The purpose of this section is to establish procedures to assist school authorities in fulfilling their responsibility under Education Law sections 3204 (2) and 3210 (2) (d) and in meeting their responsibility of determining the competency of the instructor and substantial equivalence of instruction being provided at home to students of compulsory attendance age, and to assist parents who exercise their right to provide required instruction at home to such students in fulfilling their responsibilities under Education Law section 3212 (2).

299.1 Attendance requirements.
Except as provided in section 299.2, the parent, guardian, or legal or actual custodian of a child who is of compulsory attendance age, shall cause the child to attend some public school, an accredited nonpublic school, or COMPETENT PRIVATE INSTRUCTION in accordance with the provisions of chapter 299A, during a school year, as defined under section 279.10. The board of directors of a public school district or the governing body of an accredited nonpublic school shall set the number of days of required attendance for the schools under its control.
The board of directors of a public or the governing body of an accredited nonpublic school may, by resolution, require attendance for the entire time when the schools are in session in any school year and adopt a policy or rules relating to the reasons considered to be valid or acceptable excuses for absence from school.

Des Moines, IA 50319 Dear Mr. Voy: This responds to your request for an interpretation regarding the use of 12 to15-passenger vans by child day care providers to drop off and pick up school children from school. You asked three questions, which are addressed below: Question 1. Do the federal motor vehicle safety regulations relating to the sale and lease of school buses apply to vehicles [new buses] sold or leased to publicly or privately owned day care facilities who use these vehicles to transport school-aged children to and from school as a part of their day care services? As explained below, the answer depends on whether the new buses will be "significantly" used to transport school children "to or from" school or related events. If the bus will be used for such purpose, a school bus must be sold, regardless of whether such transportation is provided by a school or a day care facility. The National Highway Traffic Safety Administration (NHTSA) has the authority to regulate the first sale or lease of a new vehicle by a dealer. Our statute at 49 U.S.C. §30112 requires any person selling or leasing a new vehicle to sell or lease a vehicle that meets all applicable standards. Under our regulations, a "bus" is any vehicle, including a van, that has a seating capacity of 11 persons or more. Our statute defines a "school bus" as any bus which is likely to be "used significantly" to transport "preprimary, primary, and secondary" students

Classification of Residents and Nonresidents for Admission and Tuition Purposes
  • General: Persons enrolling at one of the three state universities shall be classified as residents or nonresidents for admission and tuition purposes by the Registrar or someone designated by the Registrar. The decision shall be based upon information furnished by the student and other relevant information. In determining resident or nonresident classification, the issue is essentially one of why the person is in the state of Iowa. If the person is in the state primarily for educational purposes, that person will be considered a nonresident. For example, it may be possible that an individual could qualify as a resident of Iowa for such purposes as voting or holding an Iowa driver's license and not meet the residency requirements as established by the Board of Regents for admission and tuition purposes. The Registrar, or designated person, is authorized to require written documents, affidavits, verifications or other evidence deemed necessary to determine why a student is in Iowa. The burden of establishing that a student is in Iowa for reasons other than education is upon the student. A student may be required to file any or all of the following:

    Following are various policies that the Extended University Directors and/or the University Board of Trustees have adopted over the years to ensure that all students are treated fairly and equitably. Cheating and Plagiarism The term "cheating" means the use of unauthorized books, notes or other sources in the giving or securing of help in an examination or other course assignments. "Plagiarism" means the presentation of another’s published or unpublished work as one’s own. Because cheating and plagiarism are an affront to the University community as a whole and a denial of the offender’s own integrity, they will not be tolerated. Detected cheating or plagiarism will result in consequences that may, at the faculty member’s discretion, include course failure. In addition, an offender may be reported to University administration for possible disciplinary action, which may include suspension or dismissal from the University.     E-Mail: David.Lorenzen@dot.state.ia.us Motor Carrier Seminars The Iowa Department of Transportation's Office of Motor Vehicle Enforcement provides training seminars which are required by Iowa law for carriers requesting liquid and/or passenger for hire authority. Successful completion of this course satisfies the code requirement. The required $200 fee will allow a carrier to register and send as many personnel from their operation as they desire. This one-day seminar focuses on assisting the carrier with an awareness and understanding of what rules, regulations and laws they are required to comply with in relation to commercial vehicle operations. Motor Vehicle Presentations The Iowa Department of Transportation's Office of Motor Vehicle Enforcement may provide presentations on specific topics as requested. Topics such as commercial driver's license, hours of service, equipment inspection criteria, weight laws, and duties of motor vehicle enforcement officers are some of the more common requests. Requests should be directed to Captain Dave Lorenzen.

DUBUQUE STREET 7:30 P.M., TUESDAY, APRIL 11, 2000 PRESIDENT MATT GOODLAXSON, PRESIDING MEMBERS PRESENT: Matt Goodlaxson, Don Jackson, Nick Johnson, Al Leff, Lauren Reece, Dale Shultz and Peter Wallace. ICEA Update Marla Swesey, ICEA president, stated she appreciated the Board's response to the teacher input on the Ends Policies. Ms. Swesey stated she had recently attended the ISEA meeting in Ames at which Governor Vilsack spoke on recruit, retention and respect for teachers. Ms. Swesey stated that Governor Vilsack emphasized how important it is to educate the public on how serious educational issues are in the state. Student Representatives Update Mary Larew shared with the Board activities taking place at West High School. In addition, Ms. Larew stated she and the Student Senate are working on Ends Policies responses for the Board and should have them available next Wednesday.
