Iowa Teacher Shortage Areas by Discipline
The Iowa teacher shortage areas are designated annually by the Iowa Department of Education. The following shortage areas are designations for 2003-2004. If you receive a forgivable loan for a subject area and the subject area subsequently does not remain on the shortage area list, you may continue to renew your forgivable loan provided you meet all application and eligibility requirements.
The shortage area designations are for the Iowa Teacher Shortage Forgivable Loan Program may vary from the shortage areas designated for federal loan cancellation programs. A complete list of federally designated shortage areas for deferment purposes may be found on the U.S. Department of Education’s web site at http://www.ed.gov/offices/OSFAP/Students/repayment/teachers/tsa.html

MISSION STATEMENT: The Workforce Development Department will commit it's resources to Iowa's prosperity by working to ensure the income security, productivity, safety and health of all Iowans. One of IOSH Consultation and Education's goals is to reduce the incidence of injury or illness to workers by enhancing ability to identify and control safety and health hazards. Employers can learn about potential hazards at their worksites and improve their occupational safety and health management systems by using the free consultation services. This service is delivered by the State of Iowa using well-trained professional staff. Most consultations take place on-site, though limited services away from the worksite are available. This program is completely separate from the IOSH Enforcement staff, no citations are issued or penalties proposed, and it is confidential SHARP and VPP are company recognition programs for safety and health management awarded by the Commissioner of Labor on behalf of the Governor of Iowa.

Outstanding Obligations Report Analysis OVERVIEW State and local governments report $7,897,637,968 in outstanding obligations as of June 30, 2003. The largest portion of outstanding debt on June 30, 2003, is made up of "general obligations" equaling $3,381,995,129 (43%) and "revenue" obligations equaling $2,083,497,807 (26%). The most commonly reported purpose for issuing obligations is "Public Buildings/Schools," with $2,351,369,815 (30%). The purpose category "other" ranks second, totaling $1,773,896,482 (22%). The purpose category “utilities/sewers” ranked third, totaling $1,397,991,625 (18%). SHORT TERM DEBT OBLIGATIONS The body of the report this year has a breakout of the short-term debt obligations for each entity. Short-term debt is an obligation of the entity, but is primarily used for cash flow purposes or in anticipation of issuing longer-term debt at a future date. There may or may not be a tax levy which supports this debt. CITIES Cities report the greatest amount of outstanding obligations, with $3,155,109,112 outstanding as of June 30, 2003. Most of these obligations fall under the purpose category "utilities/sewers" (29%). The security classification most often reported is "general obligation" (61%), followed by "revenue" (29%).

General Questions on the ACT Assessment
The ACT Assessment, or "A-C-T" as it is commonly called, is a national college admission examination that consists of tests in: English Mathematics Reading Science ACT results are accepted by virtually all U.S. colleges and universities. The ACT includes 215 multiple-choice questions and takes approximately 3 hours and 30 minutes to complete with breaks. Actual testing time is 2 hours and 55 minutes. In the U.S., the ACT is administered on five national test dates, in October, December, February, April, and June. In selected states, the ACT is also offered in late September. The 2003-2004 basic registration fee is $26.00 ($29.00 in Florida; $42.00 outside the U.S.), which includes score reports for up to four college choices for which a valid code is listed at time of registration. The ACT Assessment test is prepared according to the:

The University of Iowa Hospitals and Clinics Hospital Dentistry Institute offers a one-year, fully accredited residency-training program. The General Dentistry Residency Program is designed to prepare the general dentist to provide a wide range of comprehensive dental services to all types of patients, with an emphasis on the medically and physically compromised. Two teaching facilities are utilized to provide educational and patient care experiences, the University of Iowa Hospitals and Clinics, and the Veterans Affairs Medical Center. Local Efforts Iowa's education standards require the board of education in each LEA to "adopt a plan for the efficient and effective use of technology in the instructional program." This plan "shall provide for the understanding and use of current technology by staff and students and shall include a procedure to review the district's utilization of technology as a teaching and learning tool." Technical assistance in the development of these plans is generally provided by the educational services and media personnel of Iowa's intermediate education agency, the AEA Area Education Agency. State Efforts At the state level, the following efforts are being made:
  • The State Board of Education's "strategic plan" includes an objective addressing "instructional technology," which declares that "the power of technology will be harnessed in Iowa schools and community colleges to help students learn."
  • The Department of Education has appointed a technology commission to develop "a clear and compelling vision for using technology to transform the education system at the building, district, area and state levels to support the teaching and learning process." This commission will conduct policy and practice analyses and provide a forum for addressing issues in technology.

    As one of the newest Centers in the system, Iowa Falls opened its doors in the fall of 1996, and is growing every term, offering more and more opportunities to more and more students. "This has been a really exciting experience," says the Center's dynamic Director Angie Redmond. "Working with the students here is really energizing. They are such dedicated, motivated people. In addition, I am happy to be able to provide them with the kind of faculty they deserve- extremely qualified, active professionals who know what they are talking about. Our faculty is outstanding." That outstanding faculty includes Loren Langford, business instructor, experienced educator, entrepreneur, businessman, and recipient of the student-chosen Iowa Falls Faculty of the Year award in 1998. Education instructor Homer Mileham's career in education covered the spectrum from teaching high school English, speech, and drama to coaching football and acting as a principal and athletic director for fifteen years. Also an education instructor, Barbara Dilsaver has taught middle school for 33 years and has been honored as Outstanding Adjunct Faculty Member at both Iowa Falls and Fort Dodge. Besides being a favorite history instructor, Steve Murra is a Ph.D. candidate at the University of Northern Iowa, a coach and rugby enthusiast, and an active political volunteer in the community. These instructors combine strong academic credentials, real world experience and an abiding enthusiasm for their subjects.

    Budget cuts have become the norm for local school districts this year, forcing administrators to make sweeping cutbacks. That trend will continue into the summer months as the Waukee and West Des Moines school districts decrease or eliminate summer school and enrichment programs.
    As an alternative to completely eliminating summer classes, West Des Moines schools will rely partially on donations - and heavily on fee-based programs. The district has received money from Mercy Medical Center for special education courses and funds from PTAs for traditional enrichment courses.
