Rome, Italy The Aid agencies workshop on " Education for rural people: Targeting the poor " was organized on 12-13 December 2002, Rome, Italy, to bridge the education gap between the rich and the poor, between urban and rural areas, and to promote equal access to and completion of quality basic education. More than 60 experts from international aid agencies, NGOs, Foundations and Universities attended the meeting which was organized by the Extension, Education and Communication Service (SDRE) of the Food and Agriculture Organization of the United Nations (FAO). The United Nations Educational Scientific and Cultural Organization (UNESCO) provided technical cooperation and the Italian Development cooperation funded the initiative. The workshop assumption was that a better coordination of aid agencies can improve education for rural people, which is crucial to reducing poverty and inequities in a world where the richest 1% of the population receives as much income as the poorest 57%, where 2.8 billion people still live on less than $2 a day, of whom 70% of this poor live in rural areas. It is mainly among the rural poor indeed that live the 130 million children out of school and the 880 million illiterate adults and the 800 million undernourished people. The outcomes of the workshop were:
  • A consolidated awareness among aid agencies of the importance of Education for rural people (ERP) as an essential component of education for all, poverty alleviation and rural development strategies.

Education Groups Sound the Wake-Up Call: School Funding Crisis is Real
The state's leading education groups are banding together in a massive grassroots organizing effort to warn Iowans that our schools face a funding crisis that will affect educational quality for years to come.
The Iowa Association of School Boards (IASB), Iowa State Education Association (ISEA), and School Administrators of Iowa (SAI), announced today that they intend to take their case to the people of Iowa through a series of community forums and informational meetings in various locations across the state in the weeks ahead.
"We stand at a crossroads," said IASB President Susie McDermott, a former Cedar Rapids school board member. "We're joining together to wake up our communities to the fact that the school funding crisis is real. We've moved beyond 'doing more with less' and are now looking in the face of doing 'less with less.' We don't believe that's what Iowans want."

In August, all Area Education Agencies from around the state and the Iowa Department of Education cooperated to bring Lynda Franco from the Center for Applied Linguistics to our state. She presented via the ICN (Iowa Communications Network) for two days to 111 teachers on the topic "Enhancing English Language Learning in the Elementary Classroom." Contact your local Area Education Agency or the Iowa Department of Education for events that she will conduct in the future on the same topic at the secondary level. On September 20 and 21, 2001, Area Education Agency 6 along with the Iowa Department of Education hosted Dr. Alba Ortiz from the University of Texas at Austin for two days of workshops focusing on ESOL and Special Education. Nearly 300 persons from around the state attended. The 2002 Language and Cultural Concerns Conference (formerly known as the Iowa Dept of Education ESL/Bilingual Education /Refugee Concerns Conference) will be held February 20-21 at the Holiday Inn Conference Center in Des Moines Iowa (across from the airport). The theme for this year's conference is "Diversity and Unity in the Heartland." Keynote speakers are Dr. Khatharya Urn, Assistant Professor, Asian American Studies Program, University of California, Berkeley; Mr. Frank Sharry, Executive Director, National Immigration Forum, Washington, D.C.; and Ms. Patricia Davenport, Associate Director, Education Initiative at the American Productivity and Quality Center, Houston, Texas. Statewide Directives The Iowa General Assembly formed the Child Development Coordinating Council (CDCC) in 1988 to promote child development services to young children and families at-risk. CDCC administers $4.6 million to establish quality child development programs in 57 sites, including Head Start, public schools, and nonprofit centers. Parent education and support programs have been established in 12 sites. The cross-agency council ensures the development, delivery, and promotion of high-quality, family-centered early childhood services for all of Iowa's children and families. The Iowa Day Care Advisory Committee has identified program and funding streams across agencies to enable subcommittees to make more informed policy decisions and has forged a much closer link between the agencies of education, health, and human services. Iowa Code and Administrative Rules The Division of Community Action Agencies, located within the Iowa Department of Human Rights, works with the network of Community Action Agencies (CAA) throughout the state. The CAA's serve as advocates for low-income, elderly and disabled residents of Iowa. There are 18 local Community Action Agencies serving all 99 counties in the State of Iowa with a variety of programs but with a common goal: Helping People Help Themselves. The Division of Community Action Agencies, through the CAA network, administers the Community Services Block Grant (CSBG), Family Development and Self Sufficiency (FaDSS), Low-Income Home Energy Assistance (LiHEAP) and Weatherization Program. The South Central Iowa Solid Waste Agency (SCISWA) is a four-county inter-governmental unit serving Lucas Marion Monroe and Poweshiek Counties.The Agency area, which was formed in 1994, consists of 26 towns including Victor in Iowa County. The Counties and Cities in the Agency area joined forces so they could manage waste in the most effective and cost-efficient way possible and to better meet state and federal regulations. The Agency landfill - formerly the Marion County Landfill - is located near Tracy, Iowa, on approximately 600 acres that once was the site of a strip coal mine. Poweshiek County operates a Transfer station near Malcom where waste is collected and then hauled daily by semis to the landfill in Marion County.
The Board of Directors normally meets the second Wednesday of every month at the Landfill offices near
Tracy at 9:00 am.
