's his first managerial job, Guillen is acting tough and said his players should be prepared to win at any cost, even if it means slugger Frank Thomas bunting in a sacrifice situation.
