161C.6 Organic nutrient management program.
The division shall establish an organic nutrient management program as provided by rules which shall be adopted by the division. The program shall be supported from moneys deposited in the organic nutrient management fund. a. The program shall provide financial incentives to establish livestock manure management systems to facilitate the proper utilization of livestock manure as a nutrient source, and to protect the water resources of the state from livestock manure runoff. b. A person shall not be eligible to participate in the program, unless the person is an individual family farmer, an individual actively engaged in farming as provided in section 9H.1, subsection 1, paragraphs "a" through "c" , or the person is a family farm corporation, family farm limited partnership, a family trust, or a family farm limited liability company, all as defined in section 9H.1. c. The amount of moneys allocated in cost-share payments to a person qualifying under the organic nutrient management program shall not exceed fifty percent of the estimated cost of establishing the system or fifty percent of the actual cost, whichever is less. d.

Overview
Resource Management (RM) is a contracting model for solid waste management in which waste generators and contractors share financial benefits from “resource efficiency” innovations, including source reduction, reuse, recycling and composting. RM changes the nature of current disposal services to support waste minimization and recycling. What is Resource Management (RM)?
Solid waste and recycling contracts directly influence how the vast majority of waste streams are managed. However, most waste and recycling contracts feature a profit incentive for contractors to maximize disposal levels (hauls) and/or a limited scope of service with multiple contractors handling separate waste streams or recyclables. This “fragmented” approach often lacks an emphasis on recycling and resource efficiency. Furthermore, waste and recycling contracts are often loosely managed—once rates are established, waste generators tend to only contact their contractors if waste and recycling containers overflow. For these reasons, traditional contracts do not tend to support waste minimization efforts.

Of the $705,000 needed to purchase and install the turbine, the Energy Bank Program provided $455,000 in low interest loans and the AERLP provided $250,000 at zero interest, effectively saving the district $72,000 in interest. When planning a renewable energy project, look for organizations that can leverage the zero interest loans available from the Energy Center through the AERLP. By taking this route, a qualifying organization can fund its entire project upfront and repay the loan with the energy savings - making the project budget neutral. The following list of state and federal programs offer incentives and financing options for developing renewable energy facilities. While this listing is fairly comprehensive, it most likely is not all inclusive. Other opportunities may exist with local municipalities, business development groups or local utility companies.
