Common carrier status granted
The ICN benefits Iowans is through the Federal Communications Commission (FCC) granting common carrier status. The Telecommunications Act of 1996 provided for funding for advanced telecommunications services for K-12 schools and public libraries through the Universal Service Fund (USF). This fund is supported by dollars paid in by all telecommunications carriers.
Up until December of 2000, schools and libraries obtaining refunds for Internet services from the ICN were eligible to obtain these refunds, but because the ICN was not designated as a common carrier by the FCC, the refunds were not available for long distance voice services or video services provided by the ICN. Besides reducing the funding required by the schools, the State of Iowa received funding because it subsidized the video services received to eligible authorized users. Schools, libraries, or the state were not eligible to receive funds in fiscal year 2001, but the entities began to lay the groundwork for refunds in fiscal year 2002. Attaining this status gives a cost savings in two ways:
1. By allowing authorized users to obtain a discount from the USF for Internet, voice and video services, and

    The University of Northern Iowa (in conjunction with Iowa State University and the University of Iowa in some years) has been conducting annual public surveys for the Iowa Department of Management (IDOM) since 1995. Until this year, the primary sponsor was the Council for Human Investment (CHI), a citizen/legislator group facilitated by DOM, but this year the sponsor is the Department of Management itself since the CHI was not authorized to continue by the 2000 General Assembly.
    In addition to the K-12 schools focus, the 2000 Survey assessed public awareness and ratings of characteristics of the executive branch of state government. The 2000 Survey adds a data point to the tracking of these issues which began in 1997.

Be a part of a movement that is ending anti-LGBT harassment and discrimination in all schools. Apply today for the GLSEN Jump-Start leadership team! GLSEN staff originally conceived the idea of using GLSEN Jump-Starts during the summer of 2001. The GLSEN Jump-Start activities are based in the belief that they would be resources for student clubs and student organizers in addition to helpful tools for student organizers and their allies to train others. The activities outlined in the GLSEN Jump-Start always involve lots of group work – brainstorming, discussing and writing. The resource has also become a series with seven Jump-Starts created over the last two years. Last summer, GLSEN’s student organizing staff decided to take Jump-Start work to the next level and created the Jump-Start 2002-2003 National Student Leadership Team. Unlike the Day of Silence or Teaching Respect for All leadership teams, the Jump-Start leadership team will not plan for a day or weekend event, but instead work to strengthen student club and safe schools organizing in their communities and assist GLSEN in meeting the needs of local student organizers and student clubs, commonly known as gay-straight alliances (GSAs), in K-12 schools across the country.

    Editorial: Help Iowa schools through the crunch

    This year is bad enough for Iowa schools. But next year is what Iowans really ought to worry about - and ought to do something about. A temporary tax should be enacted to preserve a priceless asset - Iowa's public education system - with the revenue dedicated exclusively to protecting public schools and universities from further cuts. Iowa's K-12 schools got just $33.6 million in new state aid this year - until this month, when a state revenue shortfall meant a sudden $45.4 million cut. In addition, they lost more than $3.6 million in targeted funding for raising teacher salaries, reducing class size and the state match for districts that use a local instructional-support levy.
