321 E. 12th Street Des Moines, IA Most of Iowa's pre-1950 homes contain lead-based paint. Young children who live in pre-1950 homes become lead-poisoned when they put paint chips or exterior soil in their mouths or when they get house dust and soil on their hands and put their hands in their mouths. In addition, adults who remodel or repaint these homes may be lead-poisoned if they disturb the lead-based paint. Although lead poisoning can cause serious health problemsincluding deathmost lead-poisoned children demonstrate no visible symptoms. This makes it much more important to have an effective program to prevent childhood lead poisoning. Port Louisa is the northernmost refuge in the Mark Twain Complex. Four Divisions are managed by Port Louisa NWR - Louisa, Horseshoe Bend, Big Timber and Keithsburg.     New Storm Water Regulations in the Spotlight Municipal wastewater treatment systems in Iowa which were forced to scramble to obtain storm water discharge permits by March 10, 2003, found help in workshops sponsored by IAMU. Speakers presented information on the required components of pollution plans. Joe Griffin, IDNR Storm Water Coordinator for the state, along with IDNR (Iowa Department of Natural Resources) field staff provided information on the requirements of the storm water regulations and on-site annual inspections. Wayne Petersen, Urban Conservationist with NRCS (Natural Resource Conservation Service), Coralville, discussed best management practices to prevent on-site soil erosion and sediment loss and Lynn Pitts of IDNR discussed good housekeeping practices for on-site storage and handling of chemicals, along with spill containment and vulnerability assessments. All speakers were available to provide direct assistance to wastewater system managers when discussing the individual components of pollution prevention plans. IAMU will continue to provide training and guidance on storm water issues in Iowa.     What is the Iowa Water Quality Action Plan?
    The Iowa Water Quality Action Plan is a call to action. It presents a series of actions that must be carried out to ensure that our water is safe for drinking, for playing, and for a diversity of life and a sustainable economy in our state.
    The Action Plan consists of 12 goals, each with a set of implementation strategies. The Action Plan recognizes our need for better data about the condition of our water resources. It also recognizes the need for leadership at all levels and the importance of local people working in partnerships to develop local solutions. In addition, the Action Plan responds to the general public's demand for more information about our water resources.
    Why was the Action Plan needed?
    There are many reasons for concern about Iowa's water quality. Iowa's water quality protection programs are seriously underfunded, while the state has increasing need for strong enforcement, monitoring, and oversight. Land is quickly being developed and paved, leading to greater stormwater runoff, increased sediment loads, and loss of habitat. Growth often occurs without the infrastructure to support it, increasing the potential for surface water and groundwater contamination. Hazardous waste sites threaten water quality on both urban and rural lands.

    Washington, DC, February 17, 2004 The Council of Chief State School Officers (CCSSO) announces the members of its newly created Task Force on Special Education. This task force has been assembled in an effort to better understand the implications of federal regulations and other legislation aimed at helping students with disabilities learn to their potential, namely the Individuals with Disabilities Act (IDEA) and No Child Left Behind (NCLB). “Educators in every state in our nation want to improve the learning outcomes for student with disabilities,” said Terry Bergeson, Washington State’s Superintendent of Public Instruction and chair of the CCSSO Task Force. “We must take advantage of this opportunity to move away from our heavy emphasis on compliance to a stronger focus on higher learning and achievement levels for all students with special needs.”

    Yesterday was a great day on the campaign trail, as Governor Tom Vilsack joined John Drury in Garner, Forest City and Mason City to meet with and listen to the concerns of North Iowans.
