Most studies of this relationship were conducted between 1959 and 1979, were limited in scope, and usually used a small number of subjects in a limited geographical area. This study was designed both to update the existing research and to examine the relationship between library media programs and student achievement.
METHODOLOGY
Ideally, schools included in the sample for a study such as this would be selected on a random, stratified, or quota basis. None of these sampling designs was possible, because schools included in the sample had to have library media centers that responded to the 1989 survey of school library media centers in Colorado and had to use the Iowa Tests of Basic Skills (ITBS) or Tests of Achievement and Proficiency (TAP). These data were available for only 221 of 1,331 public elementary and secondary schools in Colorado during the 1988-89 school year. The study relied entirely upon available data about school library media centers and their school and community contexts to predict norm-referenced test scores.

    The following is taken from pages 44 and 45 of School Library Media Centers in the 21st Century: Century and Challenges by Kathleen W. Craver.
    School Match is an educational information service company that uses priority-type questionnaires to search a database of fifteen school systems that come closest to meeting parents' needs. In compiling the database, researchers discovered that the strongest predictor of student test performance was not a school district's tax base or property values but the educational level of the parents and the amount of money spent on library and media service. Of all expenditures that affect a school's performance, Including funding for faculty, guidance services, and others, the level of expenditures for library and media services continues to have the highest correlation with student achievement and performance on standardized tests.
    A second study of 221 comparable schools in Colorado (Colorado Department of Education study, The Impact of School Library Media Centers on Academic Achievement, 1993) further confirmed the School Match findings and delineated the positive correlation between SLMCs and academic success. In this research design, factor and correlation statistical tests were applied to determine the influence of the community, school, and library, respectively, on standardized test scores in reading, language, and information skills. The Iowa Tests of Basic Skills were used for grades 1, 2, 4, 5, and 7. Tests of achievement and proficiency were employed for grade 10.

    Kate Wickham Elementary School is located at 601 Oakdale Boulevard in Coralville on a 15 acre site adjacent to Auburn Hills Park. Portions of the site are wooded, with Muddy Creek flowing through the east boundary. Future plans include an outdoor amphitheater, a constructed wetland along Muddy Creek and developing a butterfly garden, toad garden, and prairie area around the school. The school opened on August, 25, 1997. Approximately 540 children attend Wickham School. The facility houses four wings of classrooms around the centrally located media center. We also have two temporary classrooms outside the Team 4 wing, since the school currently has so many students. Classrooms are electronically connected to the media center to enrich multi-media opportunities. The centralized location of the media center provides access to resources to enhance the curriculum. A spacious multi-purpose room can be used by students, parents, staff, and the community for a variety of purposes such as a lunchroom, large classroom, meeting place, and community center. The gymnasium was built regulation sized to accommodate community and school activities. A unique partnership between the City of Coralville and the Iowa City Community School District have provided extensive opportunities for the development and use of the building and grounds as a joint recreational and educational facility. Paved recreational trails in Auburn Hills Park will link Wickham to surrounding neighborhoods and the park's regional trail network. Through this partnership with the City of Coralville, joint use of the building, playground and programs allows for Wickham Elementary to serve both as educational and recreational resource within the community.

The goal of the library media program is to enable all students to be independent, life-long learners who are skilled users of information and ideas. This goal is addressed through an information literacy curriculum which is taught collaboratively by media specialists and classroom teachers. The media specialist's knowledge of materials, technology, and strategies complements the instructional and content skills of the teacher. Integration of media and classroom activities is the essential element of the library media program with classroom instruction. The media program includes direct instruction in how to locate, use, and evaluate information. The use of technology for information-seeking constitutes an ever-expanding part of the library media program as students learn to access data through the use of computers, to use word processing to convey information, and to use other applications of technology to organize, analyze, and present information. Each library media center includes an automated materials catalog, access to resources on CD-ROM, telecommunications capabilities, and computers and other equipment for production of student work.

    Van Buren's Instructional Media Center is open to children throughout the day. Students and staff come to check out books and materials for classroom assigned research projects, for reading in the classroom, to learn about topics which they are interested in, and to get books for reading and sharing at home.
