NOTE: The following is a transcript of remarks by Nicholas Johnson as one of two guests on a radio program in Iowa City, Iowa. The host was Roy Justice. The other guest was Russell Edwards, author of How Boards of Education Are Failing Your Children . Both guests were on the telephone from different locations. Mr. Edwards' book argues that school boards are failing our nation's children for a variety of reasons. Among his solutions are greater "local control" by which he seems to mean individual "school boards" for each school building, and funding for the school from the tax base represented by the parents of the children attending that school. His comments during the program put forward these, and other arguments from his book. The context in which the following quotes were uttered is usually clear. Obviously, the book itself is the best source for his ideas rather than any characterization of them here. — N.J., January 5, 2000

IOWA PLANS CHANGES FOR SPECIAL ED RULES
September 17, 1999 Iowa's State Board of Education recently announced several changes it plans to make in its Chapter 41 "Special Education" rules to bring the state into compliance with the 1997 Individuals with Disabilities Education Act. Like other states, Iowa says its proposals incorporate the language of IDEA '97 "to the maximum extent possible." As reported, federal funds allocated to states for implementing IDEA '97 hinge on the state's compliance with new provisions in the law. The states must demonstrate such compliance, which is subject to review by the U.S. Department of Education, before federal funds will be released.

299.1 Attendance requirements.
Except as provided in section 299.2, the parent, guardian, or legal or actual custodian of a child who is of compulsory attendance age, shall cause the child to attend some public school, an accredited nonpublic school, or COMPETENT PRIVATE INSTRUCTION in accordance with the provisions of chapter 299A, during a school year, as defined under section 279.10. The board of directors of a public school district or the governing body of an accredited nonpublic school shall set the number of days of required attendance for the schools under its control.
The board of directors of a public or the governing body of an accredited nonpublic school may, by resolution, require attendance for the entire time when the schools are in session in any school year and adopt a policy or rules relating to the reasons considered to be valid or acceptable excuses for absence from school.

Merle O. Johnson - Mayor Merle Johnson, 216 SW Logan St., is serving his second term as Mayor. He has served on numerous local, state and regional boards, including 14 years on Ankeny Plan and Zoning Commission, and 5 ½ years on the Ankeny Board of Education.
Merle received a Bachelors Degree in Business Administration from Simpson College.
Merle and his wife Susan have lived in Ankeny for over 50 years and have two sons, one daughter and four grandchildren. He is the owner of Ankeny Tire and Battery, an auto repair business located in Ankeny.
Craig Block Craig Block, 803 SE Michael Drive, is serving his second term on the City Council. Craig served on the Ankeny School Board from 1992 to 1997. He has also served as president of the Ankeny Area Chamber of Commerce, as well as being a member of the Ankeny Rotary Club.
Craig has been an Ankeny resident for over 20 years. His wife, Angela, is a dental hygienist. He has three daughters, Megan, Mindy, and Mickenzie. Craig has been actively involved in the various sports activities of his daughters for several years. Gary Lorenz Gary Lorenz, 510 NW Cindy Lane, is serving his first term on the City Council. Gary has been an Ankeny resident for over 20 years. He and his wife Becky have three children, Jessica, Christopher, and Stacy.
