Agencies are mandated to protect and advocate for the rights of people with mental illnesses and to investigate reports of abuse and neglect in facilities that care for or treat individuals with mental illnesses. These facilities, which may be public or private, include hospitals, nursing homes, community facilities, board and care homes, homeless shelters, jails, and prisons. Agencies provide advocacy services or conduct investigations to address issues that arise during transportation or admission to such facilities, during residency in them, or within 90 days after discharge from them. Download this paper in PDF format BACK In FY 98, the state appropriated $54.8M from its general fund for education technology: FY 00, with the exception of an additional $700,000 in subsidies in FY 99 and only $2.7M for district lease costs in FY 00. ICN classrooms to receive $4 million from Star Schools. This fall, thanks to the Star Schools Program, schools with Iowa Communications Network (ICN) video classrooms will be eligible to receive additional funding to improve the quality of K - 12 distance education for their students.
  • In 1987, Iowa wrote a plan for developing the infrastructure to connect schools and colleges to a telecommunications network by 1999. In 1993-94, a state commission drafted a long-range vision for education technology. The earlier plan has undergone evaluation and annual revisions. The latter has undergone informal revisions and is currently undergoing more formal revision. The state has not done a formal cost analysis of the plans. In FY 98, the state appropriated $54.8M from its general fund for education technology:

    The Prairie Lakes AEA Annual Progress Report is available online. As a newly merged organization, this is the first opportunity for us to share student learning information for AEA 8. Some highlights: AEA 8 students perform above national averages in reading, math and science. More students in grades 4, 8 and 11 are proficient in reading as compared to their Iowa peers. (Page 5) In math, more 4th and 8th grade students in Prairie Lakes AEA are proficien than the Iowa average. (Page 11) Science statistics are impressive in AEA 8! Check out page 16 for the numbers.     Last Revision Date: October 1998 A child with developmental delay is a child who is not achieving certain skills as quickly as expected. In otherwords, the child is not reaching developmental landmarks at the usual age. One subset of children with developmental delay includes those with very early onset of their disorder. These children have delay in walking and other motor skills and their motor difficulties do not get worse over time. This is often referred to as "cerebral palsy." Conditions that are genetic (inherited) are not usually included in this category. Very low birth weight infants account for many, but not all, children who meet the criteria for "cerebral palsy." Causes There are numerous causes of developmental delay. One of the goals of the Pediatric Neurologist is to identify the cause of a child's neurologic or develomental problem. Sometimes this task is easy (for example, if a child had obvious brain injury from a severe brain infection), but more often it is difficult and may require a variety of different tests. The tests we recommend are based on the information we gather from parents and the findings on physical examination. It often takes more than one clinic visit to identify a specific disease, condition or syndrome. Children are constantly changing. As we follow this pattern of change, new diagnoses may be considered. Often, despite the tests and several clinic visits, we are unable to identify a specific diagnosis.
