About the Iowa Water Pollution Control Association IWPCA General Information The Iowa Water Pollution Control Association, founded in 1915, exists today as an organization of professionals committed to the education and advancement of water quality and water pollution control techniques. The 600 plus members consist of educators, operators, engineers, regulators, municipal officials, manufacturers and equipment suppliers, contractors, and students. The IWPCA is directed by an Executive Board of members from different regions across the State of Iowa. The Executive Board consists of seven members and directs the activities of over seventeen committees. These committees lead the effort of educating its members and the public regarding current water pollution control and water quality topics. The IWPCA's goal is education and improvement in the quality of Iowa waters.

Mission Statement
The Division of General Pediatrics of the Children's Hospital of Iowa is dedicated to providing excellence in pediatric care to the infants, children, and adolescents of Iowa and surrounding states. Patient care is provided in an academic setting that encourages the use of evidence based knowledge and encourages patients, parents, families, and trainees to be active participants in the health care process. Division faculty members demonstrate excellence in teaching, create and disseminate new knowledge, and serve in positions of responsibility in professional organizations. The Division members is comprised of sixteen university-based pediatricians, a social worker and two child development specialists with diverse clinical and academic interests. CTE Mission Iowa's educational system has the dual objectives of preparing students for careers and other life roles such as citizen and parent. Education for career and life roles is a prominent part of an effective vehicle for advancing individual skills and related education. It may be provided by public or private institutions or agencies utilizing a variety of community resources and will be offered at the secondary and postsecondary levels. Such programs represent instruction that will be available to all individuals who want, need, and can profit from it. It should be provided to all regardless of race, age, gender, physical, mental, academic or economic condition, and must be easily accessible to all. CTE governance structure Perkins funds are distributed through the Iowa Department of Education. The Iowa Department of Education also is responsible for administration of secondary CTE with the Department of Economic Development responsible for administration of postsecondary CTE. The State Board of Education oversees programmatic control of both secondary and postsecondary CTE.

General Education Interventions Problem-Solving, Child Study Teams
Check for the general education interventions process used within your district.
A general education intervention is an attempt by a child's classroom teacher, with input from others, to resolve a problem the child is having before a referral is made for a full and individual evaluation. Interventions require direct instruction and data is collected to determine if the intervention is effective. The premise behind the practice is that many concerns can be resolved by the classroom teacher resulting in the child remaining in general education classes. Each AEA and LEA has developed individual procedures and practices to conform to this rule. Check within your district for the process used. The practice of general education interventions being implemented prior to referral is part of Iowa Administrative Rules of Special Education
Prior to conducting a full and individual evaluation the LEA in conjunction with the AEA shall attempt to resolve the presenting problems or behaviors of concern in the general education environment.

Iowa State University Ames, Iowa Introduction Extension is a major educational provider in adult and continuing education, particularly for agricultural audiences. The advent of computers and the information age has caused a knowledge explosion and created a continuing need for unbiased information available through Extension education. One of the most important clientele for Extension programs is beginning farmers. Education for beginning farmers has become critical in recent years. Recent census data indicates that an increasing number of beginning farmers will be needed to replace those who exit farming. In Iowa, Lasley (1996) reported that approximately 16,000 new farmers will be needed to replace retiring farmers. Extension, therefore, has the challenge of providing education and information to these beginning farmers. Future Extension program planning and delivery is expected to place more emphasis on the educational outcomes of its clientele and continuing as a facilitator in the teaching/learning process. Meier (1989) concluded, "In the 1990's [Extension's] emphasis will be shifted to discovery learning, problem-solving, and application skills." Jones (1992) argued that one of the essential needs of Extension clientele is critical thinking that will help them solve problems and make decisions, and that for Extension to continue as a viable adult education organization, it must incorporate critical thinking and problem-solving skills into its curriculum.

DES MOINES, IowaIowa education is at a crossroads. The educators, many of whom are fed up with low pay and increasingly difficult environments, are following an uphill path, taking on more responsibilities and losing colleagues to other professions as the climb gets steeper. The state government, which acknowledges the need for change in teacher pay and evaluation, is marching up another path, coping with disturbing statistics and facing angry reactions as new education bills are drafted. As both sides meet in the middle, they lock horns over the best solution to the problems facing the education workforce in Iowa, but despite different proposals to tackle each side's respective challenges, the same troubling fact is at the core of the dissention. The workforce is changing - educators are getting older, fewer teachers remain in the profession beyond the first years, fewer graduates are accepting positions within the state - and according to both teachers and legislators, some aspects of the current system need to be revised if Iowa is to retain the high quality of education residents have come to expect. "If you look at the performance of students, it's obvious that teachers have risen to the occasion again and again and again," said Lee Tack, division administrator for the financial and information services of the Iowa Department of Education.

State says Council Bluffs program targeted lower-income Latino immigrants with deceptive representations that it provides h.s. degree qualifying students for college.
DES MOINES. The Iowa Attorney General's Office has asked a court to prohibit all business in Iowa by a purported adult education program that operated in Council Bluffs, unless the program cooperates with a state consumer fraud investigation of allegations of deception and misrepresentation. In a court action filed today in Des Moines, the State Consumer Protection Division said "California Alternative High School" has failed to comply with a subpoena. The subpoena seeks information to determine if the private corporation engaged in deception by representing that completion of its program would be equivalent to a high school diploma or GED general equivalency degree and would qualify consumers for acceptance at colleges and universities. The program reportedly cost about $600 for ten weeks of classes, three hours per week. The action asked the Polk County District Court to prohibit "California Alternative High School" and its "Principal," A.D. Gossai from any further advertising or sales in Iowa if they fail to comply with the subpoena. The program appears to have stopped activity in Iowa, but the action seeks a formal court order shutting down the purported school unless it complies with the consumer fraud investigation. The subpoena seeks names of those who paid for classes, and other things.

Overview and Infrastructure
The Iowa Communications Network (ICN, also known as the Iowa Educational Telecommunications Network) is a state-owned and -controlled 3,000-mile fiber optic network created in 1993 to connect Iowa's 99 counties with data, voice, and video services. The estimated cost of construction of the backbone, about $85 million, is being shared by several contributors. The state has committed $5 million a year for five years, and federal grants and other forms of financing are also being used. Some users will pay fees. The average cost of operation for each site is estimated to be about $18 an hour. The network maintains 129 video sites in school districts, libraries, and government offices across the state. The system is designed to serve the administrative needs of state government and to provide services to public and private educational users. Educational users and educational applications are given the highest priority. The ICN is overseen by the Iowa Telecommunications and Technology Commission, the Educational Telecommunications Council, and 15 regional telecommunications councils. The regional councils will deal with regional and local issues that arise concerning educational uses of the network.
