In September, October, and December 2002, the Iowa Program Elimination Commission invited members of the public, including public employees and others interested in Iowa government, to electronically submit suggestions for cost savings or changes in practice that would improve state government finances. Persons offering suggestions were able to submit the suggestions anonymously. PROPOSED LEGISLATION: CHARGE: Charge: (Established in 2002 Iowa Acts, HF 2627, section 217 as amended by HF 2625, section 41) The Program Elimination Commission is established to review all programs and other functions funded in whole or part with state or local government revenues, including but not limited to general taxes and fees and special revenues such as gaming and road use tax revenues. The commission shall operate with the goal of identifying a 2 percent savings for the general fund of the state. The commission's duties shall include the following:

    Iowa city unveiling statue of war-decorated Floridian
    December 10, 2002 SHALIMAR A Florida resident who is one of the nation's most decorated living war heroes will be further honored by his hometown Iowa community today. George "Bud" Day, a retired Air Force colonel who has the Medal of Honor among his nearly 70 decorations and other awards earned during his military career, will attend the unveiling of a 9-foot-tall bronze statue of himself in Sioux City, Iowa. The statue will be placed at the city's airport, which was renamed Bud Day Field in ceremonies earlier this year. Day, 77, fought in World War II, the Korean War and the Vietnam War, where he was a prisoner of war for 67 months. He was admitted to the Florida Bar in 1977 and has a law practice in Fort Walton Beach. Past 14 Days June 8, 2004

    June 21, 2001 Right to Work laws guarantee the right of employees to decide for themselves whether a union deserves their financial support. They also prevent union officials from monopolizing workers and force them to accept a more voluntary relationship with the workers they claim to represent, and the employers without whom the jobs would not exist. That such voluntarism is not only morally right, but economically efficient as well, is borne out statistically, nationwide, and in the Midwest in particular. This is true, even of wages and income, one of the most misunderstood issues surrounding the Right to Work issue. Most comparisons of Right to Work and forced-unionism states are based on gross income, unadjusted for the wide variation of living costs and local taxes. The appropriate comparison across cities, states, and regions in measuring economic well-being is the purchasing power of after-tax income. The relevant question is this: Is money income after adjusting for taxes and the cost of living, i.e., after-tax real income, higher in forced-unionism states than in Right to Work states? Several reports have addressed this question. Two early studies compared adjusted incomes in Right to Work states with those in forced-unionism states showed that while

    Center Overview
    As the only academic medical center in Iowa, The University of Iowa Hospitals and Clinics is a tertiary-care facility that draws the majority of patients from Iowa and neighboring states, offering a large and stable population of potential research participants with diverse medical conditions. The Clinical Trials Office is dedicated to facilitating the process of contract preparation, negotiation and execution. Our office streamlines industry-sponsored clinical research by negotiating contracts with industry contacts, liaising with investigators, providing expert knowledge, and coordinating with our Institutional Review Board, which meets weekly. In addition to industry-sponsored research performed in the hospital by investigators in the College of Medicine, trials are also conducted by investigators in the other health-sciences colleges such as the College of Dentistry.

    The University has decades of experience conducting clinical trials in all phases, as well as preclinical studies funded by industry. In the past year, we worked with 143 industry sponsors. As a public institution, we are dedicated to serving the public through research.

    U.S. Water News Online WASHINGTON In recent years, new plumbing equipment designed to meet state and federal water-use standards, particularly the 1.6 gallon-per-flush (gpf) toilet, has been maligned by some in Congress and in occasional press reports. But a recently released study shows that cities both large and small are successfully promoting water conservation, including water-frugal toilets, faucets, and showerheads. One major result of these cities' efforts at water conservation may be to postpone or avoid billions of dollars in water and wastewater infrastructure costs in the next two decades, according to the report. And perhaps surprisingly, many of the states that stand to benefit the most from reducing their anticipated infrastructure costs through water conservation tend to be located far from the arid West. "Water conservation makes sense even in the wettest American cities, because the biggest costs connected with water are the pipelines and treatment facilities that are needed to bring clean drinking water in and to carry wastewater out," said Edward Osann, an analyst on natural resource issues who coauthored the report for a consortium of plumbing manufacturers, environmental groups, and drinking water utilities. "Saving water means saving private and public dollars, and that's why cities from Seattle to Tampa are actively and successfully promoting efficient plumbing fixtures."
