You Are Not Alone: For Parents When They Learn That Their Child Has a Disability
by Patricia McGill Smith If you have recently learned that your child is developmentally delayed or has a disability (which may or may not be completely defined), this message may be for you. It is written from the personal perspective of a parent who has shared this experience and all that goes with it. Many things can be done to help yourself through this period of trauma. That is what this paper is all about. In order to talk about some of the good things that can happen to alleviate the anxiety, let us first take a look at some of the reactions that occur.
Common Reactions
On learning that their child may have a disability, most parents react in ways that have been shared by all parents before them who have also been faced with this disappointment and this enormous challenge. One of the first reactions is

Hospital/Homebound Program

The Hospital/Homebound Program is part of the Des Moines Public Schools Student and Family Services Department. As mandated by federal law, students with acute medical, physical, or behavior issues can be served in the Hospital/Homebound program. Teachers in the Hospital/Homebound program must be special education certified with an endorsement in behavior disorders. The Hospital/Homebound Program includes the following programs:
  • Homebound Services
    Homebound services are provided as a temporary educational option when a student is unable to attend school due to medical, physical, emotional, or behavioral issues. Homebound teachers serve as liaison between the school and students, and supervise the implementation of the school curriculum in the home or meeting place. Course offerings will be the same as those in the regular school setting with modification to fit individual needs, disabilities or circumstances. Students will receive credit for all work and courses completed satisfactorily with evaluation and grades done by the homebound teacher in conjunction with the student's home school staff. Students must meet criteria for homebound services which is determined by their home school or by a licensed physician for those medically unable to attend school.

    Reform K-12 has a post up about a plan in Colorado to provide special education vouchers that would allow special education students to take their state education dollars with them to a private school. Let's look at what this really means...fortunately it doesn't seem too complicated to me. Chett takes issue with this claim, in particular Some parents spoke out against the bill, saying children with the mildest needs would make use of the vouchers and leave the most severely impacted behind in public schools with less money. Chett writes: That petard has hoisted many a voucher opponent, for no evidence is given for this charge. Well, the evidence is not hard to find. Florida was actually the first state to develop a voucher program (McKay Scholarships) for special education students. The Florida vouchers are actually more generous than those being debated in Colorado. Colorado is simply going to provide the basic per-student allocation to the private school ($6,000). Many special education students have higher costs of education. Florida actually factored in the level of disability, and provides funds based on need (which exceeds the state's per-student allocation). However, even Florida's fund transfer based on need does not always cover the full cost of education at a private school. And, guess what. These Florida vouchers leave the most severly impacted students behind.

    Court Opens Door for Congressional Review of IDEA BY JULIE E. LEWIS
    On March 3, the U.S. Supreme Court issued a decision that may force Congress to re-examine the federal government’s obligation to serve students with disabilities.
    In its 7-2 ruling in Cedar Rapids Community School District v. Garret F., the court held that the Individuals With Disabilities Education Act required the district to provide Garret Frey, a medically fragile high school sophomore, with the nursing services he needed during school hours. The youth was left a quadriplegic following a motorcycle accident at age 4 and now requires continuous nursing care.
    A Broad Definition The dispute involves the Supreme Court’s interpretation of "related services" for students with disabilities under the IDEA. The court determined that the related services definition broadly encompasses those supportive services that "may be required to assist a child with a disability to benefit from special education."

The Senate voted 95-3 to renew and update the Individuals with Disabilities Education Act, the 1975 law guaranteeing equal education to, by last count, 6.7 million children with disabilities.
