    By John Molseed - The Daily Iowan Published: Friday, June 20, 2003 Now and then, a member of the community will spout off opinion-based rants disguised as facts and, given the right forum, start some unfounded controversy distracting people from the real issues of a debate.
    When the Iowa City City Council considered allocating $230,000 for purchasing land to build an expanded homeless shelter, UI nursing graduate Robin Behr wrote a letter to the council opposing the plan.
    She claimed in her April letter that the Shelter House, Johnson County's only emergency homeless shelter, is unable to provide a majority of Iowa City's homeless population with shelter because of an influx of people from Illinois.
    Simple math supports the first half of her claim. The house has a 29-person capacity in a county with thousands of homeless people.

    Adult Literacy Proficiencies The importance of, and opportunities presented by, lifelong learning programs are in part reflected by assessment of adult literacy proficiencies. This section provides information is to service providers and funding agencies with information about the geographic distribution of adult literacy proficiency. The tables and graphics presented here can provide information about the relative degree of need for adult literacy services in different geographic areas and assist with prioritizing and targeting limited resources for service provision. Background . The National Adult Literacy Survey (NALS) is a statistical program of the National Center for Education Statistics (NCES) that was designed to measure the nature and extent of literacy skills among the U.S. adult population (16 years old and older). NALS was designed to offer policymakers, researchers, and educators a variety of statistics on the condition of adult literacy in the U.S. The 1992 survey assessed the literacy skills using simulations of three kinds of literacy tasks that adults would ordinarily encounter in daily life. NALS estimates were used to profile literacy abilities of the nation's adults on three scales: prose, document and quantitative literacy. Proficiencies were reported on a scale of to 500. Five performance levels were designated on each scale: Level 1 (225 and under), Level 2 (226-275), Level 3 (276-325), Level 4 (326-375) and Level 5 (above 375).

    Iowa lies in the heart of the Midwest, bordered on the east by the Mississippi River and on the west by the Missouri. The landscape is generally characterized by gently rolling plains consisting mainly of open farmland, with clusters of deciduous woodland and crisscrossing streams to complete the picture.
    Exceptions to the typical landscape are found in the northeast corner of the state with its rock cliffs, and in the river bluffs along the eastern and western borders. Iowa's rivers feed into the Mississippi River from the eastern two thirds of the state, and into the Missouri River mainly from the southwest portion of the state. Geologically, Iowa is a young land. All of Iowa's surface formations were formed in the last 25,000 years, a blink of an eye in geologic time. Glaciers shaped the land during the last ice age, which ended about 10,000 years ago. The glaciers smoothed out the landscape, depositing layers of rock and debris on top of the existing sedimentary rock. The top, newest layer of earth is the rich soil of Iowa that farmers currently use to lead the nation in crop production.

    The U.S. Geological Survey (USGS) has served as the Nation's principal collector, repository, and interpreter of earth science data for more than a century. The USGS has been assessing, mapping, and reporting on Iowa's earth resources since the early 1900's. Ongoing USGS programs include activities in water availability and quality, natural hazards, biological, geographic and cartographic information, contaminated environments, land and water use, and mineral resources. Examples of these programs, many of which are conducted in partnership with State and local agencies, follow.
    Ground-Water Resources
    Ground water is the primary source of drinking water for Iowa's population. Information is needed by State and local governments to understand trends in water levels and water quality in the principal aquifers and to develop policy and management decisions related to their use. The USGS, in cooperation with the Iowa Department of Natural Resources (DNR), collects and compiles water-level data from a statewide network of about 150 observation wells ( fig. 1

    Minnesota MetroGIS DataFinder ( www.metrogis.org ) was the winner of the inaugural Geography Network Challenge. The contest, sponsored by ESRI and the National Geographic Society, was started to increase the awareness of Internet mapping services and recognize innovative Internet mapping applications. Entrants to this year's contest came from federal, local, private, and academic organizations throughout the world. Minnesota MetroGIS DataFinder was the first place winner of the
    inaugural Geography Network Challenge. The overall winning entry from Minnesota MetroGIS DataFinder was a collaborative effort by more than 250 local governments and associations. This ArcIMS application enables shared use of geospatial data in the seven-county Twin Cities Metropolitan Area of Minnesota through map services available from the Geography Network. Other winners include the Chicago Police Department; Iowa State University; City of Sydney, Australia; and the United States Geological Survey. The Geography Network Challenge was open to all organizations hosting live map services or spatial solutions on the Geography Network. Sites were judged on creativity, performance, documentation, user-friendliness, and visual clarity. The top winners receive ESRI credits redeemable for ESRI conference registrations and workshops, ESRI Virtual Campus courses, or training at any ESRI regional office or international distributor facility. Finalists receive subscriptions to the National Geographic Magazine.
