How Iowa teaching salaries compare
The average Iowa teaching salary ranks 35th in the nation, according to a report released today by the National Education Association (NEA)
The "average" Iowa teacher is 42 years old and has taught in Iowa for 15 years. The average salary of Iowa's teachers varies widely from $27,099 in school districts with fewer than 250 students to $38,931 in districts with 7,500 or more students.
The average Iowa teaching salary increased by only 2.2 percent in 2000-01. Only $177 separates Iowa teacher salaries from the next four states in the rankingsUtah (36th), Idaho (37th), Maine (38th), and Arizona (39th). Meanwhile, teachers in other states made great economic strides last yearOklahoma (up 10.2%), Colorado (up 7.1%), Delaware (up 5.9%), and North Carolina (up 4.4%). Iowa's ranking will only drop without a significant and sustainable infusion of new money.
The Iowa Legislature recently allocated $40 million to fund a new teacher salary plan. But, according to ISEA President Jolene Franken, that is only a small, first step.
"We can't afford to wait any longer to make Iowa teaching salaries competitive," said Franken. "Iowa school districts are struggling to attract and keep top-quality teachers."

    Iowa teacher salaries drop again
    The Iowa Legislature’s failure to adequately fund schools has caused Iowa’s average teaching salary to plummet from 34th to 37th in state-by-state rankings.
    According to estimates included in a new report released by the National Education Association (NEA), Iowa’s average teacher salary increased by only $373 or 0.95% percent from 2002-03 to 2003-04. That’s the lowest average increase recorded since the Association began compiling the annual salary report in 1970.
    Iowa’s average teaching salary of $39,432 this year is nearly $7,400 behind the estimated national average salary of $46,807. In the last 15 years, the gap between the national average and the Iowa average salary has almost doubled. The drop in national rankings erases the modest gains made in salaries over the past two years because of the teacher compensation law.
    "Iowa’s teachers are clearly paying the price for the chronic underfunding of our public schools," Iowa State Education Association (ISEA) President John Hieronymus said. Not only are teacher salaries not keeping pace with inflation, but take-home pay is actually going down because of skyrocketing health insurance costs."
    "The teacher compensation law of 2001 was supposed to make salaries more competitive, but funding for it has remained virtually stagnant," Hieronymus added. "Iowa teachers can no longer afford to subsidize the cost of providing a quality public education for all Iowa students."

    IAHPERD Journal: Fall, 2003 It may never be known scientifically what a tremendous influence the body and all its organs exert upon the brain, and consequently upon the intellect. The more I see of physical training in schools, the more I believe in it; the more I study psychology, especially physiological psychology, the stronger my belief becomes in physical training. ( p.3) Chapter 12 of The Iowa Administrative Code can and should serve as a foundation for curriculum reform. It has the full force and effect of law, and it includes the K-12 content areas of physical education that Iowa public and accredited private schools must teach. School administrators and physical educators can use these content areas to measure the quality of their current physical education programs, revise curricula, and improve the physical readiness of their students. At the kindergarten level, Chapter 12 requires the following: The kindergarten program shall include experiences designed to develop healthy emotional and social habits and growth in the language arts and communication skills, as well as a capacity for the completion of individual tasks, and protect and increase physical well being with attention given to experiences relating to the development of life skills and human growth and development. A kindergarten teacher shall be licensed/certificated to teach in kindergarten. An accredited nonpublic school must meet the requirements of this subrule only if the nonpublic school offers a kindergarten program.

    By Bess Keller Iowa, the only state still shunning uniform academic standards, is moving to slip a few of them through the back door. A high-powered commission appointed by Gov. Terry E. Branstad issued wide-ranging recommendations last week for change in Iowa's schools, including a call for measures of academic achievement that all districts would be required to report for their students. These "core indicators" would gauge student performance in reading, writing, math, and science, as well as student success after graduation and parent involvement in schools, the report says. While not statewide standards as such, the indicators would encourage districts to strive for some of the same goals.

    K-12 teachers and technology coordinators from around the nation submitted more than 100,000 entries representing approximately 24,000 schools - roughly a quarter of all U.S. K-12 schools. Thirty other schools received prizes including digital projectors, printers and curriculum materials from the Discovery Channel School library. HP, NETGEAR and InFocus contributed prizes for the contest.
    As part of the initiative, CDW-G and Discovery produced a curriculum kit themed "All About Computers" designed for middle and high school students. In addition, the companies created and distributed 50,000 posters about wireless technology to schools nationwide.
    Beyond being a trusted partner to education customers for IT products and services, CDW-G supports and funds numerous programs for teachers, school IT administrators and students including an annual digital art and essay contest. The company recently sponsored a research study of teachers' attitudes about technology in the classroom.
    "We're still kind of in awe that we won," said Amy Kersten, Holy Family's technology coordinator. "When you bring the network to the students instead of bringing the students to the network, you have more time to devote to teaching and learning. This lab will be a terrific asset in making technology complement our curriculum."

    It takes planning to encode, brand, multiplex and transmit at multiple sites The project that has occupied the vast majority of our time over the last few months is what we have called our "interconnect project." The Iowa Public TV network of transmitters are all connected back to the studios in Johnston via fiber optic DS 3 circuits. The Iowa Communications Network (ICN) is the Iowa state agency that owns and manages the state's fiber network and we use it for transport services to and from our sites. Each transmitter facility has a dedicated DS-3 that allows us to send unique programming to each transmitter if we desire. We seldom use this capability since we produce very few pieces of content that are of interest to only a specific area of the state. However, as we have planned for the DTV conversion, we have begun to explore utilizing this capability more-not so much for programming, as our mission is to produce content for all Iowans, but for other services such as datacasting and providing media rich content to K 12 schools. We believe that by managing how and where ancillary services like datacasting are processed and delivered we can provide a relatively high capacity and rapid delivery service while still serving the IPTV viewing audience with high-quality content. SEEKING INFO We began the process by doing some serious research and visiting a lot of end users and manufacturers to see what they were doing. The result of the research was a request for proposal (RFP) that was submitted to the State of Iowa General Services for release. Unfortunately, due to some miscommunications, the RFP was processed and released as a straight bid request. I won't go into all of the details of the differences between the bid and RFP process, but suffice it to say that the primary difference is that in a bid, low price wins and in an RFP the best solution wins.

A network of 40 computers in classrooms are connected to the Iowa Communications Network (ICN) and Kirkwood Community College (KCC) in Cedar Rapids, Iowa. Cooperative Telephone Company provided the fiber optic transmission and Internet connection to the ICN and KCC at no cost to the school district.
