The UI Technology Innovation Center (TIC) at Oakdale provides a nurturing environment for new business ventures that use or develop advanced technology. Its affiliate program, the Oakdale Research Park, provides locations for expanding technology-based com-panies requiring sustained research relationships with the University.

First Class Educators
Two ISEA members have been honored with the prestigious Presidential Award for Excellence in Science and Math Teaching. Virginia Swenson , an algebra teacher at Ames High School; and Kevin Brasser , who teaches science in grades 8 through 12 at Paullina, received their awards at a special ceremony in Washington, D.C., in March. Each received $10,000 from the National Science Foundation.
Des Moines teacher Michael Shaffer is one of only 39 teachers nationwide to receive the 2004 DisneyHand Teacher Award from the Walt Disney Company. Schaffer, who teaches advanced placement government and macroeconomics at Central Academy, will be honored during ceremonies in Los Angeles in July. He will receive a $10,000 honorarium and his school will receive $5,000 to be used for professional development.
Lorrie Anderson , a high school art teacher at Adel-Desoto-Minburn, has been awarded a Fulbright Memorial Scholarship to promote cultural awareness. She will take part in a three-week visit to Japan in October.
Charlotte Wetzel, a second-grade teacher at Red Oak, was honored as a distinguished alumnus by the University of Nebraska in recognition of her 55-year career.

    During the 1997 legislative session the Legislative Council enacted House Concurrent Resolution 21 which called for the creation of the Commission on Urban Planning, Growth Management of Cities, and Protection of Farmland. The Commission was composed of 21 voting members with expertise in planning, development, design, zoning, annexation, agriculture, historic preservation, transportation, and conservation. The task of the Commission was to collect information on current land use patterns and policies in Iowa. The Commission issued its final report January 1999. Seven subcommissions were appointed to consider specific issues: Finance, Annexation Private Property Rights, Land Use Planning and Policy/Urban Revitalization, Public Park and Recreation/Natural and Historic Areas, Farmland Inventories/Farmland Preservation, and Infrastructure Costs and Subsidies/Tax Implications of Development.

      Health Care:
      One of the most visible of all VA benefits is health care. VA has 162 hospitals, more than 850 ambulatory care and community-based outpatient clinics, 206 Vet Centers, 132 nursing homes, 43 domiciliary facilities and 73 comprehensive home care programs. Due to technology and national and VA health care trends, VA has changed from a hospital-based system to a primarily outpatient-focused system over the past seven years. With 22,000 fewer employees in 2002 than in 1995, VA provided care to 1.6 million more veterans across the country.

    VA's vocational rehabilitation program in Iowa serves about 600 disabled veterans each year. Through the veterans outreach program of the Iowa Department of Workforce Development, several thousand veterans found new employment or were referred to services to assist them in their job search. The cooperative case management program provides case management to disabled veterans receiving vocational rehab.
    VA also operates Readjustment Counseling Centers (Vet Centers) in Des Moines, Sioux City and Cedar Rapids, Iowa, and in Moline, Illinois. Established in 1979, Vet Centers provide counseling services and are currently available at more than 200 locations nationwide.

    The state should reform TIF laws and offer new economic tools to help grow the economy. TIF districts involve establishing a zone in which the taxable value of a designated area is frozen. This aims to spur commercial development and renovations. After the improvement is made, the difference between the frozen value and the real, full value is called the increment; mu-nicipalities retain this to pay development costs for new roads, sewer and water lines and related utilities or public safety requirements. When the development costs are paid off via the increment, then all other taxing bodies - schools, the county, townships, the state - can collect taxes at the property's full rath-er than its frozen value.

    Study Design: Treatment, Double-Blind, Safety Study Further Study Details: Patients are randomized to receive SNX-111 or placebo (AS PER AMENDMENT 1/22/98: with randomization weighted 2:1 in favor of SNX-111) via external pump and an intrathecal catheter (thin tube inserted into the spinal canal). (AS PER AMENDMENT 1/22/98: the dose is increased every 24 hours, in the absence of onset of analgesia or adverse events. After 2-5 days, patients who respond to their medication continue treatment at home for 5-8 days. Patients who do not respond will be switched to the other regimen (i.e., placebo to SNX-111, or SNX-111 to placebo). After 10 days, responding patients are unblinded and asked to enroll in the long-term, open-label extension protocol. Patients remain on a fixed dose at the therapeutic level found in the previous study. The dose may be increased or decreased at the discretion of the investigator. Patients may continue therapy on a long-term basis until the drug is approved.
