Dear Friends, The Massachusetts Education Reform Act of 1993 calls for dramatic changes in public education over a 7-year period. Among the major improvements are greater and more equitable funding to schools, accountability for student learning, and statewide standards for students, educators, schools and districts. While there is still much to be done to achieve our goals, substantial progress has been made in schools throughout the Commonwealth. Many people have asked for an update on Education Reform at its midpoint, including the Governor and legislative leaders, members of the State Board of Education and local school committees, the Massachusetts Education Reform Review Commission, advisory councils, and parents. I hope this progress report is helpful in answering your questions.

This is Board in Brief , This is Board in Brief, issued at the request of Commissioner David Driscoll to bring you up to date on Board of Education matters. This is a report on the regular monthly meeting on Tuesday, May 25, at Falmouth High School in Falmouth. Report by the Chairman Board Chairman James Peyser opened the meeting with a brief report on the forum on school and district accountability that the Board sponsored on May 18th. Information presented at that forum by Dr. Paul Hill of the University of Washington and others will be considered by the Board in establishing the Massachusetts system for school and district accountability. The Chairman also reported on the ongoing work of the Joint Board of Education-Board of Higher Education Commission on Educator Preparation. In concluding his opening remarks, Chairman Peyser stated that the Board plans to move forward in June to amend the Special Education Regulations, after giving careful consideration to comments the Board has received from the public and from the Joint Committee on Education. The Chairman said the regulatory reform effort is intended to improve educational outcomes for all students, including students with disabilities.

Missouri Mandates Boater Education
Missouri has become the 34th state in the nation to mandate boater education. Beginning on Jan. 1, 2005, boater safety course requirements in Missouri apply to anyone who was born after Jan. 1, 1984. The Missouri Water Patrol will issue lifetime boater certification licenses. The bill allows boaters who are licensed by the U. S. Coast Guard to bypass the mandatory Missouri certification. The bill does not change the legal age for operating a boat on any Missouri waterway which remains at 14. Stops for the purpose of checking boaters strictly for proof of certification is prohibited under the provisions of the bill.

The Clinical Laboratory Improvement Act of 1988 (CLIA '88) has drastically altered the management and use of the physician's office laboratory. Physicians who had managed a clinical laboratory as part of their practice for one year before the implementation of the law are effectively "grandfathered in" meeting the qualifications to be a director of a moderately complex laboratory. Those physicians who completed resident training after September 1, 1993 or have no previous experience as laboratory directors need 20 hours of continuing medical education credit in clinical laboratory practice in order to qualify as a laboratory director of a moderately complex laboratory. This course utilizes linked information to present pertinent information about a topic. Many of the links are to the Survey Procedures and Interpretive Guidelines for Laboratories and Laboratory Services. This document contains the regulations as published in the Federal Register as well as guidelines for inspectors to determine if the laboratory is in compliance with the regulations. We must state that this is not an official version of the manual to satisfy the people at HCFA. It is imperative that you read all the links of a particular module since some of the questions are only covered in the links.

EC PHARMACY UPDATE
The Iowa Pharmacy Association (IPA) adopted a policy in 2001 (DOC-20K) that supports patient access to emergency contraception products and the voluntary involvement of pharmacists in emergency contraception programs. The Iowa Board of Pharmacy and the Iowa Board of Medical Examiners are working to establish a framework to facilitate collaborative initiatives under the Iowa Pharmacy Act. Currently, pharmacists work with physicians to develop protocols to administer immunizations. IPA recently hosted a presentation on the Pharmacists Role in Emergency Contraception. Representatives from the Iowa Family Planning Association and Planned Parenthood were invited to attend. The Iowa Family Health Bureau is providing training on EC targeted to Title X providers, but this training can include other health care professionals. The Family Planning Council and Planned Parenthood of Greater Iowa have received some support to develop materials and ads to increase awareness about EC. Back to top

    Issues and Agenda
    Adequate time is needed for professional development and collaborative planning. Collaborative planning time should include the following activities:
    • Reviewing information on current status of school/district expectations for students and progress in meeting those expectations
    • Reviewing and discussing better or alternative practices in other schools, districts, or states
    • Interacting with the community on both of the above activities
    Adequate time for instruction, including the necessary individualization strategies, is also a big issue. We should consider the functional needs that technology can support, because they offer some relief to the current allocation of human time in our system: Instructional Technology Direct improvements in the instructional process continue to emerge by virtue of technology, which includes distance learning, computer-managed instruction, and all manner of individualization strategies.

    Introduction
    On December 18, 2003, members of the Iowa House and Senate Caucus staff, the Iowa Department of Education, the Iowa State Board of Education, the Iowa Board of Examiners, and other state education policy leaders convened in Des Moines to discuss the emerging policy issue of alternative routes to preparation and licensure of teachers. Dr. Ginger Reynolds of Learning Point Associates began the meeting with a brief welcome and overview of the transition of the North Central Regional Educational Laboratory (NCREL) to Learning Point Associates. Learning Point Associates was founded as the North Central Regional Educational Laboratory in 1984. NCREL continues its research and development work as a wholly owned subsidiary of Learning Point Associates. Dr. Reynolds followed the welcome by discussing the agenda and presenting an overview of the day's events. She briefly explained the purpose of the forum and spoke on the challenges and successes of dealing with alternative routes to preparation and licensure of teachers.

    owa experienced dramatic growth in the number of school-based health centers between 1995 and 1997, when centers increased from 2 to 18. As of 1999/2000, 26 centers were operating in the state. Most (14) of the centers are located in suburban areas. The state general fund allocates $2.8 million for the centers.
